Special Battalions Are the Backbone of Telangana Police: DGP- C.V. Anand

Director General of Police, Telangana, Shri C.V. Anand, IPS, emphasized that the Telangana Special Battalions (TGSP), which play a pivotal role in maintaining law and order, election security, disaster response, VIP security and special operations across the State, must be further modernised and strengthened to meet future policing challenges. The DGP chaired a comprehensive review meeting at the Telangana Special Battalions Headquarters in Jubilee Hills on Tuesday, where he reviewed various administrative, operational, infrastructure and welfare-related issues.

Prior to the meeting, Shri C.V. Anand inspected various sections of the headquarters, including administrative wings, communication systems, armoury management, technical units, infrastructure development works and other support facilities. He later reviewed presentations made by senior officers and issued several directions aimed at enhancing the efficiency of the Special Battalions.

The DGP directed officials to expedite the filling up of vacant posts, strengthen technological capabilities, augment vehicle availability, improve residential quarters for personnel and ensure better drinking water, healthcare and other welfare facilities.

Speaking on the occasion, the DGP recalled the outstanding contribution of the erstwhile Andhra Pradesh Special Police (APSP) Battalions during the peak of the Left Wing Extremism movement. He said the Special Battalions had stood shoulder-to-shoulder with the Civil Police and played an extraordinary role in anti-Naxal operations and in maintaining law and order.

He recalled his own experience while serving as Superintendent of Police in Naxal-affected districts such as Nizamabad and Warangal, stating that Special Police personnel displayed remarkable courage in protecting police stations and supporting anti-Naxal operations under extremely challenging conditions. Their contribution, he said, remains a significant chapter in the history of policing. Following the formation of Telangana, the State established 13 Telangana Special Battalions, which have since evolved into a highly capable force. Today, these battalions perform critical duties during elections, major festivals, religious events, public gatherings, VIP bandobust, disaster management and emergency response operations.

The DGP particularly appreciated the exemplary services rendered by TGSP personnel during the recent heavy rains in Nizamabad and Kamareddy districts, where they actively participated in rescue operations, evacuated people to safer locations and protected lives and property.

Highlighting the importance of leadership, Shri C.V. Anand said that Commandants play a crucial role not only in maintaining discipline but also in ensuring the welfare of every member of the force. He advised officers to remain sensitive towards the family, health, education and personal issues of their personnel and extend all possible support whenever required. He observed that personnel deployed in distant locations for prolonged periods often experience emotional stress due to separation from their families. Officers must therefore adopt a humane approach and provide the necessary emotional support to maintain the morale of the force.

The DGP stressed that duty allocation should always be transparent, impartial and free from discrimination. Responsibilities during elections, bandobust duties, VIP security and other deployments should be distributed fairly among personnel.

He also noted that while Telangana had successfully overcome the major Naxal challenge that once affected several regions, the Special Battalions must continue to remain operationally prepared for emerging security challenges. He directed that battalion performance be reviewed periodically and revealed that proposals are being examined for establishing new Special Battalions in the Future City and Amangal regions to meet future policing requirements.

Emphasising the importance of mental health, the DGP instructed officers to effectively utilise the 'Mitra' Counselling Centres to provide timely counselling to personnel facing work-related stress, family issues or other personal challenges.

He directed officers to conduct continuous awareness programmes to prevent police personnel from falling prey to drug abuse, online betting and other addictive behaviours. Rather than merely initiating disciplinary action, officers should identify affected personnel at an early stage, provide counselling and medical assistance, and help them return to normal life.

The DGP also called for a comprehensive strategy to prevent suicides among police personnel. He instructed commanding officers and colleagues to remain alert to behavioural changes and intervene at the earliest stage by providing psychological support and counselling.

Shri C.V. Anand further underlined the need to accord the highest priority to professional training. He said specialised training institutions should be further strengthened to meet the demands of modern policing. Continuous training in technology, weapon handling, disaster management, communication skills, physical fitness and mental resilience is essential for enhancing operational effectiveness.

Describing the Telangana Special Battalions as the backbone of the State Police organisation, the DGP said the force should move forward with a clear focus on modernisation, discipline, technology and personnel welfare, enabling it to effectively meet future policing challenges and continue serving the people of Telangana with professionalism and dedication.

Major Police Reshuffle Aims to Strengthen Field-Level Supervision

It was a significant day of transfers and postings in the Telangana Police, with the Director General of Police (DGP) issuing orders for the placement of newly promoted Deputy Superintendents of Police (DSPs), around 20 non-cadre Superintendents of Police (SPs).Several IPS officers were also transferred by the government.

The exercise followed a detailed review carried out over the past few days to strengthen field-level supervision and improve the administrative structure of the police force. The DGP observed that the supervisory role of Zonal Deputy Inspectors General (DIGs) had gradually diminished over the past few years, resulting in a wider gap between the units and the DGP Headquarters. This, in turn, had affected regular mentoring, guidance and oversight of district policing.

To address the issue, and with the approval of the Government, the DGP reintroduced the Zonal DIG supervisory mechanism by assigning additional charge of these responsibilities to DIG-rank officers already serving in other assignments. The arrangement has been made in view of the acute shortage of senior officers and is expected to restore closer supervision, strengthen coordination and provide better guidance to field units across the State.

36 Circle Inspectors Promoted as Deputy Superintendents of Police

Thirty-six Circle Inspectors (CIs) who were recently promoted to the rank of Deputy Superintendent of Police (Dy.SPs) have been posted to various districts and police units across Telangana. The posting orders were handed over during a formal ceremony attended by Director General of Police (DGP) Shri C.V. Anand, IPS, DG  (Law & Order) Shri Mahesh Bhagwat, IPS, and other senior police officers.

Congratulating the newly promoted officers, DGP C.V. Anand said that a promotion is not merely a higher rank but a greater responsibility that demands professionalism, integrity, and dedicated public service. He urged the officers to uphold the trust reposed in them by the Telangana Police and discharge their duties with honesty, discipline, and unwavering commitment.

The DGP emphasized that, as senior field officers, Dy. SPs play a vital role in maintaining law and order, preventing crime, ensuring effective policing, and building public confidence in the police force. He advised the officers to remain accessible to the public, respond promptly to citizens' grievances, and ensure that justice is delivered in a transparent, fair, and lawful manner.

Highlighting the importance of leadership, Shri Anand stated that every decision taken by a DSP should strengthen public trust and reflect the core values of the police department. He called upon the officers to lead their teams by example, maintain high ethical standards, and work closely with the community to create a safe and secure environment.

The DGP further stressed that protecting the lives, property, and rights of citizens is the foremost responsibility of every police officer. He encouraged the newly promoted DSPs to perform their duties with dedication, courage, and compassion while adhering to the highest standards of professionalism.

Keeping Youth Away from Drugs is the Foundation for a Golden Future of the Nation: DGP C.V. Anand

Director General of Police, Telangana, Shri C.V. Anand, IPS, emphasized that protecting the youth from the menace of drugs is essential for securing the nation's golden future. He inaugurated the “Anti-Drug Awareness Week” organized by the Hyderabad Police Commissionerate at the Integrated Command and Control Centre (ICCC), Banjara Hills, Hyderabad. The DGP stated that a series of awareness programmes will be conducted across the State from June 22 to 26 in collaboration with schools, colleges, educational institutions, various government departments and social organizations. The initiative is being organized in connection with the International Day Against Drug Abuse and Illicit Trafficking, observed annually on June 26, with the objective of strengthening collective efforts to combat drug abuse.

Delivering the keynote address, Shri C.V. Anand said that the Anti-Drug Awareness Week is dedicated to safeguarding the younger generation. He noted that the programme is being carried out in coordination with the School Education Department, Directorate of Revenue Intelligence (DRI), Enforcement Directorate (ED), Customs Department and other agencies.

He observed that while the country has successfully overcome challenges such as terrorism and extremism, drug abuse has emerged as a serious threat affecting every household. Post-COVID, drug consumption has increased in both urban and rural areas, and investigations have revealed that addicted students often draw their friends into the network.

“If there is no demand, there will be no supply. Therefore, reducing the demand for drugs is a collective responsibility of society,” the DGP said. He warned that drug traffickers are increasingly targeting children by mixing narcotic substances with chocolates and biscuits, calling such acts nothing short of anti-national activities. He appealed to families and society to help rehabilitate addicts by admitting them to de-addiction centres.

The DGP cautioned that drug abuse severely damages the heart, brain and overall health and ultimately destroys families. He urged parents to closely monitor their children and called upon the entire police force, from Home Guards to the DGP level, to remain committed to the fight against drugs. He stressed that coordinated efforts with the Education Department, Customs, DRI and other agencies are crucial to effectively tackle the menace.

Addressing the gathering, Smt. Yogita Rana, Principal Secretary, School Education Department, Government of Telangana, expressed concern over the increasing prevalence of drug abuse among school-going children. She warned students against experimenting with drugs even once, as addiction is difficult to overcome. She urged students to inform teachers, parents or elders if they find their friends consuming drugs and stressed that the issue is a societal concern rather than an individual problem. She called for achieving the goal of “Nasha Mukt Bharat – Nasha Mukt Telangana” by 2029.

Shri Praveen Kumar Bharal, IRS, Joint Director, Enforcement Directorate, Hyderabad, stated that drug consignments are increasingly being detected in parcels arriving from abroad. Having represented the State at both junior and senior levels, he noted that the lessons learnt on the cricket field proved invaluable in policing. Features of the Smart Computer lab

The newly inaugurated system incorporates several advanced and intelligent features aimed at improving operational efficiency and investigative processes. The system is capable of automatically identifying the person speaking during meetings and directing the camera towards the speaker. It can automatically zoom in on the speaker while simultaneously recording high-quality video and audio. Discussions conducted during meetings can be digitally captured, transcribed, and stored for future reference.

The system can also recognize content displayed on monitors or digital boards and convert it into text, audio, or report formats whenever required. Powered by Artificial Intelligence, it can analyze large volumes of information and facilitate crime mapping, data filtering, trend analysis, and comprehensive case reviews.

Another significant feature is its ability to digitally record and preserve feedback from victims and complainants. This capability will enable investigators to better assess public responses, monitor case progress, and improve the overall quality of investigations.Officials stated that the system will also facilitate faster and more efficient operations within the Crime and Criminal Tracking Network and Systems (CCTNS) platform, including case registration, data management, information analysis, verification, and corrections wherever required.

The DGP observed that the adoption of such advanced technologies would enhance accuracy in criminal investigations, improve transparency, accelerate decision-making, and strengthen the overall effectiveness of policing. He expressed confidence that the new facility would serve as a significant milestone in the modernization of Telangana Police and CID operations.

The inauguration ceremony was attended by DG, ACB & CID, Ms. Charu Sinha, IPS; DIGs Naveen Kumar, Narayana Naik, and Parimala Hana Nuthan; SP Maddipati Srinivas; along with senior CID officers and staff members.
