City Police Chief action plan to streamline traffic management

 In the wake of blatant violations of traffic rules and encroachments  prevailing on most of the major roads in the city , including national highways passing through the city, the city police have come up with an action plan to improve the free flow of traffic which in turn improves the quality of life.

                   In his power point presentation to the media personnel , City police chief Mr.CV Anand  apprised them about the road map and series of measures to be initiated under 3 Golden Es of traffic management i.e., Enforcement, Education and Engineering and about the   ongoing operation “ROPE” -  Removal of obstructive parking and encroachments.

Since Covid-19 outbreak the  steep rise in individual vehicles, both two wheelers & cars, has been the prime cause for increase of congestion on city roads. As compared against 2019, the no.of vehicles increased to almost 18 percent in 2022 and the total vehicles plying on roads are about 77,65,487.  The volume of traffic complaints being reported to Dial 100 helpline has also increased.  

                    Hinting hawkish stance on enforcement, CP Anand said that more number of towing cranes will be pressed into service to keep the carriage way clear. In lieu of quantity, emphasis will be on quality enforcement and its impact on complying to traffic rules will be analysed. During peak hours all senior officers will focus on regulation. Stop line discipline will be strictly enforced . Stringent measures will be initiated against commuters resorting to  wrong side driving, triple riding , improper number plates , black films etc., 

                   It has been decided to hold regular meetings with establishments, hawkers, schools, colleges, auto drivers, RTC drivers and all stake-holders to sensitise them on road rules, parking norms.        After carrying out education campaigns, special enforcement drives  will be started to keep a tab on errant violators. 

Of the total built-up area, under the norms laid under G.O.M.S.No. 168, residential apartments & education institutions should allocate 30 percent ,  hotels, lodges & commercial buildings should allocate 40 percent , malls & multi-plex should allocate 60 percent as parking space.

         Junction development, erecting signage boards at free lefts, providing safe turning radius at U-turns and adopting reversible lanes as per the traffic flow will be studied and implemented as part of engineering measures. Following frequent complaints from the residents of colonies about congestion in internal roads, the city police has decided to extend their focus to address such  issues. Reviving bus bays, relocating bus stops and improved road signages marking measures will be initiated soon.

                  The social media unit of traffic wing will scale up the digital education campaigns to reach out more youngsters through awareness videos, sessions etc., 

The police commissioner has introduced 4th  “E” i.e, Enablement  into traffic management with enhanced focus to cater the welfare needs of the traffic personnel  through regular health camps, kit bags and continuous capacity building at Traffic Training institute. With the allotment of 40 SIs and Inspectors of 2010 batch, the traffic wing has been further strengthened. Around 100 home guards and 100 women personnel from CAR will be deployed for traffic duties to cover more junctions.

Seeking cooperation of commuters, especially drivers of private and public transport vehicles, CP Anand  said the proposed action plan for better traffic management could succeed only if the public extend their full support to traffic police personnel.

ATC which is part of the Integrated Traffic Management System will be implemented across the city, said the city police chief. He also  unveiled the new logo of traffic wing.

Police Commissioner reviews security arrangements

 With Milad-Un-Nabi  ahead - coinciding with the ongoing Navratri  festivities , HCP chief CV Anand held a Video conference with all zonal DCPs, SHOs and patrol, Blue colts staff to review the preparatory  arrangements. While giving instructions to officers he said that fool proof bandobust  arrangements should be carved out by using all available resources for security of Goddess Durga idol  processions and Milad ceremonies.

                In the wake of recent disturbing incident, instructions were given to all zonal DCPs, senior officers  to go into the field area and personally inspect security arrangements at pandals and they are under the security cover of the organisers 24/7. All the supervisory officers of the concerned PSs and divisions were tasked to camp in at the stations during nights.

       As the festivities of both communities will witness younger crowd participation in large numbers, special teams will be deployed to keep a tab on rash driving and prevent  unlawful assemblies. Surprise vehicle checking in strategic points will be intensified , Anti-chain snatching &  SHE teams  will be deployed to check on eve-teasers etc., 

    Barricading, CCTV coverage,  que lines management at pandals and other issues were discussed in length. Arrangements were made particularly to cover vulnerable areas of mixed population and places of worship.  The city police chief has urged all his deputies to maintain high vigil through out the festive days.      All the POP idols will be immersed at the baby ponds being set up by GHMC. 

Senior officers heading L&O, SB and other wings shared insights on various ongoing national happenings and listed preventive measures. Liaising with peace committees, and on-boarding youngsters and other issues were discussed.

Hyderabad City Police is also keeping a close watch on social media platforms to check spreading of any unverified or malicious posts.

Bathukamma Celebrations in HCP Commissionerate

 Around 1200 women police personnel along with their wards participated in Bathukamma Celebrations held at City Police Commissionerate, TSPICCC. The women staff emblazoned the premises with beautiful exotic flowers which  manifested the eminence of nature and culture of Telangana.

           The atmosphere was lively as the women officers starting from the rank of home guard to DCP clapped the hands in unison and sang Bathukamma songs around a huge flowery cone made specially for the purpose .  

              HCP Chief  Mr.CV Anand graced the occasion along with his wife Smt.Lalita Anand  and extended his wishes .Along with senior officers he actively participated in the celebrations.

              CP Anand recited his childhood memories of the floral festival  and said that “For the last 2 decades the festival was largely celebrated in the rural areas of Telangana. Ever since the State government declared  Bathukamma as state festival, people in  urban areas and our Telugu diaspora across the world also started celebrating with gusto.”

 City Police Commissioner Mr. CV Anand felicitated woman constable Dawa Naveena of Begumpet PS who administered CPR(cardio pulmonary resuscitation ) to a woman crushed in the stampede outside the Gymkhana ground.

PC Naveena standing at the stadium gates for managing the crowd spotted Ranjitha,the housekeeping staff of the ground, lying in unconscious state and being crushed in the stampede.

She immediately tried to wake her up but there was no response .   ” I did not hesitate and immediately administered CPR for few minutes and the woman started breathibg.” Said Naveena, 2020 batch recruit.

The video of the cop’s effort went viral on social media and netizens showered praises .

“Naveena’s timely assistance saved a life. She used her training in emergency medical assistance to good effect by administering cpr until the paramedics could arrive.” Said CP Anand.

He awarded an Appreciation certificate and presented cash reward.of 5000/- rupees.

Reward mela held at TSPICCC

 In a reward mela held at the City police head quarters – TSPICCC, City Police Commissioner Mr.CV Anand  rewarded 14 court duty officers,17 investigation officers and felicitated 5 public prosecutors Smt Sailaja, Sri Sanbasivareddy, Sri Durgaji, Ayesha Rafat, Subhan Javeed and Bharosa legal counsellor Smt Kalpana,

 whose collaborative efforts  have ended up in conviction in 11 Cases. Convictions were secured for life imprisonment in 8 cases and 20 years RI in 3 cases. He gave away the certificates and cash rewards to all officers.  

               The hard work of investigating officers right from seizing evidence at the scene of offence to maintaining  chain of custody, recording statements , protecting the witnesses and the liaison of court duty officers with the public prosecutors, briefing witnesses synergised the collective efforts and ensured convictions.  The impact of the recent co-ordination meeting chaired by the police chief held with all PPOs of the city courts, judiciary officers and staff officers of city police  is palpable.

        “These awards were constituted to promote high standards of investigation of crime and to recognize such excellence in investigation.” said CP  Anand commending  the efforts of the officers and  coordination of the two subsystems of the criminal justice system i.e., the Police and Prosecution.

      Unlike other units, the load of work & bandobusts  in city commissionerate is too high. Despite of that our staff officers worked hard and secured convictions with  quality of evidence adduced during trial. With the transfer &  re-organisation of CDO system and many more initiatives in the pipeline  in HCP commissionerate, we are confident that our unit will hit a good mark in conviction rate, he added.

CP exhorts senior officers of traffic wing to lead from the front

 City police commissioner Mr.CV Anand urged all  senior officers of the traffic wing to lead from the front and by example in field and explore more engineering measures to reduce the traffic congestion .The instructions were issued during the interactive review meeting on traffic wing held at the auditorium of City police ommissionerate, TSPICCC attended by all traffic SIs and above rank officers.

CP Anand instructed the traffic officers to be proactive and initiate  measures, including short term & long term to facilitate smooth flow of traffic. The Jt.CP traffic, Mr.Ranganadh briefed the city police chief about the strength, infrastructure, technology platforms, the steep surge in no.of personal vehicles  and other issues.

        Mr.Anand, who worked as the city  traffic chief for a period of 3 years during 2010-2013 has brought many good reforms in the traffic management. Enriched with experience in traffic wing, he emphasised on the 3 Golden Es of traffic management and set a direction to the team.

“Liaising with other Government departments, community members and establishments is very important. Senior officers must take out surprise checks and spend time at junctions to get the first-hand information of the hindrances. Initiate experiments in field followed by proper study as it eventually benefits the city commuters ” he said.

Instructions were also issued to study on under-utilised roads, free lefts, effective enforcement and  education.

 Ensure all the field personnel welfare has been taken care of and leverage the digital campaigns through social media platforms to create more awareness on the importance of road discipline which eventually leads to safe and congestion free roads, said Mr.Anand.

        “I will accord top priority in allocating man power, budgets and other resources to traffic wing. This is the only wing that touches 100% population in the city.”  assured the city police chief.

Towards the conclusion, he appreciated the traffic cops for streamlining traffic  during several events in the past few months.

Hyderabad CP felicitates Daring police officers & good citizens

 City Police Commissioner Mr.CV Anand  felicitated  and presented certificate of appreciation, cash reward to Tukaram Gate Detective  Inspector, A. Anjaneyulu and Market PS constable, Rakesh and  four civilians for rescuing people trapped in the fire mishap at the Ruby Pride Luxury Hotel in Secunderabad.

The officers and the civilians  without any protective gear entered the building much before the fire-fighters arrived.

            PC Rakesh was the first one on the scene after a fire broke out at about 9 pm on 12th September.  Thick smoke was billowing up through the stair case and it’s a somber sight all around.  He was soon joined by Inspector Anjaneyulu and 4 civilians Subash chandrabose, surya kiran kumar , Amar reddy and shiva kumar entered the building in fire from the adjacent buildings.

Inspector Anjaneyulu who bored the brunt of the toxic smoke and heat said that he had a shock of his life when he saw one inmate lying on passage of second floor.  As they went down the stair case, they found some persons lying in unconscious state. They have rescued and shifted them to the terrace.

 “We could barely see our hand in front of your face as as we were getting closer.” Said Rakesh. 

                 “Those actions reflect the bravery and exemplary service of HCP’s finest and the good samaritans. They put their own lives at risk and moved the occupants trapped  to safety.” Said City Police Commissioner Mr.CV Anand.

“The extraordinary bravery - intelligently performed in the line of duty at imminent and personal danger to life, reflects the hallmark of true heroism..” he added.

     He said that he would be praying for those who were injured and expressed his condolences to the bereaved family members.

CP Anand inspects Ganesh idols procession route

 City police chief Mr.CV Anand along with senior officers of L&O, Traffic & SB visited different parts of the city to inspect the Ganesh idol procession route. He took stock of the situation in the field in the old city , Charminar, MJ market and  immersion points. Enroute arrangements, barricading, fixing  low hanging wires and other works were completed. 

The city police chief said that  around  9523  idols (excluding idols below 3ft) were installed across the city this year and will be immersed on Friday and Saturday. Elaborate security arrangements were made along the 19 km procession route from Balapur to Hussain Sagar.

Along with staff from city police, additional staff from other districts and allied branches will also be deployed bringing the deployment of the force to that of around 24132 personnel and 122 platoons , he added.The City police will monitor the main  procession route and  tributary  processions joining with the help of a widespread CCTV camera network, special squads and other real-time feeds.All department officers were urged to work in tandem by maintaining mutual coordination.

Multiple Quick Response Teams,  dog squads, and anti-chain snatching teams, SHE teams  will also be deployed.The pandal organisers, general public  should also cooperate with the police and other volunteers, the police appealed. Traffic restrictions are in place for smooth movement.Apart from existing cameras, additionally 739 Cctv s were installed across the main procession routes and will be watching the movement of idols across the city and 10 drones also have been deployed in all the zones and the procession and places  of immersion in and around Hussein Sagar lake . Two mobile command control centers for close supervision and 4 camera mounted vehicles will be pressed into service. 

Various roads in the city  which are part of the procession will either remain closed for regular traffic or will see traffic diversions.

The joint command control centre having senior officers from all departments like GHMC, HMDA, Transco, water works , RTA  , Medical and Health etc will be fully operational from early hours .

12 Mobile SHE toilets pressed into service

 As part of the Safe City Project, which is jointly sponsored by the Central and State Governments 12 mobile “SHE toilets” inducted into service in the limits of the GHMC area, were inspected near Tankbundby Hyderabad City Police Commissioner Sri C.V.Anand IPS and Commissioner GHMC Sri Lokesh Kumar, IAS. The aimis to create a safe, secure and empowering environment for women to enable them to pursue all opportunities without the threat of gender-based violence and/or harassment.

These mobile toilets will be deployed across the 3 PoliceCommissioneratesand will be located at crowded places, tourist spots, special events and other areas where conventional toilets can’t be constructed. The usage of these vehicles is restricted to women. These mobiles work 24*7 during special occasions such as Ganesh Immersion, Bonalu, Exhibition etc, 

This mobile toilet can be used free of cost and are easily accessible to differently abled and aged women. It has a water storage tank with over 1000 L capacity and provision for 4 people at a time. These mobiles are GPS enabled and are geo-tagged, can be monitored from the Integrated command and control center. The additional features includes a Feeding room. Now Girlscan travel safely through public spaces, thus enhancing their access to services and learning.

“This initiative mouldsour urban spaces into a holistic environment covering all safety needs of women, The state Government, GHMC and the city police are assigning financial resources and sufficient efforts in city planning to improve women’s safety” said Hyderabad Police Commissioner Mr.CV Anand,  the nodal officer of safe-city project for  Tri-commissionerates, who holds regular meetings to improve coordination across key government departments and other stake-holders  to  improve women safety.

Meeting held with Public prosecutors

 In a bid to enhance conviction rates and improve liaising between police & city courts, City Police Commissioner Mr. CV Anand chaired an interactive meeting with all DCPs & ACPs , public prosecutors at conference hall in his office at TSPICCC, Banjarahills.  

At the outset, City police chief pointed that the swift investigation & apprehension of offenders has increased by leveraging technology and stressed the need for investigation and prosecution personnel to work in tandem to ensure justice prevailed in all cases.

After the recent transfer of all Court duty officers in Hyderabad Police commissionerate, an internal committee has been constituted by the city police chief, comprising Addl.CP(Crimes & SIT), Jt.CPs of DD & Admin to improve the work turn out of the new CDOs.  The committee made various recommendations including adjusting man power depending upon case load on PS, orientation sessions to new CDOs on file work & court procedures etc.,

During the proceedings, the ways and means for ensuring delivery of timely justice to the victims besides issues related with files, witnesses briefing, evidence handling and chain of custody, shortage of human resource  and other key issues were discussed.

The city police also requested to expedite the formal procedures in  SC/ST , POCSO , NDPS cases to give a conclusion within 60 days as stipulated by the MHA. 

The meeting also discussed various land mark judgements, simplifying procedures , other general issues with a core objective of enhancing co-ordination to increase the no.of convictions.

The judiciary officers readily agreed to resolve various issues flagged by police officers. It has been decided to hold regular meetings once-in a month at SHOs level and a quarterly meeting at senior officers level.

Drugs sold over dark web, two kingpins held

The Hyderabad Narcotics Enforcement Wing (H-NEW) busted a drug trafficking ring with networks on the dark web and apprehended two accused, who police described as dark web kingpins, and six others who are allegedly drug peddlers from Hyderabad.

This is the first time that H-NEW has busted drug trafficking gangs that operate on the dark web.

According to police, the kingpins have been identified as Narendra Arya alias Holy Shop, a resident of Goa and Farhan Mohammad Ansari alias Treeminator, a native of Rajasthan. The six drug peddlers have been identified as Utkarsh Umang alias Ashu, Sahil Sharma, Abdullah Khan, Indra Kumar, A Charan Kumar and P Bushan Raj. Additionally, as many as 30 drug users have been identified, who Hyderabad City Police Commissioner C V Anand described as “educated and from affluent backgrounds”. Mr Anand said that payment for these narcotics was by means of cryptocurrency.

Police seized 140 g hash, 184 blots of LSD, 10 g MDMA, seven mobile phones and ₹ 2,000 in cash.

According to the police, Arya has allegedly been involved in drug trafficking online for around a year using hidden apps. He allegedly made transactions worth ₹ 30 lakh by means of cryptocurrency and has a client base of 450 users. Meanwhile, Ansari is an engineering student who uses courier services and delivers drugs in neatly packed boxes and envelopes. Mr Anand displayed narcotics concealed in an innocuous-looking envelope containing A 4 size papers.

The six alleged drug peddlers drugs from Arya and Ansari as well as Zambacartel on the dark web. Police said that Umag and Sahil are from Hyderabad and graduated from the same college.

Mr Anand said that parents of drug users are being informed and their rehabilitation and deaddiction process is underway. Requesting parents to be alert, Mr Anand said, “If you have a doubt, I request you to open couriers and check the contents.”

He said that the approach to drug users must not be limited to booking cases against them. The process of counselling is important. So far, as many as 231 persons have appeared for the first round of counselling, he said.
