CAREER PROFILE OF C.V. ANAND, IPS, 1991 BATCH


Shri C.V. Anand is an officer having wide exposure to several types of duties in not only police but also outside the department. He belongs to the 1991 batch of IPS and was allotted the erstwhile AP cadre. After state bifurcation, he was allotted Telangana cadre. The first 10 years of his service was spent in the highly Maoist affected districts of Warangal, Adilabad and Nizamabad as ASP and SP. There he led the forces personally and survived several exchanges of fire resulting in severe losses to the Maoists. He was decorated with the President's Gallantry Medal in 2002. 

He has an experience of 11 1/2 years of metropolitan urban policing in his tenure as DCP East and Central Zones of Hyderabad City for 3 years, Commissioner of Police Vijayawada City for 2 years, Traffic Commissioner Hyderabad City for 3 ½ years and Commissioner of Police of Cyberabad for 3 years. 2 In Hyderabad City, after his stint as DCP East Zone, he was posted as the first DCP of the newly created Central Zone as part of reorganization of Hyderabad City Police. 

Several parts of erstwhile East Zone like RTC cross roads and Indira Park, erstwhile West Zone like Lalita Kala Toranam, Public Gardens, Assembly, Secretariat, Hussainsagar lake, erstwhile North Zone like Ramgopalpet Police Station were brought into the jurisdiction of Central Zone in 2002 after the incident of police firing in the electricity agitation in 2001 in Basheergbagh and also to handle the Ganesh Immersion procession better with unified command and control. As Central Zone’s first DCP, Mr. Anand established several systems for the Ganesh Immersion like increased number of cranes, crane numbering, numbering and coding each lorry bringing the idols from various other zones. He established the ‘Lake Police’ in 2002 May to bring better policing in and around Hussainsagar lake and they have saved thousands of lives of those trying to commit suicide there.

 As Addl. Commissioner of Police, Traffic from 2010 to 2013, Anand brought in several innovations and introduced new technologies for better traffic management. The famous ‘Drunk Driving Enforcement’ was started by him and the SOPs related to its enforcement and jail sentences, was set by him. ‘Free Lefts’, ‘Reversible Traffic Lanes’, Closing of the gaps in medians to streamline traffic flows, one-ways were some traffic engineering methods he introduced. He introduced e-challan and did away with challan books, gave handheld cameras to all enforcement teams and officers so that photographic evidence was also sent along with the e-challan. Speed guns were introduced. He would be seen daily on the streets of Hyderabad standing at junctions, in the hot sun and even in raincoat during rains. He gave special emphasis to welfare of all traffic policemen by buying them kits having dark glasses, a face mask, ear buds, water bottles, rain shoes and raincoats. The proposal to give 30% extra pay to traffic policemen was moved by him in 2012, and got approval of government in 2015.

 Anand worked as CP Cyberabad for three years during the tense period of State bifurcation and was the last CP of the old Cyberabad which was split into two after he left into Rachakonda and Cyberabad. In Cyberabad, he introduced the SOP to tackle the innumerable land disputes so that no one blames the police for bias, introduced innumerable measures for women safety, especially in the IT corridor like SHE Teams, SHE Shuttles, SHE Apps and reactivated the defunct Cyberabad Security Council, established over two lakh CCTVs all over the commissionerate as part of the community CCTV project, and had a strict tab over crime, snatchings through cordon and search operations, PD act etc.

 He has worked outside the police department as Director Excise for 2 years and Civil Supplies Commissioner for 2 years, where his IT and Technology reforms in introducing e-PDS brought a saving of rupees 2000 crore in 2 years to the government by controlling the illegal activities of rice millers, transporters and ration shop dealers and won him national acclaim. 

 Then, Anand went on Central Deputation to CISF in 2018 April. He worked as IG Airport Sector for 2 ½ years and brought in systemic and technological changes in the way passengers are treated and checked and improved the turnover ratios in all airports. Perimeter, Cargo and other security systems were improved and the measures taken during COVID-19 times were much appreciated by all sister agencies. While being IG APS-II, Anand held additional charge of IG South Sector for 9 months and IG West Sector for 6 months due to vacancies and got great exposure in the functioning of steel plants, oil plants, defence establishments, ports, and other such units where CISF is posted. 

As Director NISA for the last one year, he has brought in quantitative and qualitative changes in Indoor and Outdoor training, infrastructure and accommodation in the Campus and took Basic training of Assistant Commandants and Sub Inspectors to a new level with special modules on Horse Riding, Rock Climbing in NPA, Grey Hounds attachment being introduced. 6 Mr. Anand has won several medals like Gallantry Medal, IPM, PPM, Antrik Suraksha Medal in Police, apart from other prestigious civilian awards like the Election Commission of India National Award for Best Performance in the 2014 General Elections, the National eGovernance Award-2017 and Telangana Excellence Award-2017.

In 2021, he took charge as Commissioner of Police - Hyderabad. He started Hyderabad Narcotics Enforcement Wing(H-NEW)  to root out the drugs menace in the City. Fitcop, an exclusive app to monitor and improve the health of the police personel was introduced.Women Inspectors were appointed as SHOs for the first time in Hyderabad City Police history.  During his tenure the city police has undergone major transformation through Reorganisation. Several special wings like SMIT, H-NEW, Women Safety, Cyber Crimes were sanctioned. Now Hyderabad City Police  is restructured into 7 Zones, 28 divisions, 71 L&O police stations, 31 traffic police stations. In December 2023, he took charge as Director General - Anti Corruption Bureau.

 Another important facet of Shri Anand is that he is a die hard sportsman. He played cricket for Hyderabad state at all levels and toured England with the U 19 team before joining IPS. He was the best athlete in national police academy and won 100 mts, 200 mts, highlong- triple jumps. He plays very good tennis and last year he won the All India Police Singles Championship to get CISF it's first tennis medal. He believes in using IT based systems for Governance and Administration in every field so that citizen-based services are delivered efficiently and quickly, without any harassment, to the people.  Mr. Anand was recently empanelled as Addl DG in Govt of India which is an career achievement for all AIS officers.

Our state is fortunate to have the services of Sri C V Anand, I.P.S. I am sure, during his tenure, he would ensure police organisation in our state gets more refined and the police personnel become better civilised. He is certainly a role model for all high level bureaucrats belonging to all civil services. May his tribe grow by leaps & bounds for good of our nation.
