CAREER PROFILE OF C.V. ANAND, IPS, 1991 BATCH


C.V.Anand was born in Jajki Khana(Maternity) Government hospital in Petlaburz, Old City, Hyderabad on June 5th, 1968. His parents Chama Damodar Reddy  & Smt.Yashoda Devi, hail from the village Kuntloor  in Hayathnagar Mandal of  RR District. They had migrated to Hyderabad City in 1959. Late.C.Damodar Reddy retired as Conservator of Forests in the Indian Forest Service, having joined as a Forest Ranger in 1950. C.V.Anand is the last of 5 sons to his parents, no sisters.

C.V.Anand went to Vidyaranya High School and shifted to Hyderabad Public School, Begumpet. He was always good in his academics and sports. In 10th ICSE, he was his class topper. He took Maths-Economics-Commerce in his 11th & 12th so that he’ll have more time to play cricket. He played for Hyderabad U-19 & toured England with the U-19 team in 1986, while he topped his class in the 12th ISC exam in 1986. He was also a member of the school Athletics and Basketball teams.  

Leaving his admission into St.Stephen’s College, New Delhi, in graduation, he joined Nizam College in B.A Maths-Economics-Statistics from 1986-1989. Later he joined M.A.Economics in Arts College, Osmania University. Having represented Hyderabad State in Under-22 and being denied Ranji Trophy Selection, Anand decided to write the Civil Services exam of 1990. He joined Hyderabad Study Circle and cleared the Prelims, then the Mains and also the interview at a tender age of 22 in his 1st attempt. He was allotted his Home State in the IPS due to his high rank. He attempted the exam once again and improved his rank to 77 but preferred to join the IPS in AP rather than join the IAS in another state.

He went for Foundation Training in Mussoorie and completed IPS training in NPA, Shivrampalli. For his district training he was allotted Warangal district and his positing as ASP was also Warangal Rural Sub-division. 

a) The first 9years of his service as spent in the naxal affected districts where he led the forces personally and participated in exchanges of Fire and encounters. 
- Warangal as ASP under Training and ASP Warangal Rural (2years) 
- Bellampalli as Addl.SP operations for 1year 
- Nizamabad as SP for 3 ½ years. (1996-1999)
He was awarded the President’s Gallantry Medal for his highly risky operations & success in controlling Naxalism.
b) He then went as SP Krishna for 1 ½ years (2000-2001) and 
c) was posted as DCP East Zone Hyderabad City and DCP Central Zone Hyderabad City for 3 ½ years (2001 to 2004) where he handled daily agitations/protests, streamlined the entire Ganesh Immersion in Hussain Sagar lake by numbering & coding of lorries. He established Lake Police on Hussainsagar Lake which has saved thousands of lives till  date. 
d) On promotion as DIG, he was posted to CID EOW where his singular efforts were responsible in him leading a team to Bangkok to bring back Krishi Bank Scam accused Venkateshwara Rao (2004-5) on Extradition.
e) He was posted as DIG Eluru Range (2006) from where he was transferred as CP Vijayawada (2007-8) where he controlled Rowdyism with a  iron hand.
f) He then served as Director, Excise Department (2009-10) 
g) Upon promotion as IG, he worked as Addl.CP Traffic Hyderabad City for 3 ½ years (2010-2013) where he brought revolutionary changes like introduction of e-challan, Drunk Driving enforcement, the HRMS signaling system, School Traffic Commandoes, Free left – Reversible lanes – one ways – U-turns and other engineering changes, which became the basis of Future Traffic management. He used to spend 3 to 4 hours per day personally on the streets of Hyderabad to regulate & motivate his force. 30% extra pay to traffic police is his proposal to the then Government. 
h) he then went as CP, Cyberabad (original) from 2013 to 2016 during the tense post state bifurcation period where he brought landmark changes with his SOP on dealing with land disputes, which reduced complaints on police to almost zero & did justice to thousands of land holders & protected them from land grabbers;

He introduced several steps like SHE Teams, SHE Shuttles, SHE APPS, For Women Safety, established 2 lakh CCTVs all over Cyberabad; revived the Cyberabad security Council, and streamlined traffic flow in the 3700 Sq.Kms area of the ORR. He was awarded the National Best Expenditure Control Award by the Election Commission of India for the 2014 General Elections. 


i) Upon promotion as ADG, Anand was posted as the 1st IPS officer in the country to head the Food & Civil Supplies Department as Civil Supplies Commissioner I/c Food Secretary & MD Civil Supplies Corporation. The changes of reforms introduced by Anand were copied by 12 other states in India and he was declared the Best Food Secretary. He introduced epos machines in all the 17500 Ration Shops which served 75-80 crore rupees every month to the State (2000 Crore in 22 months). He introduced e.payments to Farmers for paddy procurement in 3days, installed GPS on all the 1400 civil supplies lorries to track their moments on LED screens in control rooms in the HQs and all the districts through geofencing, installed 1500 CCTVs, in all the GoDowns of the Department to control pilferage & diversions. In all, in his 2 year tenure, the debt which the corporation was facing was brought down from, 15,500 crore rupees to 3,500 crore. He was awarded the National e-Governance Award in 2017-18.

j) then he went on Central Deputation to CISF for almost 4years from 2018 to 2022. He was posted as IG Airport Sector in CISF and was incharge of airport security in the country. He introduced technological innovations which enhanced security while frisking passengers, anti-sabotage checks, & other anti hijacking measures. He held additional charge of west and south sectors of CISF for long periods. 
As Director NISA, he improved the infrastructure of the academy and the content of training and instructors and the NISA academy was awarded the Best training academy in the country in 2021 by MHA. 

k) he was empanelled as ADG in Government of India when he was called back BY THE State Government to take charge as CP, Hyderabad City in December 2021. In the years (2022 and 2023) Anand maintained completed peace during all the year long festivals, including Bakrid-Ganesh, Milad-Bonalu with perfect liaison with Hindu & Muslim leaders & communities. Crime, Narcotics, Traffic, Cyber Crime were all kept under control. 
l) Overall he has 15 years of experience in Metropolitan policing and 10 years of it in Hyderabad City itself.

m) He played a key role in creation of the Narcotics and Cyber Crime Bureaus and reorganization of the 3 Commissionerates. The H-NEW he created in City, was awarded the first prize in the World Police Summit in Dubai in 2025 for the outstanding results it produced in Narcotics Control. 

n) Anand worked as DG ACB & V&E for 8 months in 2024 and revived the organisations with over110 cases and arrests of 192 Government officials  in that period and enquiries into key cases. 

o) He was reposted as CP Hyderabad for a 2nd time during Ganesh festival in 2024 and ensured that the festival and all other bandobusts over the next one year ended peacefully. 

p) He was posted as Special Chief Secretary Home Department from (Sep-2025 to April-2026) where many pending issues, promotions, etc., were resolved. 

q) On 1st May, 2026 he took   charge as DGP(HoPF) TG

Anand married his Nizam College classmate, Lalita Anand in 1993 May.  He is blessed with 2sons Milind and Nikhil. Milind is  a professional cricketer and plays for India U-19 in the 2014 World Cup. He is currently the Hyderabad Senior Team Captain, is a left arm fast bowler and a good bat and was in IPL teams for 6years. He is married to Aishwarya and is blessed with a daughter. Younger son Nikhil is into the Animation & VFX Industry and is married to vasanthi. He is a family oriented person.       
Anand is a diehard sportsman even today. He regularly plays Sunday league cricket for Sec’bad Club & Scored 5 centuries in 2025-26 season, participates in T-20 league cricket & tournaments. He regularly plays Tennis and won the All India Police Tennis Singles in 2019, of the HOTA (Hyd open) + 55 category singles recently in March 2026! He also plays good golf & participates in India tournaments. His fitness standards at stage are widely admired.

Anand believes in IT based systems for Governance and Administration in every field so that citizen based services are delivered efficiently and quickly, without any harassment to the people. He believes in innovative policing and working with passion in whatever posting he gets.  

He is known in the Department over 35years for his impeccable reputation, integrity, impartiality and fairness and delivery of results as can be seen from his various postings across different government in 35 years and Awards. His welfare oriented approach towards his officers and men is much appreciated. Leading from the front in his style as could be seen in naxal affected areas, in Traffic Department and as CPs in the various Commissionerates and in CISF in his forte.

Our state is fortunate to have the services of Sri C V Anand, I.P.S. I am sure, during his tenure, he would ensure police organisation in our state gets more refined and the police personnel become better civilised. He is certainly a role model for all high level bureaucrats belonging to all civil services. May his tribe grow by leaps & bounds for good of our nation.
