CP Anand rewards 115 police officers in the quarterly reward mela

    The quarterly reward mela of the Hyderabad City police was held at the Hyderabad City Police Commissionerate auditorium,TSPICCC.City police commissioner Mr.CV Anand has rewarded 115 police officers across ranks for their good work.

 

The rewardees included 1 Addl.DCP, 2 ACsp, 12 Inspectors, 23 SIs, 1 ASI, 75 Head Constables and constables, 1 Home guard.

The selected personnel were rewarded with appreciation certificate and cash reward.

(Addl.Dcp - Rs 5000 ,ACP - Rs 2500 , Inspectors - Rs 2000, SIs - Rs 1500  and ASIs to Home guards Rs 1000 each).

This reward distribution is being done at the end of every quarter to appreciate the hard working police personnel & spread the spirit amongst the others . The performance of cops working in various wings , PSs of Hyderabad City has been screened on various parameters such as technical expertise, file management, responsiveness,  swift apprehension, investigation & detection of cases etc., 

Reciting the sharp investigative skills of city police officers he said that the teams worked relentlessly to apprehend criminals who were hiding in other states.

"Our teams detected sensational cases which  other police units in the country  couldn't." he said referring to the Xsilica payment gateway case detected by Cyber crimes  unit.

Of the total cases registered in this year, 79 percent of the cases were detected and recovery percentage has gone upto 62 compared against previous years.

“ Indeed your efforts  in day-to-day policing and crime detection amidst the handling of year long festival bando-busts and other events has paid great dividends in policing. You should always try your best to upkeep this performance and ensure effective policing for the safety of citizens.”

CP inaugurates two new facilities

 City police commissioner Mr.CV Anand inaugurated two new facilities  in a move aimed at enhancing women safety and people-police  interface in the state capital.He inaugurated the new building of Begumpet Women Police Station  in North Zone. The new facility has several facilities such as barracks for the personnel, modern work stations, counselling rooms and record rooms.

The ground floor houses the offices of Admin SIs, recception counters and the first floor accomodates SHOs office, work stations for tech teams etc., Visitor friendly design, comfortable waiting area,easy accessibility to differently abled are some of the key features of this facility.Accompained by North Zone DCP Smt.Chandana Deepthi and other senior officers of north zone, CP Anand inspected the new facility.

During his address, CP Anand instructed the staff officers of the women PS to work hard to resolve the  grievances of  women in  distress. 

"The modern infra development helps in rendering services effectively." said the city  police chief."Given the rise of cyber crimes, we are planning to instate 1 cyber crime PS and 1 women PS in each zone." he said.

The Incognito SHE team unit  of Hyderabad City Police, pioneering   women safety in the  state capital,  has also  got significant additions in terms of infra, gadgets and man power with the inauguration of new block here at HACA Bhavan by CP  Anand.

After inauguration, CP Anand accompained by  Addl.CP,Crimes Mr.AR Srinivas and other officers  inspected the entire facility.Spread across 2000 sq.ft the new facility has modern work stations,reception counters,victim facilitation rooms etc., facilitating a welcoming approach to women in distress.

He also distributed advanced gadgets to effectively carry out the operations.Addressing the officers, he exhorted  them to work in the interior wards of the city,  neighbourhoods and instil a sense of confidence among the women.  "SHE teams are  more approachable and deals every grievance  with empathy and confidentiality." he said.

A total of 6 additional teams were pressed into service taking the exisiting teams from 9 to 15.Each team comprising 1 SI and 4 PCs will work round the clock  in all five zones.On the side lines of the occasion, he also flagged off 5 AV vehicles fitted with digital screens .These vehicles will be deployed to wards and communities to create awareness.

2022: Momentous year for HCP

 The Hyderabad City Police experienced another remarkable year with peaceful conclusion of  all major events, festivals, processions that saw enthused participation of the public in large numbers after 2 pandemic hit years, said the City Police chief Mr.CV Anand in the annual press meet held at the City Police Commissionerate, TSPICCC.

                At the outset he appreciated the senior echelons whose concerted efforts , advanced planning synergised to manage security & traffic arrangements during all major festivals of every faith , the flagship state event “Vajrotsavalu” and the National executive meeting of a political party which witnessed the participation of more than 160 VVIPs who were under Z category security cover.

                           Briefing the media on crime statistics he  said that over all index crime  in Hyderabad remained same compared with pandemic hit year 2021 with the police registering 22060 cases this year, as against 21998 last year. Two major-crime categories saw decreases, driven by a 1.25 % percent decrease in bodily crime(368 v. 460), 1.14  % decrease in crime against children(350 V 399) reflecting  HCP’s continued focus on  Women & child safety and the hawkish stance against anti-social elements exercised by  invoking 107 Crpc by CP-Hyderabad, counselling, deterrence caused by convictions and adhering to SOP in resolving land disputes. 

The City police also opened 91 history sheets against irring offenders, invoked PD Act in against 24 persons  and 629 new suspects are under surveillance now. All dacoity & murder for gain cases were detected.   Although there is a little spike in property crime by 0.78 %(3094 V 2417), there is an upsurge in recovery which has gone up by 62% in comparison to 54% last year. 

Since the women friendly SHE teams have been interacting with the victims in distress with empathy and supportive to file complaints , there has been a marginal increase in Crime against women by 0.91 % (2524 V 2291). “We're renovating facilities, adding more highly-trained personnel, gadgets  and fine-tuning our response to make sure we provide every service and every comfort the victim needs.” said the top brass.

While the old style crime patterns have all continued their downward trends, there is a substantial increase in reported cyber crimes. Of the 2249 cyber crimes registered in 2022, 10 percent of the cases were detected as against 4 percent last year. 

Reciting the skill building capacity of the Cyber Unit, Mr.Anand said that the teams are now well trained to tackle crypto-currency, VPN, third party and dark web related crimes. The detection of Mahesh bank phishing case, Xsilica payment gate way case and the sensational Rs 903 crore Chinese investment fraud case reflects the sharp investigative skills of the Cyber Crime unit.

The Social Media Action Squad of Hyderabad has been instrumental in swiftly apprehending netizens who post blasphemous posts online to disrupt peace. A total of 94 cases were filed bringing in a good control over bad cyber perpetrators.

Sharing the H-New  activities commissioner said that the teams stellar performance brought in a great deterrence and cartels operating out of the state are  desisting to supply drugs to Hyderabad. Beginning with local peddlers, consumers the agile teams apprehended inter-state gangs, busted dark web deals and international peddlers and deported them. Alongside, HCP also invoked PD act against the notorious peddlers. Facilitated rehabilitation to help the victims return to normalcy.

 
 Revealing traffic challan stats, CP said that the emphasis was more on regulation than enforcement which resulted in drastic drop of challans imposed by 40 percent. The impact of operation ROPE, positive outcome of diversions at Rd.No: 45, Jubliee hills, installation of new CCTVS, launch of FIT cop and the outcome of other initiatives launched in this year were presented to the media.

The Administration wing, Special Branch, CAR,Home guards  Organisation played crucial role in internal operations that benefitted both the organisation and the public it serves.“Every day, HCP singular focus is the safety of every resident, commuter and visitor in our great city.” Said Police Commissioner Mr.CV Anand.

HCP launches hassle-free online licensing system

 In a bid to enhance  citizen delight , Hyderabad Police Commissioner Mr.CV Anand  has rolled out  an online licensing system for hassle-free issuance of Entertainment and amusement licenses through the redesigned city police website in a hybrid event held at TSPICCC auditorium. The new online system is inline with the State Govt’s EODB policy and offers accountability, transparency, ease in data retrieval, and a faster approval process. Interestingly, Hyderabad City Police  became the first unit in the state to launch these services online. 


                Exuding optimism the city police chief opined that new system will curb public nuisance, traffic obstructions and other general complaints and  enhance stakeholder satisfaction with the Government. The seamless system improves  compliance with the rules and regulations by all stakeholders, he added.  “With the introduction of new system, filling & submission online takes  less than 15 minutes. New licenses will be issued within 30 days and renewal applications will be approved  within 15 days.” Said CP Anand. 

He explained the timeline break up at various levels in the hierarchy. For all fresh applications,  the SHOs(Traffic, L&O) are supposed to complete the verification and submit the report to the ACsP within 15 days. Further ACsP, DCsP(L&O, traffic) will examine the reports within  3 days and 2 days respectively and submits to CP office. Finally CP office will process and issue the license within 10 days.

In case of renewal applications, the SHOs(Traffic, L&O) are  supposed to complete the verification and submit the report to the ACsP within 2 days. Further ACsP, will examine the reports in 2 days and forwards to concerned DCsP. Within a day the DCsp concerned will forward it to CP office. Finally license will be issued by CP office within 5 days.

     In his opening remarks CP briefly  shared the internal reports, complaints received from the public & residents near  various pubs, bars regarding sound pollution, parking congestion, public nuisance etc.,. Through a power point presentation police commissioner kept all the attendees informed about prevailing norms laid down in the city police act and exhorted to conduct their businesses  within the framework of the act. He asserted that police will henceforth restart the duty assigned to it by the Law , that is the Issue of Amusement and Entertainment Licenses to Public places of Halt as per section 21 of Hyd city police Act.

                  Earlier, applicants had to fill tedious forms,  visit several wings  multiple times making the entire process cumbersome, and time taking. These difficulties led to situations to a point where few managements stopped applying licenses  and   gone  completely out of police glare.

          Presenting the EODB features in the website ,CP Anand  said that the  applicant will  have to visit the city police website (www.hyderabadpolice.gov.in) and enter the details in the application form  and upload the  required documents such as trade license, NOCs, rental deed, partnership deed etc.,.After submitting the application, a unique acknowledgement number will be generated.  

      The application will be automatically forwarded to the City Police Commissionerate. Upon completion of field enquiry, the licensing authority i.e., CP- Hyderabad will issue the license and send it to the applicant via e-mail.  Process re-engineering at the receiving end and simplified user interface, guided instructions  enables the applicant to complete the process with ease .

On the sidelines of the occasion, CP Anand  launched the revamped city police website which is now feature rich and improved compatibility.     At a glance, the redesigned icons,  user friendly  interface  infused fresh look resulting in a seamless navigation to various sections of the website. The site features rich multimedia gallery, press archives, awareness videos ,  easy navigation, readability, information architecture .

Towards the conclusion, the senior echelons clarified the doubts and concerns raised by the attendees . The city police chief urged them to comply with the Telangana public safety Act by installing CCTVs with atleast 30 days backup, He also assured that there will not be any harassment from the officers.

   The top brass lauded the efforts of his deputies.Around 450 business owners, managers  attended the event and all SHOs, traffic officers  were connected to the launch event virtually. Complete end-to-end online process would  bring  responsiveness in the ecosystem, opined a pub-owner.

Anti-Drug Committees launched in East Zone

 To eradicate drug abuse and to carry out sustained campaigns, City Police Commissioner Mr.CV Anand launched Anti-Drug Committees(ADC)  in 55 colleges in East Zone here at Tagore auditorium, Osmania University.   Around 1000 students of various colleges, ADC members & faculty members attended the event.

    In his address on the occasion, CP Anand said that ADCs serve as the bridge for  effective coordination  between police and educational institutions to synergise the fight against illicit drugs abuse and trade. “Anti-drug committees, which works on the line of Anti-ragging committees,  in every college must  comprise  a minimum of 5 members drawn from faculty, hostel wardens and students, to guide the youngsters & counsel them to prevent them to drugs.” he said.

The city police chief also elaborated the responsibilities of ADCs in detail. ADCs activities include conducting meetings, workshops and liaising  with the local police etc., He urged the managements to put up banners, signages in the premises of the campus. "It is now mandatory to instate ADC in all colleges in city." he said referring the recent notification issued by the CP Hyderabad under the city police act.

  Reciting the measures taken by the state government and city police , Mr.Anand apprised the attendees on how the Hyderabad Narcotics Enforcement Wing dismantled the drug cartels beginning with local peddlers, inter-state gangs, dark web deals, international suppliers and their deportation and the results of Rehabilitation measures. 

Being an Osmania alumnus he shared vivid memories with the students in an interactive engagement and sensitised them by sharing the adverse effects of drugs. Citing the NCRB figures, he cautioned them about the dangerous consequences on health, career and the society at large. 

He announced that the city police will take the drive forward to schools in the second phase. The government is contemplating to enact new norms to address sexual abuses, ragging and drug abuse issues by fixing up the responsibility on the managements concerned, he said. 

Dr.Sandeep from Asha hospitals diligently explained how the younger generations are falling into the vicious cycle of drug addiction. “Most of the youngsters try it out for pleasure in the beginning  and in the later stages they get addicted.” He said.

P.Lakshmi Narayana, Registrar OU said that they were appreciative of HCP for launching the ADC in city beginning with OU and assured all possible assistance to the city police. Since the Osmania university and its affiliated colleges draws large number of foreign students, Professor Sriram Venkatesh, principal of OU engineering college opined that counselling sessions should be conducted exclusively to foreign students to sensitise them.

sixty IPS officers of 1991 batch visits TSPICCC

 Sixty IPS officers of the 1991/92 batch and their families  who had their 30 th reunion seminar at National Police Academy,cherished one more memory through key take aways of insights, ideas for addressing challenges in their respective assignments  by visiting the Hyderabad City Police Commissionerate and the Telangana state Police Integrated Command and Control center(TSPICCC). Being at senior positions in their respective states across the country, their visit was in line with the framework of exchanging experiences, knowledge, expertise and  exploring the best practices.

          City Police Commissioner  Mr.CV Anand escorted the group.Enthused by the  grandeur contours of the elite police infra, they  proceeded  to tour the facility accompanied by senior officials of city police. 

The work spaces and the interior sections of the state-of-the art the building, left  the officers and their wards awestruck. They had candid  conversations exchanging  a whole lot of professional knowledge and experiences which they gained in their 3 decades of public service and acknowledged that the elite police infra  stands as testament of prologue to the modern Technological revolution in policing in Telangana 

        Explaining the features of the command and control center  to them  ,CP Anand said that the facility  aggregates information across multiple applications, CCTVs,  traffic &  weather sensors deployed across the state, and then provide actionable information with appropriate visualization for decision makers. He also explained to his batchmates on how the application  smartly works in the backend to trigger alerts on crowd gathering, geo-fence alerts, un-attended baggage, traffic congestion etc., “This also embraces the state emergency operational centre (Dial 100), multi-agency operation center  fostering a collaborative approach to respond to any disaster or calamity swiftly.” he said.

       The presentation also  dwelt upon the recent novel initiatives including SMASH,H-NEW,Operation ROPE etc., and apprised them about the diverse culture, challenges in policing the mega-metropolitan city. 

“As senior officers  we function as the strategic bridge and thorough fare in studying &  materialising initiatives that would enhance public safety.It is quite exciting to know  how the City Police are leveraging technology by leaps and bounds in crime prevention, detection, traffic management and Law & order” said Mr Gaurav Yadav, DGP of Punjab . OP Singh DG admin in Haryana and Harmeet Singh , CP Guwahati said they ll be taking back these experiences to their Governments for replication .

Most of the officers who are now  working  as HODs of key police wings across  India were highly appreciative of Telangana Government for according top priority to public safety & Security. “The  closer nexus between the peace, Law & Order and the sustainable, inclusive economic growth is  evident here in Telangana which excelled across all spheres.”  they said.

Officers also visited the musuem, helipad, auditorium and explored other key sections in the building. They discussed  topics of common interest and brainstormed on  ways to strengthen and enhance cooperation in the fields of police work.

CP interacts with "Formula E delegation

 While Hyderabad gears up to host India’s first Formula E race  scheduled to take place on picturesque  track around Hussainsagar on February 11,  City Police Commissioner Mr.CV Anand chaired a meeting with the organisers in his office. Fédération Internationale de l’Automobile (FIA), in collaboration with the Telangana government will organise the mega event that is expected to draw a footfall of 30,000 to 35,000 visitors from all over the globe.

The formulation E delegation led by Security Director Mr.Scott Anderson began his formal interaction with the city police chief and his deputies and said that he was  delighted to see the law abiding citizens-cum-fans in Hyderabad which is in complete contrast when compared to the warrying mob behaviours at  huge events in developed countries.

The sides deliberated on the blueprint of security deployment, traffic diversions, crowd management, contingency plans etc., According to plan, Federation Internationale de I’Automobile (FIA) will provide internal security in the operating areas of support staff, restricted areas with the help of Team Agile group- a private security agency, while overall  supervision and external security will be provided by the City  Police, which will include  anti-sabotage check teams, bomb disposal squads, traffic management, deployment of   other specialised units.

 This apart, installation of CCTV cameras along the 2.8km circuit track and other necessary arrangements will also be made in time by the police and other security partners. Since this is an International event with big, passionate fanbase – all logistic arrangements for the racers & support staff , other dignitaries are being done at various levels. 

On the sidelines of the event, the organisers also plans to set up a fan village at People’s plaza for which additional security cover has been sought. CP Anand said that the public safety is of paramount importance and highlighted the need of more  ingress & exit points. Strict tab has to be there in the  internal movement and all points must be  manned with adequate & trained personnel “Ensure the passes, tickets are tamper-proof. “ he said.

       The city police who has vast experience in managing several crowded events diligently explained how the crowd management can be done by taking cue of the data generated while issuing tickets which includes the spectators route, his/her spot in the stands, parking slot, exit routes.The meeting also deliberated on deployment of Medical teams, fire brigade, Ambulances etc.,

“Hyderabad joins in on the action for the first time.Hosting this  flagship event in the State demonstrates the innovation, ambition and determination of the state government to accelerate change towards an electric future. City police will extend all support and ensure security measures are elevated to the maximum.” Said Mr.CV Anand. 

The delegation said that  Formula E Season 9 kicks off on January 14 in Mexico City and  Hyderabad will host Round 4 on February 11, 2023.The members of the delegation included Suzy,operations; Mr.Paul, health & safety and Mr.Marco.

CP executes additional district magistrate powers

 Section 107 Cr.P.C is an effective means for preventing breach of peace or disturbance of public tranquillity in connection with religious processions, festivals, fairs, elections, political movements or other disputes between groups/factions that may probably occasion a breach of peace or disturbance of public tranquillity that may require such person to show cause why he should not be ordered to execute a bond, with or without sureties, for keeping peace and good behaviour for a period not exceeding one year. It is not essential in every case that there should be two parties against each other. 

Before starting the proceedings, the police will collect evidence of persons acquainted with the circumstances of the case, the specific occasion on which the breach of the peace is anticipated or the existence of circumstances which are likely to lead to the breach. If any person or group commits an act that results in disturbing the peace and public tranquillity in the area, he/they can be bound over u/s 107 Cr.P.C. by directing them to execute bonds to keep the peace in the area. 

Today i.e., on 09.12.2022, the Commissioner of Police and Additional District Magistrate (Executive), Hyderabad Police Commissionerate has held the Court at the office of the Commissioner of Police, Hyderabad (ICCC) buildings, Road No.12, Banjara Hills, Hyderabad, examined the information placed before him by the SHO, Rein Bazar P.S that there is a dispute between two groups, one led by Mohd. Abdul Basith & 4 others and another group led by Mohd. Abdul Rawoof, rowdy sheeter of Rein Bazar PS over a piece of house property located in 500 Sq. Y. of land in Yakuthpura, Hyderabad. The property belongs to late Smt. Sandhya, who died in 1996, left behind her husband. 

The Commissioner of Police and Additional District Magistrate (Executive) heard the presentation of case facts by the SHO, Rein Bazar PS and also heard the versions of rival parties. Thereafter, the Commissioner ordered each to execute a bond for an amount of Rs. 25,000/- with two sureties and adjourned the matter to 23-12-2022. 

With the powers conferred under Cr.P.C, Sri. C.V. Anand, the Commissioner of Police, Hyderabad as Additional Executive Magistrate has implemented the 107 Cr.P.C proceedings for the first time in Hyderabad Police Commissionerate to maintain peace and good behaviour. The quarrelling groups from Rein Bazar PS limits were issued show cause notice and summoned by the Commissioner. The hearing took place on 09-12-2022 in the court hall of the Additional District Magistrate specifically set up for the purpose. The CP heard the presentation of case facts by the SHO, Rein Bazar PS and also the versions of rival parties and on satisfaction ordered each to execute a bond for an amount of Rs. 25,000/- with two sureties and adjourned the matter to 23-12-2022. 

The Commissioner stated that 107 Cr.P.C proceedings is a very useful tool to control the rival groups who disturb public peace and the power of executive magistrate of a Police Commissioner can be used in an effective manner to ensure peace in the area. The CP said these powers would be used to curb illegal and unlawful activities of rowdies, gangs, and warring gangs in future also and more such gangs indulging in group rivalry and assaults, groups fighting over religious places, over lands and properties, etc will be bound over in future.

City police sets deadline to all bankers, cash carry companies to apply for arms licenses

 Flagging the serious threat of illicit weapons & their usage by some  private security firms and their clientele including banks, cash management companies-  identified during the probe of illicit arms racket by commissioner’s task force  -  the City Police Commissioner Mr.CV Anand chaired an interactive  meeting at the auditorium of TSPICCC here on Tuesday to emphasize the importance of comprehensive and inclusive approach amongst all the stake holders and to sensitise them about the prevailing norms.

      The representatives of Banks, Private security agencies, Cash management companies, RBI officials were apprised on the Arms License types, Guidelines given by MHA with regard to arms handling ,PSARA norms  through a power point presentation by Mr.Ramesh, Jt.CP(Administration).              Since banks, cash-carrying companies, gold shops etc., deal with huge volumes of cash & other valuables, they were also informed about the standards that they should look into while hiring security guards through private security agencies  and the RBI norms to be complied with regard to  regard to physical security, transportation arrangements, staff deployment etc.,

The City Police chief Mr.CV Anand in his address sensitised the attendees   on the dangerous implications  of illicit weapons floating in society and urged them to function within the frame work of Law.


                      “Security guards, preferably ex-service men & armed forces, who are  entrusted  with the arms and ammunition for guarding the premises or property of the company should be enrolled as retainers in the arms license applied by the banks, cash-logisitics industry and cautioned that they should not hire armed security guards through any third party agency .” said Mr.Anand.

“Businesses has to function as per rules and Law of the Land.” he stressed while appealing the banks, CMS companies to apply for arms licenses and assured them that the city police will issue the licenses and carry out antecedent verification of the proposed armed guards in the shortest time possible. 

       CP Anand taking lead to resolve the conundrum has opened the floor for discussion which brought many issues to the fore including the engagement of security guards through different levels of payroll, their training & expertise in handling weapons, minimum wages & categorising them under right category of skill level etc., 

    The senior echelons of city police has observed that  the competition among the firms has led to the abysmal level of pay to the armed guards and has a negatively  cascading effect on the whole fulcrum of armed guards requirement in various sectors.   

         With all stakeholders agreeing to comply with norms, the city police has fixed a 2 month timeline and urged all the stake holders  to  expedite the formal process of procuring arms licenses, retainers licenses, purchase of weapons, training of guards in collaboration with ISW and their deployment to the required areas.

Easing the application process for arms license, the city police also shared the list of  documents to be submitted along with the application and provided them application copies at the meeting venue.

HCP contemplates on concerted efforts to combat drug trafficking

 The Hyderabad City Police hosted a multi-agency stake holder meeting, at City Police Commissionerate- TSPICCC,  to stimulate a comprehensive approach to  bolster steps at various levels to combat drug-trafficking and ensure better coordination among Central and State agencies. The event brought together the key actors of ED, NCB,DRI, GST, Excise, FRRO, Drugs Control Administration, Counter Intelligence etc., 

                At the outset, City Police Commissioner Mr.CV Anand  underscored the urgent need for coalition  since the drug consignments originating from various parts of the world, including raw substances, are entering the country in through sea ports, airports and land borders too and further reaching metropolitan cities which prompts for unified  operational responses and highlighted the need for  exchange of information and enhanced coordination.

           CP Anand said that state government  has adopted a zero tolerance policy against drugs and said that protecting our citizens from the threat of dangerous and addictive drugs is of utmost priority. The H-NEW team apprised  the attendees on the enforcement, education and rehabilitation measures initiated and flagged several operational hindrances which are being taken advantage by the perpetrators, especially the foreigners who are staying illegally and resorting to drug trafficking, other crimes. 

Rachakonda CP Mahesh Bhagwat sharing his insights on the recent modus operandis and the ingenious ways of transporting the contraband said that synergy of all the agencies will also help in combating other crimes.

“We are leveraging technology & updating our database to keep a strict tab on perpetrators who often disguise their actual identity using fake passports and blend in high density areas in metropolitan cities.” said Sai Chaitanya Kumar, SP Counter  Intelligence.

During the tour de table, participants discussed on  the progress, policies, challenges in combating illicit drug trade and delved into various aspects of easing deportation process, tracking the stay of foreigners, developing integral framework for  interdiction strategy aimed at intercepting drug shipments,  legal aspects etc.,

    The meeting also discussed threadbare various issues related to detecting and blocking financial flows linked to illicit traffic in opiates,  preventing the diversion of precursor chemicals used in illicit drugs manufacturing etc.,

                   “Being the guardians of all entry points into the country, DRI will extend all possible help with regard to sharing intelligence and patterns of transport.”, assured K.Vinay Kumar,  Additional  Director – DRI. 

     Recognising the shared responsibility, the   FRRO officials also responded positively to furnish the details of those  who overstay and liaise with the HCP teams to provide  guidance in deportation process.The attendees expressed appreciation for close collaboration and partnership and spoke in favour of holding meetings on a regular basis.

Concluding the meeting, City police chief said that “The prioritization of exchange of information, coordination and  technical assistance interventions on the ground is the need of the hour.”

FITCOP App launched

 The Hyderabad City Police begins a paradigm shift in prioritising  health and wellness of its  workforce and wards, with the launch of  “Fitcop” app, which provides    on-demand access to an array of health resources and guidance, support from  doctors, therapists at the push-of a button.          Amidst hundreds of officers  who have turned up to the occasion along with their family members,Chief guest  Smt.Lalita Anand, wife of CP CV Anand,  launched Fitcop at  TSPICCC auditorium–  grand hybrid launch with all staff officers of city police connected to the program virtually. 

Infact the idea to develop  an exclusive & customised health  app for police personnel came in response to her self-transformational journey, using a health care service provider app based in pune, from a diabetic to completely becoming ailment free and enjoying health. While sharing her experiences, she urged the spouses of police officers to support them by all means by switching to healthy diet and habits.


        Featuring an AV which highlighted the hardships of police duties – the city police chief explained the circumstances which prompted to develop the app.  In March 2022,the city police entered into MOU with Helping Hand foundation and tasked them to take up a health survey in all police stations of west zone.The post-facto analysis revealed that 60 percent of staff are suffering from life-style diseases and BMIs are beyond reasonable limits. “Taking cue from these statistics, we envisioned to put up a monitoring mechanism which ensures results.”CP Anand added.

             Explaining the features of the app, he  said that FITCOP was developed on the underlying schema of 3 Ds – Diagnose,Develop and Do -  where in every unit officer will be diagnosed. Based on the medical parameters, the Helping Hand Foundation develops a road map to get rid of the medical comorbidities and  maps them to  a dietician, physical training instructor or a counsellor or doctor through in-app chat/call service.  The daily physical activity and the progress made by the staff will be translated into a digital dashboard and  supervised by the superior officers. “Good health improves productivity, enhances decision-making which fosters collective success of the department and benefits the society it serves.As the leaders of the force, it is our duty to take care of your welfare.” said Mr.Anand.

Homeguards Perayya , Brahmanaidu and constable padma who were among the network of more than 1300 officers who participated in the beta testing of the app shared their testimonials.

                  A health expo was also  organised which featured various products and services in the stalls manned by the representatives of fitness equipment manufacturers, diagnostic companies, medical experts, therapists, health insurance providers etc.,

CPs taskforce busts fake arms licence racket

   Seven men have been arrested by Commissioner’s task force team for allegedly running a fake arms licence racket. The perpetrators  used fake seals of licence issuing officials & forged the signatures  to prepare the fake arm licences and procured real weapons.This is of great danger to the security of the city as illegal weapons are in circulation and being used for various purposes by dubious means.

       City Police Commissioner Mr.CV Anand presenting the facts of the case in his office and communicating through a press release , said that the mastermind of the racket Altaf Hussain, resident of Rajouri district- J&K, came to  city in 2013 for livelihood and joined Grace Management Security Service. Later he was deployed as Gunman in SIS cash service, west Marredpally. Prior to his employment in City, he purchased  a doube bore gun  using a fake arms  licence in Rajouri , J&K which he had obtained by bribing the local magistrate office.

 

As he was familiar with the process and licence details he teamed up with Hafeezuddin, a stamp vendor in Secunderabad, and started issuing fake  gun licenses by indulging in forgery and affixing fake seals.These fake documents have been used to procure real arms.  Further he steeped the illegal activity and starting issuing fake arms licenses and trapped the unemployed youth  residing in J&K states who tried to make a living as security guards in private  security firms. Using the fake All India Licenses (Rajouri based), weapons were procured from other states by these gullible candidates for 40 to 60 , 000/- rupees.

     This infringement has taken place with the connivance of Venkata Konda Reddy,  Regional Manager at Grace Management Security Services . They colluded with stamp vendor Hafeezuddin at park lane road for fake stamps and I.Srinivas, xerox shop owner in  West Marredpally for duplicate gun license books . The accused used to collected Rs 20,000  from each unemployed youngster and later deployed them in various private security agencies, a serious lapse in the functioning of security firms. Asian Security  Services, Nandamuri security & Services, Grace Management security services engaged  security guards, who were in possession  illicit weapons, and deployed them to their clientele which includes VVIPs, jewellery showrooms, agencies engaged for carrying ATM cash and as personal security guards.

Acting on a tip-off the West Zone task force probed and busted the racket. The accused have been booked under charges of cheating, forgery, making counterfeit seals, criminal conspiracy and illegal possession of arms. The Police seized  sizeable cache of arms & ammunition  including 30 Single Bore Weapons, 3 double bore weapons, 1 revolver, 140 rounds, 34 fake weapon license books, 29 unused weapons license books, 9 weapon licences which were affixed with fake stamp, 6 rubber stamps and 1 unsigned NOC. Teams were deployed to arrest  K. Shalem Raju(Owner of Grace Management security services) who is absconding. 

“The power of issuing arms  licenses and renewals is vested with police.This is illegal and a serious threat to public safety.The private security firms must adhere to  Private Security Agency Regulation Act (PSARA) under which the operation of private security agencies is governed.A private security agency cannot hire a guard with a firearms licence and they should also submit an undertaking to this effect .If banks , ATMs ,Business establishments etc want armed guards , they can apply for a arms license and then hire the armed guards as retainers from the security services." said the top brass. 

" We have also alerted other commissionerates and District collectors."  he added.

CP Anand said that they will  conduct a meeting with all private security agencies  and urged them to voluntarily disclose the weapons in their possession. City police also contemplates on issuing retainer licences to private security firms who deploy their guards to  commercial establishments, ATMs and other firms.

Mr.Anand  appreciated and rewarded the West Zone task force team led by  of DCP Sri P. Radha Kishan Rao and presented appreciation certificate, cash reward to Md Khaleel Pasha, Inspector West Zone Task Force Team;  SI’s N. Ranjith Kumar, P. Mallikarjun, Md . Mujaffar Ali, P. Chandramouli and other PCs.

CP lauds two brave cops

 City Police Commissioner Mr.CV Anand appreciated constable Sai Kumar and home guard Ravindra babu of Punjagutta Police station who fearlessly confronted a man who pointed a gun directly at them in a gripping stand-off.

Today morning,  around 3:30am, the two cops who were patrolling in Shabarinath lane in Ameerpet noticed that a person named Venkata Nagendra Reddy engaged in an argument with transgenders and tried to disperse them. Nagendra reddy reacted aggressively  pointed his licensed  gun and tried to open fire on the two cops.

But the brave officers quickly managed to tackle the armed man  and detained him in a move described by the city  police chief as "nothing short of incredible".  The firearm has been seized and the man was arrested. 

Despite unarmed, the courageous cops acted on the spur of the moment with no regard for their own safety and apprehended the offender.  Their astonishing bravery is commendable. 

CP Anand presented appreciation certificates and a cash reward of Rs 2500 each and congratulated them. These rewards will be tailored to their service records.

Goa-based drug supplier arrested by Hyderabad police

 The Ramgopalpet police along with the Hyderabad Narcotic Enforcement Wing (H-NEW) on Saturday arrested an absconding drug supplier from Goa wanted here in related offences registered in three police station limits.

Edwin Nunes, who owns the Curlie’s Beach Shack in Goa’s Anjuna, police said, was booked under various provisions of the Narcotic Drugs and Psychotropic Substances Act (NDPS) at Ramgopalpet, Osmania Unversity and Lalaguda police stations.

According to Hyderabad City Police Commissioner C. V. Anand, who briefed media persons about the arrest on Saturday, the alleged role of Mr. Nunes surfaced during the interrogation of another accused Priteesh Narayan Borkar, who was attempting to sell contraband drugs near Habsiguda in August this year. The police had seized 20 ecstasy pills, five LSD Blots and four grams of MDMA from him.

Other names that were reportedly disclosed by accused Borkar were Manzoor Ahmed, his contact in Goa, who together procured drugs in bulk quantity from Thukaram Salgovkar alias Nana, Vikas Naik alias Vicky, Ramesh Chowhan, Steve, Sanja Gowekar and Edwin Nunes.

Mr. Anand said 45-year-old Nunes of Anjuna Bardez also had a history of offences under NDPS Act at Anjuna police station in 2017 and 2022, apart from a murder case registered against him.

In a recent case, he was found to have forged a COVID-19 test report, reportedly to support his activities and misguide the police. He was arrested in the case and later remanded in judicial custody too.

A team from Hyderabad city police reportedly arrested him in Anjuna a few hours after his release from the jail and brought him to Hyderabad.

Police said Mr. Nunes, allegedly the kingpin in the network, organised expensive parties, supplied drugs through his agents and personally delivered contraband substances to his consumers at Curlie’s.

IAS probationers visits TSPICCC

 As many as 8 IAS probationers of 2020 batch allotted to  Telangana cadre toured the state-of the-art Telangana State Integrated Command Control Center and Hyderabad City Police Commissionerate as part of an official exercise to acquaint themselves with the police functions and to explore the technological advancements in Hyderabad City Police . 

       The probationers  on arrival at TSPICCC were briefed on the engineering features of the building and given an overview of the technology fusion center, crisis management center,  CCTVs & analytics features of the Command Control Center. The trainees got an exposure to police operations, technical, administrative and other coordination aspects.  

The trainee officers thereafter visited the  musuem, helipad.Later they  met CP Anand who explained them about the city police history, functioning of various wings, technological advancements, and the importance of applications being used to control crime and uphold the Law &order

The team of probationers include Makarandu Manda, Mayank Mittal, B.Rahul, Apurv Chauhan, Praful Desai, Abhishek Augustya, Ashwini Wakhade, Pratiba Singh.

Meeting held with Army Officials to discuss Cantonment roads closures

             Today there was a meeting between the Cantonment authorities led by Brigadier Mr Soma Shanker GOC , Station incharge, Col.Sidharth and Hyderabad City police represented by Cv Anand CP Hyderabad. Following the visit of Hyderabad traffic police led by Jt cp Ranganath and DCP North zone Chandana Deepthi last week to the Office of the Station in charge in a bid to find an amicable solution to the problem of roads being closed for a decade now, there was a discussion today on the way forward. 

It was decided that a joint physical inspection will be taken up tomorrow by the Colonel  ‘ s team and the DCP North traffic s team of all the roads to see which ones can be opened up for public traffic and which ones are sensitive . Decisions will be taken based on the above findings.

Mr Cv Anand said that “it is imperative that the needs of public convenience and freer flow of traffic are balanced with the needs of security of the military and defence establishments in the Cantonment area “ 

Brigadier and Station Commander said that “ in view of the growing population and vehicular traffic , we are also ready to consider the aspect of public convenience  and review our stand”

The CP promised to deploy more traffic personnel on those roads ,patrol cars and patrolling teams to ensure the safety and security of the defence personnel. He also requested the civilians and public to be patient and not agitate or politicise this exercise being undertaken for finding a solution in an amicable atmosphere.

HCP mandates Anti-Drug Committees in Colleges

 As per the directions of the State Govt and in continuation of efforts to curb drugs menace in the state , the Hyderabad City Police has now taken a strategic stride to insulate the increasingly vulnerable youngsters in colleges and other equivalent educational Institutions. The City Police Chief Mr.CV Anand has issued a notification which now mandates all colleges and other equivalent educational institutions to constitute.

"Anti-drug committee" in their institutions, comprising a minimum of 5 members drawn from faculty and students, primarily tasked to function to prevent drug abuse by equipping young people with the life skills necessary to enable them to deal with different situations without turning to drugs, the ability to resist peer pressure to use drugs.

Lack of supervision by parents and the peer influence often make young people getting addicted to substance. Once entangled, it's a black hole sinking away all good things in life and causes unbearable distress to their families and the public at large.

Since the colleges returned to normalcy after the pandemic-induced disruption during the last two years, cops have now taken up a double pronged strategy i.e., legal action alongside sensitising the youngsters which eventually cuts down the demand side in the illicit drug trade.

These ADCs (Anti - drug Committees) that will work under the guiding principles developed by Hyderabad City Police, are entrusted to play key role in creating awareness on dangers of drug abuse through various digital campaigns, workshops, seminars to ensure their campuses are free from the scourge of narcotic substances.

Moreover, at the very beginning of the academic year the head of the institution will have to convene a meeting to sensitise the students on the dangers of drug abuse and ensure cooperative approach among parents, staff, students, agencies and the police.

The prevention programmes and their outcomes should be evaluated regularly to provide evidence of their worth and to improve the future programmes. Fostering partnership between home, school, agencies catalyses the fight against the illicit trade and is likely to be the best way.

NISA under C.V. Anand, bags prestigious Union Home Minister’s Trophy

 1. National Industrial Security Academy, at Hakimpet, Hyderabad has bagged the Union Home Minister’s Trophy for the “BEST POLICE TRAINING INSTITUTION FOR TRAINING OF GAZETTED OFFICERS FOR THE YEAR 2020-21”. This extra-ordinary feat for this Academy was achieved during the serving period of the current CP Hyderabad, Shri C.V.Anand, who was the previous Director of the Academy during the year under contention.

2. National Industrial Security Academy of the CISF is a premier national level central training institute imparting training in Industrial Security Management, Disaster Management and Aviation Security to officers of Central Industrial Security Force, sister organizations of CAPFs, state police organizations, foreign police organizations, civil servants and officers of public sector undertaking.

3. Ministry of Home Affairs conducts a national level screening of various central police training institutes and accordingly BPR&D conducts a survey for best Police Training Institution for the year. All Central and State Government Police Training Academies of the country are in consideration in various categories. After meticulous screening by a Committee constituted by BPR&D on various parameters, NISA was selected as best Training Institution for training of Officers for the year 2020-21.

4. Shri C.V.Anand could not attend the award function in BPR&D, Delhi due to the sensitive Dassehra and Milad-Un-Nabi bandobust in Hyderabad City. The DIG, NISA Mr. Srinivas Babu, received the Trophy, Citation and the Home Minister’s Disc from Sri Amit Shah on his behalf and handed them over to C.V. Anand today. 

5. The screening for this award is on various parameters such as the capacity of the Academy to train, variety of training, upkeep & maintenance of infrastructure, websites and contents, trainees – trainer Ratio, annual events, social responsibilities, training infrastructures etc. Competing with world class Police training Academies in India it was not an easy task and it required real grit, innovation and upkeep of the Academy with a dedicated team of officers.

6. Shri Anand said that during his tenure, the Academy was dedicated towards its mission of becoming a ‘centre of excellence’ in its letter and spirit. Several scientific methods were introduced in physical training, officer’s grooming and in the upkeep of their moral and motivation. Training infrastructure was updated and equipment were modernized to ensure that the best of training facilities was provided to the officer trainees. Despite the challenges of COVID-19 pandemic, the officer trainees were given exposure in horse riding, rock-climbing and extensive jungle-warfare tactics for the first time ever. The quality of indoor training saw a great jump as the Director and all senior officers started taking classes themselves. 

After shifting back to his state cadre of Telangana, C.V.Anand is continuing to stress on the importance of Training in Hyderabad City Police and all DCPs/Jt/Addl.CP and CP personally take the classes for Home Guards/ Constables and SI/Inspector rank officers.

Resident associations around Cantonment area sought CP's intervention on closure of roads by LMA

 Various colony associations, representatives of the neighborhoods located around the cantonment area of Secunderabad met the city police commissioner Mr.CV Anand and apprised him about the plight of the commuters being faced on the closure of various roads by the Cantonment Board and sought his intervention.

CP Anand along with Jt.CP traffic and zonal DCPs of central & north zone analysed the impact of the road closures on general public and discussed ways of solving the issue  both for the army & surrounding neighbourhoods and commuters using the roads.

Since the closure has direct implications on around 10-12 percent of the city population, the city police chief opined that views of all stakeholders should be deliberated to find a solution to the ongoing tussle over the closure of roads."public convenience is of paramount importance." he said.

 

Based on the representations from many commuters and the associations who flagged the detours and inconvenience due to restrictions and closure in the cantonment area, which is spread over a large part of the northern side of the city - the HTP aims at streamlining traffic issues and plans to jointly  review along with army officials whether the roads can be opened for civil traffic.

The order issued by MOD in 2018, the exercise of authority/powers on opening & closure of roads, various judgements, recent notification by cantonment board and other issues were discussed  as it  is HCPs duty to manage traffic and supervise security in the city. And other  issues were discussed.

The city police contemplates to held a meeting with the local military authorities(LMA) , Cantonment & defence officials first and all stake holders to come to an understanding

Kotwal rewards agile cops

 City Police Commissioner Mr.CV Anand  felicitated  and presented appreciation certificate , cash reward to the  police personnel who responded swiftly and arrested the offenders involved in chain and mobile snatching.

  In the first incident, the perpetrator targeted a  woman who was standing  in front of a  petrol bunk near Sangeeth X road, Secunderabad. He came by walk and snatched her gold chain and fled from the scene. The incident was reported around 10:45 am on 14-10-2022 

The Gopalapuram PS team B.Saieashwar Goud, Inspector; B.Kotaiah, Addl.Inspector; R.Pandu raju; DSI; Ch.Kamalakar & K.Dhanraj(PCs) started the investigation and apprehended the accused on the same day.  

      In an another case, the  Sultan Bazar PS personnel arrested two persons on the charge of snatching mobile from a pedestrian. J.Srikanth Reddy, SI; PCs Rakesh Kumar, Narender Kumar and Afroz probed the case and succeeded in nabbing the accused within four hours.

Inspectors Rajunaik, Sataiah and SIs Suresh Reddy, Niranjan and PC venuyadav of Saifabad PS teamed up with Nampally Inspector Khaleel Pasha and Begumpet PS SI Anusha and Shahgufta(PC-Ramgopalpet PS) played a keyrole in averting a communal tensions  by tracing the antecedents, address and other details of the mentally retarded women who vandalised idols. 

In a span of four hours, the teams worked in mission mode and presented the facts.      CP Anand appreciated them for their dedication and agility .

Ten arrested in Chinese app-based 900 crore fraud

 In a significant breakthrough,the cyber crime wing of HCP busted a transnational gang involved in Rs 903 crore investment fraud who has connections in Cambodia, Dubai and China.

Perpetrators lured gullible investors through fake investment apps & laundered money.
Being the authorised money changers, these accused took advantage and exploited all the norms.



Arrested 10 persons including two chinese nationals.
These type of frauds has ramifications across the country & and can have devastating effects on our economy.
A harmonized approach and coordination among law enforcement agencies,financial institutions administrators and regulators can help combat this menace threatening national security and economy.

CP conveyed his thanks to the community members of all religions

           The Hyderabad City Police would like to thank the community members of Hindu, Muslim & Sikh religions   for their support and cooperation during Navratri,Bathukamma, Duseera,  Milad-Un-Nabi  and other processions. 

        Maintaining communal amity, self-discipline and positive response of the religious clerics, peace committee members paved way for the peaceful conclusion of the festivals. After two years of covid induced lull, this time the participation of devotees of all religions in their respective festivities has increased.This was seen during SriRamnavami, Hanuman Jayanthi, Ganesh, Ramzan-Eid, Bakrid and Muharram festivals too . But on all occasions the people of Hyderabad exemplarily displayed the communal amity of respecting each other’s festivals .

   Coordination meetings, elaborate security & traffic arrangements, involvement of volunteers had resulted in zero incidents throughout the year and people of all faiths celebrated the festivals with gaiety and fervour. The appreciation coming from netizens in social media stands as a testimonial for the seamless co-ordination between the police & public.

Propelled by steel resolve, all officers in city police ranging from Home guard to the City Police chief worked relentlessly round the clock. Despite missing festival celebrations with family & friends, the absolute involvement and dedication of the officers remained high.  The patrol units intensified their activities across all the neighbourhoods and maintained public order on the roads. Field level deputed at religious places managed the crowds in queue-lines, and ensured the processions concluded peacefully. 

The traffic wing made meticulous planning in orchestrating diversions, restrictions and keeping the carriage way clear through operation “ROPE” and simultaneously tackled the heavy rains. The city police which is further structured into numerous  units like Special Branch, Social Media & IT, taskforce worked hard and delivered the expected work turn out and played crucial role in the backend. HCP chief Mr.CV Anand  appreciated the efforts of all police officers and congratulated them.

Plans afoot to enhance operational efficiency in Traffic wing

 In a bid to enhance the operational efficiency of the traffic wing and to review the ongoing operation “ROPE”, City police commissioner Mr.CV Anand chaired a meeting with all traffic officers at conference hall in traffic complex.  While analysing the post-facto enforcement figures of operation ROPE , he said that stop line discipline and adherence to traffic signal, free left passage constitutes basic road sense and it has to be instilled  through education and enforcement.

           Addressing the new joinees in traffic wing, CP Anand reiterated that  traffic duty is on the field job and stressed that senior officers should also be on field and visit multiple junctions to get first hand information of the traffic flow, and to spot engineering changes at the junctions.

             He explained the importance of keeping the carriage way clear and  the positive impact on the city commuters and their quality of life.  He instructed the  traffic SHOs to focus on quality enforcement preceded by education campaigns, interactive meetings and cautioned them to exercise powers effectively.  

“Any adverse reaction with motivated minds in the backend can be ignored and always analyse your actions on constructive criticism on the measures initiated in your jurisdictions.”said the city police chief. “You have to devise your own strategy in your respective areas to improve traffic flow and initiate measures.” he added.

The meeting delved on strengthening infra at junctions, upgrading traffic umbrellas, welfare measures for traffic personnel, deploying new cranes in high density routes,   providing communication  sets etc.,        Several other administrative, finance and personnel deployment issues were also discussed in this meeting.  

     Towards the conclusion police commissioner urged the traffic officials to work with pride as any changes initiated would be impact 100 percent population in the state capital and instructed to standardise an induction training course for the new entrants into traffic. Later he unveiled the traffic action plan hand guide.

Prior to this Mr.Anand  visited the Traffic Training institute in Goshamahal which has been instrumental in capacity building of police personnel through various course modules and conducting training, counselling sessions to the violators.

He inspected all the classrooms, traffic park and addressed  the  home guards, who will be joining the traffic branch soon. “You must ensure that all the commuters observe traffic rules.” he said. The TTI staff briefed about the counselling sessions, traffic park and other infra details. Instruction were given to enhance the look and feel of the TTI and spike the educational activities through various forms.
