Cyberabad Police seeks UNHCR Cooperation to monitor Rohingya Refugees

The problem of unmonitored refugees in the limits of Hyderabad & Cyberabad is leading to some security concerns. Under the United National Refugee convention, refugees coming from countries like Somalia, Ethiopia, Iraq, Iran, Afghanistan and from Myanmar etc., due to their Govt’s persecution, are issued a ‘Refugee Certificate’ valid for 2 years and renewable after that. This is the only  document that validates their identity. But most of the refugees in Hyderabad- Cyberabad, have entered illegally and  staying illegally. Over a period of time, many of them have obtained voter ID cards, Aadhaar Cards, SIM Cards & Cell Phones. But they are not being monitored by security agencies due and it as emerging as threat to the security.  COVA, an NGO is associated with UNHCR and is responsible for the refugees in Hyderabad – Cyberabad. As per COVA’s records, 1806 Myanmar refugees were registered with COVA and on physical verification, only 1725 refugees are presently staying camps in Hyderabad and Cyberabad Police Commissionerates. Only 461 Myanmar refugees were issued UNHCR cards (United Nations High Commissioner for Refugees). Camps and the corresponding figures are depicited below.

To discuss such details on unidentified refugees, Chief of Mission, UNHCR Mr.William Tall and  his delegation along with COVA’s Mazar Hussain  met Cyberabad Police Commissioner  Mr. C.V.Anand and his team. MrAnand requested that all refugees living in Cyberabad should be brought on record with the immediate issue of long term visas (LTVs) and UNHCR cards so that the local police, intelligence agencies can monitor them. The obstacles in this process were deliberated and the route ahead was discussed. The following action plan has been drawn up to sort out these issues.

   1.    It has been decided that till UNHCR cards  are issued, the COVA will help the local police station to get the concerned Rohingyas staying in their Police Station area registered with all details of family, children, any Sim cards – cell numbers, Aadhaar Cards, Voter ID Cards, Ration Cards, Driving license, etc.
2.            The Police station sector SIs will maintain separate registers for the camps in their sectors for the above purpose.
3.            It is learnt that these Rohingyas are moving in and out of their settlements & travelling to J&K and other states. From now on, they will have to inform the local police station, about their movement and also report to the Police station upon their return.
4.    Their source of livelihood will also be enquired into & noted along with details of any Bank accounts etc.

5.    In association with COVA, Sensitization and Awareness sessions will be held for the Rohingyas.

C.V.Anand recalls fond memories of meeting Mr.Abdul Kalam

The death of eminent scientist, former president and a great human A.P.J Abdul Kalam saddened the entire Nation. Cyberabad Police Commissioner C.V.Anand has fond memories of meeting him.

In his words.....
  "I was working as Central zone DCP(Hyderabad) in 2003.  In the same year  Mr.Abdul Kalam  visited Birla Planatorium in Hyderabad in the status of President. In my official capacity, I expressed my gratitude towards him in the form of a salute. He smiled back at me and said "Namaste". I was surprised.

He interacted with scientists, students and explained about planets, Nature's importance. I still remember his enthusiasm. Later he interacted with students of Bharatiya Vidya Bhavan(Jubliee Hills). Iconic leader explained how to workhard and remain dedicated in the process of reaching extreme heights in life.

Mr.Abdul Kalam frequnetly visited Hyderabad to deliver lectures in many educational institutions  and I met him several times.Recently I have received National Special Award for Best Electoral practices from Mr.Abdul Kalam and its a very special moment in my life. Mr.Kalam's outstanding contributions  in every aspect developed our country and made a difference. He will remain in Nation's heart forever."

Cyberabad police have finally arrested 22-year-old Amit Singh, who had brutally killed two sisters(Srilekha, yamini) at their house on July 14. The accused and the deceased Srileka were college mates in Intermediate, in Viswabharathi Junior college, Shadnagar, during the year 2010 to 2012.  During that period friend ship developed between them.  Later Srilekha joined in B tech in Sagar Institution of Technology, Engineering College, Chevella. But the accused Amit continued  harassing her on the pretext of love. 

But Srilekha and her mother warned Amit singh several times. Srilekha's mother talked to Amit's father and asked him to warn his son.Amit developed grudge and killed Srilekha and her sister Yamini who tried to stop Amit. Later the accused shuttled from one city to another in six different States even as eight special police teams were after him.

 Police got a crucial lead when Amit started talking to an advocate seeking legal advice and today they finally caught him at Medchal on the highway after he narrowly escaped from them in Nirmal. 

Today,Telangana Home Minister and Cyberabad Police Commissioner Anand visited the parents of the victims at their residence and consoled them. "Our teams took different modes of transport to reach him. On few occasions our personnel took a flight while at times they rushed by a train to different cities and towns on tracking his movement. From our end we will do our best and ensure that the accused will receive severe punishment." said C.V.Anand

Anand turns Magistrate

Cyberabad Police Commissioner C.V.Anand counselled various groups who have been involved in various cases under the Cyberabad commissionerate limits. Persons in these groups are frequently disturbing Law & order, peace by indulging in communal issues, property issues etc.,Few Property issues, political rivalry and other disputes were not controlled at MRO,RDO court level. Therefore such cases were brought for hearing before the CP Cyberabad-Additional district magistrate court.

Exercising the powers conferred upon him under the city police act as an Additional district Magistrate , Mr.Anand conducted Quasi-Judicial proceedings in his office at Gachibowli. Persons from  nine quarelling groups were produced before the commissioner by the local SHOs and  bound over for good behaviour and asked to appear next time if needed. 

Cyberabad police commissioner would use this powers to curb unlawful activities and gang wars.

Cyberabad Police Reveals PDS Rice Scam

Cyberabad police commissioner C.V. Anand said that rice stock worth Rs 15 crore meant for public distribution system (PDS) is getting diverted to various states from Cyberabad area every month. Addressing a press conference on the PDS scam here on Thursday, he claimed that illegally diverted stocks are being exported to various places.As of date, police have arrested 36 people for illegally diverting PDS commodities. Cops have booked them in 13 cases and seized 971 quintals of PDS rice. They have also apprehended 34 illegal kerosene suppliers, procurers and transporters and seized 37,385 litres of kerosene in Cyberabad commissionerate limits. 

“There are also clues indicating the involvement of employees of the Civil Supplies Department in the scam. This is happening at various levels and many ration dealers, rice millers, retail shop owners, contractors are involved in this scam. We are gathering evidence against them for taking suitable action,” said Anand

"we will register cases under section 420, 406 in this type of cases and the imprisonment threat is a deterrent." he added

The Cyberabad police have decided to invoke the Preventive Detention Act against those involved in the diversion of items meant for Below Poverty Line families under Public Distribution System (PDS).

The Tennis legend Navrati lova, was in Hyderabad as part of the WTA promotional at the Sania Mirza Tennis Academy.  Cyberabad Police Commissioner C.V.Anand attended this event on the invitation of Sania Mirza.

Mr.Anand had an impressive track in playing Tennis and won National level championship. In spite of being burdened with his heavy duty as Senior Police Officer, his sporting spirit never vanished. He is very active in playing tennis and cricket.

Yesterday, he interacted with Sania Mirza, Navrathilova and other players at the academy. Later he played a quick game with Sania Mirza.

Cyberabad Police are very enthusiastic in participating various programmes framed by Government of Telangana.  Medipally Police station personnel organised plantation of saplings in large numbers as a part of 'Haritha Haram' 

Chief Minister of Telangana attended to this programme and lauded the efforts of Cyberabad Police for their proactive approach. He unveiled green jackets designed by cyberabad police to promote 'Haritha Haram' . During this programme chief minister of Telangana had a light moment with Mr.Anand.

 Cyberabad Police Commissioner C.V.Anand, Officials of various ranks, public representatives and many people planted saplings and shared their views on protecting environment.

With a view to make Haritha Haram a grand success, Cyberabad Police Commissioner C.V.Anand have been visiting all the zones in the commissionerate. Accordingly he visited Saroornagar area of L.B.Nagar Zone to motivate various sections of people.

Mr.Anand and his team planted many saplings and interacted with the students, NCC, NSS volunteers. In a vibrant environment all these beautiful souls joined together to make this event a grand success. Anand explained the need of afforestration and it's positive impact on the environment.

Cyberabad Police Commissioner C.V.Anand participated in 'Haritha Haram' at Peddashapur Village of Shamshabad Mandal.

Public gathered during this programme joined with Anand to make a difference. Shamshabad Zone police personnel, public representatives and various sections of people participated in Haritha Haram and planted many saplings.

Addressing the press, Anand explained the new initiatives launched in Cyberabad Commissionerate, Swachh Hyderabad campaign and shared the methods that are being implemented for the protection of women in Commissionerate.

'Haritha Haram' initiated in Cyberabad Commissionerate

Cyberabad police commissioner C.V.Anand initiated 'Haritha Haram' program today morning in Malkajgiri. Malkajgiri police conducted a 3k run to encourage people to participate in a plantation drive. Mr.Anand and his sub-ordinates actively participated in this program. 

"Police were doing their bit to boost the programme.Police personnel in every zone of the city were visiting schools and colleges to create awareness and encourage students to plant at least one sapling and protect it. We will take proper care and ensure that these saplings will become trees. I request all sections of people to participate in "Haritha Haram" to protect nature". said C.V.Anand

Rowdy sheeters and repeat offenders will plant hundreds of trees in Cyberabad commissionerate limits as part of Haritha Haaram. They will also take an oath to nurture the saplings till they grow. Police persuaded them to take part in the project as part of the reformation programme.

Commissioner invokes PD Act against rowdy sheeter

Mr.C.V.Anand.,IPS, Commissioner of Police, Cyberabad in exercise of the powers conferred on him under Sub-Section (2) of Section 3 of the Telangana Prevention of Dangerous Activities of Boot Leggers, Dacoits, Drug Offenders, Goondas Immoral Traffic Offenders and Land Grabbers Act, 1986 r/w G.O. Rt. No.775 of General Administration (Law and order) Department, dt.10-03-2015, has issued Preventive Detention Orders to detain Syed Wahed @ Wahab  (Notorious Rowdy sheeter) of Sanathnagar PS.He has been acting as a leader of the gang and habitually indulged in unlawful acts such as Rape, Preparation for Dacoity, Attempt to Murder, Rioting, damage to the property with criminal conspiracy and criminal intimidation etc.,

Further, his acts have been adversely effecting the maintenance of the public order and peace.He is involved in (10) criminal cases in Cyberabad Commissionerate.

With a view to  infuse confidence in the minds of the law abiding citizens and also to prevent the Rowdy Sheeter, from acting in any manner prejudicial to the maintenance of public order he is kept out of the society for a considerable period by detaining in the prison under PD Act.

Cyberabad Police Commissioner launches Interceptor vehicles

Cyberabad Police Commissioner C.V.Anand launched new interceptor vehicles at cyberabad police head quarters, Gachibowli. All these interceptor vehicles are designed in such a way that they look different from the existing patrolling vehicles.

 With a view to react quickly in the context of emergency situations, these interceptor vehicles will be stationed at busy junctions, other public places. 

This is a part of 'Smart and Safe city' project and these interceptor vehicles will effectively prevent or counter criminal and terror activites.
