CP Anand reviews Muharram procession arrangements

 In view of "Yaum-e-Ashura' or Muharram  to be observed on August 9th, City Police Commissioner Mr.CV Anand held  a co-ordination meeting with Shia community members at Salarjung museum and  took their opinions on the security & traffic  and other arrangements.

Addressing the community members, CP Anand assured that city police has been making all arrangements and sought the cooperation of the community members and other departments.

 The city police has had internal meetings and discussed on  elaborate bandoubust arrangements. Along with Rapid action force, police platoons  SHE teams will be deployed to keep the eve teasers at bay.

The city police chief said that most of the concerns raised by the community members in the previous meeting were resolved. He apprised them about the G.O. issued by the Telangana Govt  to provide an elephant for the procession and urged them  to take measures for the rest and safety of the animal .

He suggested to bring the elephant 2-3 days prior to the procession day so that it gets good rest and acclimatised. Police also suggested to  maintain strict perimeter around it during the procession and opined that veterinary doctor, tranquiliser should be available. 

Thousands of Shia Muslims will take part in the mourning procession, a 400 year old tradition mark the martyrdom of Imam Hussain, starts from Bibi-ka-alam, Dabeerpura and passes through Charminar-Gulzar house, Purani Havel, Darulshifa before ending at chaderghat. 

Traffic diversion plan, parking spaces  will be notified soon and senior officers from traffic wing will be stationed to closely monitor the procession. to facilitate hassle free movement of the massive procession which will start from  from "Bibi Ka alawa" in Dabeerpura with the "alam" or insignia of the martyrs kept on a decorated elephant.

Pending civil works, illumination were being done and officers will also take route survey to spot on hindrances. Senior officers will monitor the procession in field and procession route will be covered through CCTVs. 

“As this is a mourning procession to express solidarity and a  time to remember the great sacrifices of Imam Hussain, let us do it with our hearts rather than trying  to dominate one another. “ said Mr.Anand referring candidly to the infighting amongst the groups which is causing disquiet and issues for law and order .

Ambulances, medical teams and emergency kits will be on stand-by.” He added.

The community members  applauded the arrangements being done by the state government and the city police .The MLA s and MLC s and other Muslim Clergy spoke on the occasion. Addl cp mr Chauhan and other officers attended the meeting.

Dark Web Investigators Workshop inaugurated at TSPA

 Hyderabad City police commissioner Mr. CV Anand  inaugurated the 5 day Dark Web Investigators Workshop at TSPA today This course is being attended by police officers from all over the country and Central and State Government agencies .With the steep rise in Cyber crimes and  the Cyber perpetrators resorting to sophisticated cyber attacks, through Deep and Dark web, hacking, crypto currencies, the cyber world has turned out to be a  tough digital terrain  for the law enforcement agencies to  investigate and apprehend the perpetrators as most of the crimes were being committed from remote countries. 

To deal with this alarming trend, the Telangana Intelligence Department in association with Convergence Innovation Labs which collaborated  with  Mr.Mark Bentley ,   an ex-cop in UK police and an expert trainer with 40 years experience,to synergise the capacity building program  of the police personnel in Telangana.

Addressing the trainees, CP Anand said that state government  and Telangana police are spearheading the digital initiatives in policing and has an impressive record  in training thousands of police officers.He gave examples of the the 15 types of Cyber frauds , especially the Loan Apps which have led to the suicide by three people in the last 10 days and how it’s become very difficult to investigate and catch the perpetrators.

 “The recent detection of the Mahesh Bank hacking case and the Xsilica epayment gateway hacking case show that it is possible to investigate these cases and requires special expertise and resources to do so”.”Even Narcotic Drugs are being trafficked using the Dark Web as the Telangana  cracks down “he said.

“Simulating real world examples & incidents, materials, open source intelligence tools(OSINT) and exercises, the 5 day Day workshop and master class equips cyber investigator with the latest cutting-edge tools and  investigation methodology. “ said CV Anand.

CP Anand flags ghatam procession at Akkanna-Madanna temple

 Upon the invitation of Sri Akkanna Madanna temple management, city police commissioner Mr. CV Anand along with his  wife Smt. Lalita Anand visited the temple and flagged off the Ghatam procession.

Amidst huge crowd, The caparisoned Elephant (Ambari) procession started from Haribowli (Akkanna Madanna temple )  and passed through Gowlipura - Laldarwaza ,-Sha Ali banda-Charminar before concluding at Nayapool(Delhi Gate). 

Naratting the interesting history  of the temple  CP Anand said that Bonalu celebrations dated to 17th century and an integral part of the Telangana culture and been recognised as the state festival by the state government after the formation of Telanagana.

The state government , City police, GHMC and endowment departments coordinated efforts played crucial role to facilitate the devotees and made all arrangements, he said.

Final arrangements in full swing for inauguration of iconic police structure

 As the Hyderabad City police is inching in towards becoming an elite unit in the country with its upcoming technology fusion center in Banjara hills getting ready to be inaugurated very soon  by the Hon’ble Chief Minister of Telangana, City Police Commissioner Mr.CV Anand visited the building and reviewed the arrangements.A dry run was made with all the concerned departments like R &B ,

TRANSCO, GHMC, Builders Pallamjee  - Vallabjee , L& T , Vendors about the sequence of the events during the inauguration, the completion of pending civil and command control centre works.

In his brief interaction with the senior officials at the site, he mapped the duties to each officer. Each floor of the building will be under the charge of a senior officer

Right from dignitaries alighting to their departure, the sequence of events were discussed. The west zone police were tasked to carry out all the bandobust arrangements and work in-cordination with traffic wing as VVIPs will attend in large number. Mr.Anand instructed the officers, contractors to work in-tandum.

City Police Commissioner inspects security arrangements at Ujjaini Mahankali Temple

 As the mighty Ujjaini Mahankali temple in Secunderabad  is all set to celebrate Bonalu on a grand scale, City police commissioner Mr.CV Anand visited the temple to review the security arrangements.It is expected that 7-8   lakhs of devotees will visit the temple during the festivities and offer special pujas to the Goddess. 

 CP Anand along with Addl.CP(L&O) Sri D.S.Chouhan, traffic officials visited the queue lines, route maps and  had a brief meeting  with the organisers to ensure all arrangements are in place to facilitate the devotees and the commuters and provide hassle free darshan of the goddess.

A total of 6 queue lines, two exclusively for women devotees carrying bonam , and 2 queue lines for women devotees and rest open for general crowd were instated.

CP urged them to take all precautionary measures at the sound systems,  decorative lighting threads, illumination points in view of monsoon season. 

“Traffic restrictions were imposed around all the roads through which temple could be approached  and the city police made elaborate security arrangements with 3500 police personnel  working round the clock  to ensure  month-long exciting and thrilling festivities of Bonalu, a state festival,  always remain as  wonderful memories.” He said. The City police will also issue passes to media reporters, he added.

CCTVs, crime teams and SHE teams were deployed to ensure the women devotees are safe and to keep the snatchers, pick pocketers at bay.

CP cautions Inspectors and urged them to maintain professional conduct

 In a major reshuffle, City police commissioner Mr.CV Anand transferred 69 Inspectors.Senior officers of HCP, chaired by CP Hyderabad, conducted several rounds of discussions and decided to transfer all SHOs of L&O, Traffic and a majority of the officers working in others wings in sb, ccs, control rooms and as DIs in police stations who have completed 3 years of tenure in their present posts.

As a matter of policy, it was decided to conduct a 360° SB enquiry into the personal life, reputation, integrity of all those inspectors picked to be SHOs of L&O police stations and for task force especially, and even for traffic PSs as SHOs.

Keep the honour of the uniform and maintain professional conduct cautioned CP Anand citing the recent grave misconduct of ex SHO Marredpally PS Nageshwara Rao.He termed his misconduct “as a criminal breach of trust .”

“ Be an all-rounder in handling Bando-busts, crimes, addressing visitors and ensure all officers under your charge follow discipline while discharging duties.” he added.

Leading from the front

 On the intervening night of 07/08th of July, City Police Commissioner Mr.CV Anand made a  surprise visit to police  check posts at MJ Market, Mirchowk ,Kanchanbagh, Chandrayangutta and Bahadurpur. 

The inspection began at 12:30 am and went on  till 5 am.CP Anand  checked the facilities in the checkposts and interacted with the staff and exhorted them to remain alert and follow the instructions given in the VC held yesterday.

He verified  the registers, took stock of the  facilities, kits available at the check posts. They should check the certificates issued by veterinary department regarding the cattle being transported . Under no circumstances cows and calfs can be transported he said .Instructions were given to liaison continuously with patrol cars, near by check posts and neighbouring unit officers. “Exchange of information in real time enables you to respond swiftly. The officer in-charge at the check post , should muster the maximum available manpower within the shortest possible time and inform senior officers upon noticing any illegal activity or collection of groups of people .” he said.

He reiterated that no unauthorised person should be allowed to be in the vicinity of the check posts and directed to take stringent action on the violators.

The station level , division level officers and DCPs were told to inspect check posts  under their charge and intensify patrolling at all sensitive localities  in the city.

HCP chief CV Anand held a video conference with all officers

 With Bakrid ahead - coinciding with the ongoing bonalu  festivities , HCP chief CV Anand held a Video conference with all Sector SI and above rank officers ,All ACP s, zonal DCPs, SHOs and patrol, Blue colts staff ,Task Force , to review the preparatory arrangements.

In his opening remarks CP Anand appreciated all the police personnel for their relentless efforts in handling series of events, festivals,protests and  recent programs of VVIPs that concluded peacefully over the last several months .

Later instructions were given to start immediately and maintain a strict vigil at check posts, cattle selling points and transporters to curb only the illegal cattle trade.  Senior echelons also asked the SHOs to brief the transporters and drivers on the DOs and DONTs of carrying live stock and the documents required. 

Directions were issued not to allow unauthorised persons to interfere  at the check posts. “Stopping cattle carrying vehicles,tailgating, checking by any activists should be strictly dealt with. The miscreants involved in illegal transport of animals not fit for slaughtering will be booked.” the instructions say

CP directed to revamp peace committees with more youngsters on board and activate them to spread the message of communal amity. The officers were also tasked to liaison with local civic officials and muslim clerics .

As a preventive measure taskforce and patrol staff were told to keep a tab on the activities of communal offenders and bindover if necessary.

Police also warned that deploying drone for spying is illegal. Citing hindrance to traffic, the public were advised not to tie the cattle on road margins and take them away from main and connecting roads .

To ensure sound law and order, city police have started a special 2-8 am shift at the check posts which is in addition to the regular night rounds and supervisory officers like SHOs, ACPs were told to halt at police stations during nights for the next few days .Anti-desecration Kits and drills were asked to be kept ready ,enhanced patrolling in mixed localities & religious places, effective traffic management on the day of Eid were discussed. 

Worried about the health of the personnel caused by workload and the threat of covid, city police chief emphasised on the need of of wearing masks and maintaining safety protocols.

The Addl. CP(L&O), Mr. DS Chauhan and JT CP SB P Vishwaprasad briefed all the police personnel by bringing to fore the previous incidents, mistakes made ,legal aspects and shared key  guidelines that have to be followed.

Police to check animal transport

 Days ahead of Bakrid, City police commissioner Mr.CV Anand  along with senior police officers held a meeting with the animal activists, representatives of  Hindu organisations .The meeting  apprised the attendees  on the stringent measures taken up by the city police to stop the illegal transport of live stock.

The city police appealed the activists to pass on any information to the officers and quick response was assured. Officers also explained the prevailing norms,acts and appealed them not to indulge in tailgating cattle carrying vehicles and  restrain from  intervening  at the check posts.

 “No one will be allowed to take law into their hands. Any scuffles between the groups can affect communal harmony.”said  CP Anand. 

Officers also assured to consider the requests and suggestions given by the attendees.The meeting discussed in length about the specific role of various organisations in controlling the illegal transport, slaughter. Representatives of all organisations agreed to the fact that  selling of aged animals has to be addressed at gross root level by taking up campaigns, and acknowledged the efforts of city police in controlling this menace.

Animals activists also aired an opinion that a separate wing for Animal welfare has to be instituted under the arms of the Government.

The city police are maintaining high vigil as other prominent festivities  coinciding on the same day. Instructions were given to officers to take firm action against communal offenders.

Coordination meeting held at Salarjung musuem ahead of Bakrid

 Hyderabad City police commissioner Mr.CV Anand held a coordination meeting for arrangements on forthcoming Bakrid festival with all department officers and muslim clerics at Salar Jung Museum. In the cordial tone meeting, the muslim clerics appealed  the brethren to dispose the animal viscera properly to keep the streets clean. The attendees were  apprised about the sanitation measures being done up by GHMC. 

A fleet of 300 sanitation vehicles and additionally  55 vehicles will be alloted to PSs directly. Garbage bags will be kept ready at Masjids, police stations for easy distribution and plans to distribute 2 lakh garbage bags in south zone. 

The attendees assured to cooperate with city police and comply the safety instructions shared by the police. Addressing the meeting, City police commissioner Mr. CV Anand assured that only police personnel, GHMC and animal husbandry staff will man the check posts. 

“If anyone has information about illegal transport of cattle, then it should be brought to the notice of the officials.” Said CP Anand in response to the concerns aired regarding cattle transport.

“A total of 21 officers were earmarked as liaison officers for better coordination with other departments. The Bandobust arrangements being made are only to facilitate the parking & security  arrangements, traffic management and not of restrictive nature.” he added. 

The civic , electricity and other department officials also took note of the problems reported during the meeting and assured resolving at the earliest.

To the finish , city top cops    appealed to  follow safety protocols to keep covid at bay.
