TS Government unveils Anti Narcotics Bureau & Cyber Security Bureau

 The Telangana State Government has unveiled The Telangana State Anti-Narcotics Bureau and the Telangana State Cyber Security Bureau.

 This momentous occasion, coinciding with the youngest state's imminent entry into its 10th year, signifies a resolute commitment of the State Government and  demonstrates a proactive and forward-thinking approach to combat the pernicious influences of narcotics and cybercrimes.


Today Hon’ble Home Minister Shri Mohammed Mahmood Ali along with Hon'ble Prohibition & Excise,sports & youth, tourism & culture,  Minister Srinivas Goud,  and senior police officials ceremoniously launched  the two new bureaus in Tower-B of TSPICCC.         

TSNAB will start functioning from 12th & 13th floor while the Cyber Security Bureau from 2nd & 3rd floor. 

On this occasion, Mr.CV Anand(CP-Hyderabad) took charge as Director Telangana State Anti Narcotics Bureau in the new chamber in the presence of the Chief guest and other dignitaries. Later the Ministers, bureaucrats toured  the new premises.

The Hon'ble ministers lauded police leaders and reiteriated that the Govt had been according top priority for top safety & this had been serving as a good base to attract more investments and to excel in all sectors. 

Mr.Anand, Director TSNAB, said that Multiple high level review meetings  chaired by the Hon’ble Chief Minister and the land mark decision taken by him  to declare war against drugs in Telangana was the precursor for the formation of TSNAB.

 Explaining the org structure, he said that the Govt sanctioned 300 posts and it has 3 main arms viz Head office, 4 Narcotics PSs, and 7 regional narcotics control  cell comprising 26 Narcotics Enforcement Wings in commissionerates and districts.

Adapting the motto "Courage, Commitment and Combat motto" meticulosuly structured  TSNAB  envisions a drug free state. This , is an amalgamation of exceptionally skilled officers and carries out  vigilant surveillance, multi-jurisdiction investigations,prosecutes  and coordinate with local,state and  national  agencies to dismantle drug cartels and illicit trafficking." said Mr.Anand.

The dignitaries were informed about the H-NEW(of HCP)  journey from apprehending local peddlers, inter-state gangs to apprehending international peddlers and their deportation, dark web interventions which brought great detterence amongst the drug peddlers. 

Strict crackdown measures were taken to effectively curb drug-related crimes , awareness campaigns, strenghtening  drug rehabilitation services, control on precursor chemicals,launch of Anti-Drug Committees in colleges paid good dividends. 

The sidelines of the event include the display of modern gadgets and drills by Narcotics detection dogs.

"All these new pillars will interplay with each other and contribute to the safety of the state and the country as well." said the DGP Mr.Anjani Kumar.

The Jubilee Hills Police detected a well planned robbery case and apprehended a notorious offender who robbed cash of Rs. 10,00,000/-. Perpetrator broke into a house and took hostage of a pregnant lady, and confined the victim in her room for more than 6 hours by threatening to kill her with a sharp knife.

Despite the lack of significant clues, the West Zone Police rose to the challenge. Our skilled investigators meticulously analyzed thousands of CCTV videos and finally apprehended the culprit. Recovered Rs 9.5 lakh and a knife.

Population surge, Mega City Policing Plan prompted Hyderabad police network reorganisation

 The growing population of Hyderabad, a rise in vehicle numbers, and the need for Mega City Policing Plan, was the criteria to reorganise the Hyderabad City Police commissionerate, said Hyderabad Police Commissioner C.V. Anand at a press meet on Saturday.


It was on April 30 that the Home department issued orders for the reorganisation, which is a major exercise after 1987, when the population was about 25 lakh, followed by a partial reorganisation in 2002. Even after the State bifurcation, and later creation of the new districts too, the City Police’s organisation remained same.

Mr. Anand who explained the process behind the mega exercise, said a reorganisation committee comprising several senior officers worked on the proposals for six months.

It was observed that “the tripled population, burden of work due to law & order issues, festivals, bandobusts, special events, VIP movement, urbanisation, traffic problems, and new road and building infrastructure,” necessitated creation of new zones, divisions and police stations.

The exercise was not easy, and several challenges were the jurisdiction of roads, nullahs, bus stations, and population dynamics posing unequal distribution of work for some police stations, he said.

According to the new Hyderabad City Police map now, the jurisdiction will include seven zones (South East and South West being the addition), 28 divisions and 71 police stations. The Traffic Wing is reorganised into 31 police stations.

The women safety wing also has seven women police stations, located one in each zone, in addition to the SHE teams and the Bharosa centres.

With the overhaul in the organisation, the new specialised units with enhanced staff are Central Crime Station (DD& SIT) with 213 more officers, Cyber Crimes with 148 officers, SHE teams with 77 officers, additional task force units, the Integrated Command and Control Centre, Secretariat Security, Zonal police control rooms, Social media and IT Cell, Traffic Administration unit, and H-Narcotics Enforcement Wing.

30 New Pelican Signals activated across City

 Easing the woes of pedestrians, a total of 30 pelican signals, funded under Safe City Project, were made operational from today. Marking this significant  milestone in enhancing pedestrian safety,   City Police Commissioner Mr.CV Anand inaugurated a pelican signal at  upper Tankbund. This system allows pedestrians to cross the roads  at locations other than intersections and is designed to improve safety for both pedestrians and drivers. An Improved accessibility for people with disabilities or mobility impairments, increased visibility of crosswalks to drivers, regulated & safe flow of traffic  are the key benefits derived from this engineering measure.

Speaking on the occasion, the City police chief said that  the Police & GHMC teams worked in tandem to identify the locations to install these signals.


“ Many road crossing systems like foot over bridges  got into disuse for various reasons as many of them lack awareness, disregard to road rules. Though Pelican crossings are common in abroad, here in our city  we have noticed that many drivers don’t stop at these signals. So we had to train a pool of volunteers to operate these signals & man these point , which is first time in India.” he said.


All these signals will  be manually operated by the volunteers and will give a window of 15-20 seconds  for one to cross the road safely by turning the vehicular signal red in both directions.

Sharing the status of other components of Safe City Project  such as CDEWs, Bharosa centers etc,  he said that most of the facilities will start functioning  in the next 15 days.

Mr.Anand appreciated the traffic wing and appealed the public to cooperate with the volunteers and traffic officers  and asked the GHMC officials to expedite installing the remaining signals in Tri-commissionerates.

He also issued 100 body worn cameras to traffic frontline officers. Cops can record their interactions with the public during enforcement, accidents, and other incidents. “The feed from the body worn camera can be seen live from the Traffic control room. This  will improve transparency and accountability in Traffic Management and keeps a check on undesired behaviours from the violators and the enforcement officers.”  he said .

“This  also helps to exonerate officers when false claims are made against them.” he said referring to the complaints raised by few anguished road rule violators.  

As part of welfare activity, CP Anand distributed kits to traffic constables  & home guards. The kit consists rain coats,  rain boots, Glucose packets, Water bottle and Sunglasses. He also distributed rugged tabs to patrol officers which would help them to attend Dial 100  emergency calls,  screen suspects  and keep a close watch on history sheeters using internal applications and Geo-spatial features and access department’s data in real time.

Two new buildings of Humain Nagar and Kulsumpura inaugurated

 Two new buildings for Humain Nagar PS and Kulsumpura police stations of South West Zone were inaugurated by Hon’ble Home Minister Shri Mohammed Mahmood Ali here on Monday.

      The Humainnagar PS came up as a G+4 strcuture and Kuslumpura PS  has 3 floors. Both the stations are designed with a visitors lounge, reception desk, multiple cabins for officers, CCTV viewing centers, meeting rooms and ample parking facility. The dignitaries inspected the facilities and interacted with the staff.

Speaking at the inauguration the Hon’ble HM said that the state government had launched pioneering initiatives in the police department.  Monthly maintenance budgets for police stations, huge video wall in TSPICCC to monitor 10 lakh CCTV feeds , state of the art technology, huge patrol fleet were some of the key changes in police department, he said. He appreciated the city police officers and CP Anand for exerting strict discipline in maintaining L&O.

DGP Mr.Anjani kumar said that alongside the economic development, the L&O, peace , women safety and crime control measures in Telangana caught the attention of the nation. He said that the public has equal role in nurturing a good society. “Our intervention begins when someone violates Law.But parents should counsel the youngsters if they notice that they are going off the track.” He added.

City Police Commissioner Mr.CV Anand retraced the  infrastructure changes in police department  since the formation of Telangana and exhorted the staff officers to render police services effectively to ensure the safe city tag remains intact. “Exercise your duties  in such a way that the criminals must be feared of the police and majority of the general public should approach and trust us.” he emphasized. 

Considering the recent upsurge in population & to address the future policing needs, the state Government has reorganised the City Police Commissionerate., he said.He thanked the donors,officials of police housing corporation  and other public representatives for extending their support in improving the infra, facilities in the PSs.

Two new police station buildings inaugurated

 In continuation of providing better infrastructure facilities to the police stations, the buildings for housing the I.S. Sadan Police Station and Saidabad Police Station in South East Zone were inaugurated on  Thursday by the Hon’ble Home Minister Shri Mohammed Mahmood Ali in the presence of DGP Mr.Anjani Kumar and City Police Commissioner Mr.CV Anand and other public representatives,  senior police officers. 

The I.S.Sadan Police Station building has come up as a G+3 structure and the  Saidabad PS building has 2 floors.  All amenities are centered around enhancing public delight. A reception desk, visitors lounge, multiple cabins for officers, CCTV viewing centers , bell of arms,counselling rooms, meeting halls  and modern work stations amenities are some of the key elements of these buildings. Accompanied by the dignitaries, the Hon’ble minister inspected the new facilities.

Addressing the media at the Saidabad PS,  the Hon’ble HM said that the soon after formation of Telangana the Hon’ble CM had been  allocating  budgets to the police department and fortified the Law & order. “Telangana police force is in the forefront of maintaining peace, and upholding law and order, catapulting it to become a role model for the country in terms of professional excellence.” he proclaimed. He lauded the police officers for upholding the Ganga-Jamuni Tehzeeb in the City. 

DGP Mr.Anjani Kumar said that the per capita income of the state has increased and many top MNCs are breaking their ground in the city.He commended the City police for handling multiple events throughout the year without any mishap. “We should be committed to make the city more safer for future generations.” he concluded. 

City Police chief Mr.CV Anand  thanked the Hon’ble Chief Minister  and the Home minister  for according top priority in earmarking  budgetary allotments to the police department and recited the allocation of  monthly budget for maintenance of police stations soon after the formation of Telangana and added that  provision of modern vehicles, SHE teams,  and infrastructure boost helped the police become a force to reckon with. 

Elucidating the recent stats on population, steep rise in increase of personal vehicles during  covid pandemic, CP Anand said that the visionary  State government carved out  a megacity policing plan & in accordance with this Hyderabad City Police  has also  been reorganised into 7 L&O zones, 3 traffic Zones with several new L&O, traffic police stations and also got special units like H-NEW,  Cyber Crime, task force & SMIT etc., as new arms.

He thanked all the sponsors and appreciated the efforts of DCP, ACP and SHO. He also requested  the public representatives and the general public to coordinate with the local officers to identify the building for the traffic PS.

Purani Haveli to regain Charm

 The historic Kotwal office building in Puranihaveli in South Zone  will regain its vintage charm soon  with the City Police Administration officially began the restoration works. In a program held at the  site, City Police Chief Mr.CV Anand unveiled the plaque to mark the beginning of  the restoration works of  the heritage building-  which exemplifies the 176 year old city police history. 

    The building constructed a century ago functioned as office of the Kotwal since 1920 to 2002. Post relocating CP’s office to another Basheerbagh in 2002, this was being used as Camp office and key review meetings were being held.   Bulldozed by time,  this vintage structure would have vanished from Hyderabad landscape. Nevertheless the City police decided to restore this structure since its existence is  intertwined with  the history of the City and served as an essential landmark. 

GreenKo company  came forward to sponsor this restoration project. Without altering antiquity, Deccan terrain pvt – which renovates heritage buildings- will work on restoring the building with the materials like quick lime, hydrated lime, Raw Gum extracts, fibres and other materials that were widely used hundred years ago. Officials of Deccan terrain gave a pictorial  presentation to the top brass about the current condition of the building, the outcome after its restoration etc.,

“From an operational stand point and its  close proximity to many iconic structures, religious places  and other crowded areas , many of my predecessors  preferred  to  camp in here  while monitoring Friday prayers, large  scale events and other processions etc., I had been continuing the same tradition and noticed that it’s condition is deteriorating  till one day the roof caved in “ said CP Anand.

“But being a Hyderabadi , I felt it is our responsibility to conserve and revive  these heritage structures. “ he added. He thanked Mr.Anil Kumar, Director Ace Urban group  - Greenco for  sponsoring this project. He expressed his happiness on this occasion  and informed that the skilled workers  will work in this project to  restore the  grandeur of the building.   The  work  would be completed within 6 months.

FitCop app yields positive results in improving health of police officers: 60 high-risk cops rewarded

 Implementing an integrated approach to monitor and improve  overall health and wellness of police officers, through Fitcop app, has borne fruit in a short span of time. The Helping Hand Foundation(HHF), a non-profit NGO engaged by HCP for the Fitcop initiative, has completed the health screening of 16,000 cops over the last 6 months, and had been  guiding the obesse, high risk profiles with diet and exercise plans. The team presented the  post facto analysis  to the top brass which revealed  that the consciousness of health culture is improved  in the organisation. 

        Yesterday, as many as 60 cops(high risk category) of various age groups  were rewarded by the City Police Chief Mr.CV Anand  for improving their health through FitCop app. The rewardees  shared their transformation journey with their peers.  A constable working in Charminar PS retraced his experience from being unhealthy to a better state and explained how the continuous follow up by the HHF & senior officers  through the app had influenced them  and went on explaining how the diet habits , exercise helped him to shed the weight. 

“A woman PC, survived by daughter, broke into tears over a phone conversation with the counsellor for the latter’s attention towards her health. The single mother found solace as she was being cared by the organisation she work for.” said the counsellor. 

          Addressing the gathering, Mr.Anand stressed the importance of taking nutritious diet and explained the benefits of  weight training, stretching. Chronicling his own weight management, he shared the tips on striking the correct balance between maintaining muscle and shedding excess  weight.  He asked the staff officers to replicate the health culture within their families too.  He announced few perks like 2 pairs of uniform, a 5 day paid holiday who transformed to a better state of health and suggested them to patrol on foot whenever they could for better public engagement and to burn calories at work.

He expressed satisfaction with the progress and instructed  the HHF team to follow up with the high risk category candidates on a daily basis He presented T-Shirts and appreciation certificates to the rewardees.

Safe City Project Reviewed

 Several key decisions were made and pending issues in Safe City project were addressed in a high level coordination meeting chaired by the Hyderabad City Police Commissioner Mr.CV Anand, the nodal officer of the safe city project for tri-commissionerates, here at 17th floor conference call in Hyderabad Police Commissionerate, TSPICCC.

ADG Women Safety, Ms.Shikha Goel;  CP Rachakonda,  Mr.D. S.Chauhan; CP Cyberabad, Mr. Stephen Ravindra, officials  of TSTS, GHMC, other Govt departments  were in attendance.The meeting discussed several components of the Safe City Project, including the new CDEWs -  Center for Development and Empowerment of Women, pelican signals, outreach vehicles, CCTVs, Bharosa center, forensic labs, and mobile SHE toilets. 

Discussions were held on various timelines related to the project, such as making 26 CDEWs operational by the end of May, addressing connectivity issues in  CCTV networks, purchasing equipment for FSL labs and getting them ready by August this year, prioritizing & handling Dial 100 calls pertaining to women and children in distress by trained personnel, and training & deploying volunteers to operate pelican signals. 

The current status of buildings that would house the new  Bharosa centers of tri-commissionerates was reviewed. It was decided to deploy SHE Mobile toilets in dynamic routes across the city and monitor their locations, maintenance, and service from the Command Control center.

Administrative  issues such  as  projections on recurring costs for sustained maintenance of project and optimising  human resource, involving women forums of HCSC & SCSC,etc.,were discussed at length.

City Police Chief inspects new police stations

 Following the re-organisation of the city police, the city police chief Mr.CV Anand took to field today to inspect the new Police stations, ACP and DCP offices.  In the day long surprise checks, CP Anand took stock of the facilities, infrastructure, operational readiness, and facilities available to the general public in the south east and south zones.

He visited Saidabad PS , ACP office, Chandrayanagutta old PS, Santhosh nagar PS, Saidabad PS and the newly sanctioned woman police station for south east zone ,South east DCP office and the buildings for the newly created Bandlaguda PS , Chandrayangutta Traffic PS, Acp traffic south east and Acp Chandrayangutta.  He also reviewed the progress of construction of new buildings and renovation of existing buildings that would house the new units.

The DCPs and all staff officers were instructed to guide the petitioners and other visitors about the new police stations and offices and changes in jurisdictions. “Taking advantage of the fresh start, you should always maintain consistency in resolving grievances at the earliest and ensure pendencies never pile up in office functioning.” he said.  

“With a  futuristic vision the state Government reorganised the City Commissionerate and we are on the verge of getting more material & man power. You should focus on rendering police services more effectively.” he exhorted.

The supervisory officers of all units and PSs were asked to emphasize on creating better facilities for women police personnel and pursue the establishment files on high priority to stabilise the functioning.

 City Police Commissioner Mr.CV Anand congratulated two senior IPS officers of city police for their promotion and pipped the new insignia. Mr.Vikram Singh Mann IPS (1998 batch), Addl.CP(L&O), has been promoted to the rank of ADG. Mr.P.Viswa Prasad IPS(2005 batch), Jt.CP Special Branch, has been promoted to the rank of IGP.

CP Anand reviews pending crime cases with top cops

 City Police Commissioner Mr.CV Anand  held a long high-level crime review and also discussed several administrative issues concerning HCP with all ACP  and above rank officers in a meeting  here at Hyderabad City Police Commissionerate, TSPICCC.

The review was done on all the crimes pending for want of arrests, detection of property offences which is at a record 85 % ,investigation of some sensational cases ,FSL reports , charge sheets and ACP s were asked to specifically focus on them. Emphasizing on the importance of crime detection,CP Anand stressed on the concerted efforts among  clues teams and the investigative teams as it  allows for a more comprehensive approach in tracing, analysing patterns & Mos,  building evidence, database – all that helps in ensuring detection, conviction and prevention too. During the meeting threadbare discussion was also held regarding resolving grievances pertaining to cyber crimes and narcotics ,capacity building at PSs and quality investigations. 

 There was discussion on the reorganisation of Hyderabad City Police and the accommodation for the new police stations and acp/ dcp offices , men redistribution, vehicles etc.D-CAMO(Drones & Cameras Maintenance Organisation) is now operational and the expansion of cctv network was discussed.

Leveraging IT & Data Analytics, the “Fitcop” initiative, meant for monitoring and improving the health of police personnel, progressed by leaps and bounds covering 16,008 of the total HCP force.

The training initiatives, optimising human resources in CAR were widely deliberated.The officers had elaborate discussions on administrative issues,HCSC activities, E-office etc.,Addl.CP Traffic apprised the meeting on the status of Cantonment roads, special drive against illegal sirens, procuring modern gadgets and summer measures for field level personnel.

Furthermore, the meeting delved in detail about the performance of patrols and blue colts,  the effective functioning of the night round system etc., Sri.Vikram Singh Mann,Addl.CP L &O; Sri.G.sudheer Babu, Addl.CP Traffic; Sri. AR.Srinivas , Addl.CP crimes & SIT, all Jt.CPs and DCPs attended the meeting.
