Major reshuffle of officers in Hyderabad City Police

 Complying the guidelines issued by the Election Commission on transfer of police officers, over 163 inspectors were transferred in Hyderabad City Police Commissionerate, and the orders were issued by the City Police Chief Mr.CV Anand in this regard and asked to report to their new places of posting immediately. After the recent reorganisation of Hyderabad City Police , this is another major reshuffle. Several senior officers  participated in the process to decide on the inspectors’ suitability as Station House Officers (SHO) and for other key roles. 

CP Anand held a video conference with all Inspectors and above rank officers and issued slew of instructions to them. Since many new officers reported from other police units, he apprised them about the recent reorganisation of Hyderabad City Police, infrastructure and policing changes which were carried out as part of the Mega City Policing plan.

Directives were given to the outgoing officers to brief new officers about the circumstances, administrative issues  and to give proper handing over. He thanked them for their contribution in maintaining Law & order in the City. Addressing the new officers, he instructed them to quickly get acquainted with city policing and render good services.

In an effort to optimise the human resource allotment, the top brass urged all the supervisory officers, especially DCPs of new units, to go depth about fixed duties and submit proposals accordingly. 

The overhaul of City Police in this year heralds bright changes in policing with many new officers in the forefront and key upgrades at all levels viz infra, man power, material, new units and other resources.

“Welfare of our staff officers is very important. Strictly 3 shifts in all Zones and fixed duties as per category of PS & work load. “ he said.

Jt.CPs Admin, CAR & Training also addressed the meeting about the administrative issues, fleet management and allocation, and rationalising staff.

Muharram procession passed off peacefully

 As the mourning mood prevaded, The traditional “Bibi Ki Alam” procession, taken out on the 10th day of Muharram, in the old city of Hyderabad passed off peacefully amid tight security cover & traffic arrangements made  by the Hyderabad City Police ever since the beginning of Muharram.

The massive procession began from "Bibi Ka alawa" in Dabeerpura with the "alam" kept on a decorated elephant. Hundreds of people public stood along the procession route roads to pay their respects. Thousands of mourners participated in the procession.

At the iconic Charminar City Police Commissioner Mr.CV Anand and Addl CP  s Vikram , Sudheer and Vishwaprasad offered “Dhatti” to the Bibi Ka Alam atop the elephant Madhuri . It has been a tradition for centuries that the city police Kotwal welcomes the procession and offers his obeisance.

The procession after    passing through various parts of the city including Bada bazaar, Nayapol, Salarjung bridge reached Masjid-E-Ilahi, Chaderghat on the banks of Musi river.  CP Anand accompanied by senior echelons of L&O, traffic, monitored the procession and issued timely instructions to the field officers. He  lauded the general public, organisers for their cooperation. 

“Over 1000 police personnel guarded the mourning procession. " said Mr.Anand.

Kotwal visits Bibi ka Alam

 Visited the Bibi ka Alawa and offered dhatti. This is another event going way back in history and the rituals in Hyderabad are quite unique.It was in 1576 , 447 years back , that the Muharram event was started by the Shia Qutub Shahi rulers and was continued later by the Asad Jahis. An  elephant procession is taken out on the occasion of 10th (Dus) Muharram.HCP has assessed everything and made arrangements.

Cyber Crime wing busted Rs 712 investment fraud

 The cybercrime wing of the Hyderabad city police arrested nine persons from Mumbai, Hyderabad and Ahmedabad, in what the police believe is a ₹712-crore countrywide investment fraud operated from Dubai and China.

The police said preliminary investigations revealed that some amounts had also been transferred to Hezbollah, a Lebanon-based terrorist organisation.

Thus far, the police have frozen various bank accounts worth ₹10.53 crore. As per the National Cybercrime Reporting Portal (NCRP), it has also identified that 745 complaints were registered regarding several accounts, allegedly supplied by the accused.


Hyderabad city police commissioner C.V. Anand, addressing mediapersons on Saturday, said the police dug deeper while probing a complaint of investment fraud by a Chikkadpally resident, who lost about ₹28 lakh.

The victim had joined a ‘Rate and Review’ part-time job via Telegram app and registered himself on traveling-boost-99.com. Starting with ₹1,000 investment, for giving a five-star rating to a set of five tasks, and earning a profit of ₹866, the victim was lured to invest more in the online wallet, perform tasks and withdraw money. In further stages, he was asked to invest several lakhs, and in the final step, he invested ₹25 lakh for 30 premium tasks. However, he could not get back the amounts.

According to Mr.Anand, the amounts were transferred to six accounts, including one ‘Radhika Marketing’ maintained by Mohd. Munawar in Hyderabad, and its phone number helped find the trail. It was found that 61 bank accounts were opened for 33 shell companies. The same were sold to Prakash Prajapathi of Ahmedabad, who is reportedly associated with Lee Lou Guangzhou, Nan Ye, Kevin Jun and others from China. The accounts were being operated from Dubai and China through remote access apps such as ‘Cooltech’ and ‘Airdroid’.

For instance, the money received as investment gets credited to a primary shell/mule bank account supplied by Prakash Prajapati, then layered to a secondary bank account, and finally sent to the Chinese. The amounts were converted to USDT (crypto) and transferred, for which Prajapati earned a 3% commission on each transaction. Police said Prajapathi’s transactions with the Chinese involved an amount of ₹128 crore.

The nine arrested persons are Prakash Mulchandbhai Prajapati, Kumar Prajapati, Naimuddin Wahiduddin Shaik, Gagan Kumar Soni, Parveez alias Guddu, Shameer Khan, Mohammed Munawar, Shah Sumair, and Arul Dass.

Gang from Nepal held for major theft at businessman’s house

 A gang from Nepal involved in a major theft earlier this month from the house of a businessman in PG road has been nabbed by the Ramgopalpet police. Officials seized ₹5 crore worth stolen goods, which included ₹41.60 lakh in cash, 2.8 kilos of diamond and gold ornaments, 9.56 kilos of silver, 18 watches, nine smartphones, foreign currency such as dollars, euros and dirhams. 

A gang of 13 were involved in the theft, which was reported on July 9. Officials have nabbed nine of them while three more are absconding. “The gang had planned to escape to Nepal after the theft. We have more teams still working on the case, with few officers stationed at the Nepal border as well,” said the police.

Hyderabad Police Commissioner C.V. Anand said that the prime accused Shankar Maan Singh Saud alias Kamal, 45, along with his wife Parvathi, 35, and son Vikas Saud, 20, were residing in the same apartment as the complainant while working as a watchman. “Others involved in the case are related to Kamal, with some of them working as watchmen in nearby buildings of the same locality. Half of the gang was working in the city and seven of them are residents of Pune who were called here to execute the theft,” said the official.  The absconding individuals in the case were identified as Bharat Bista, 23, Bharati Saud, 39, and Pooja Saud, 31.

A case was booked following a complaint from Rahul Goel, who stated that while he was out with his family, the two flats of Om Towers owned by him and his relatives were burgled. “The accused confessed that upon noticing the wealth of the families, they hatched a plan to steal valuables and escape to Nepal. They broke open and decamped with the cash, gold and valuables by switching off their phones. The gang was divided into two teams and left for Pune to eventually cross the border and reach Nepal,” explained the official.

However, the police were actively tracking their movements and had a breakthrough when they identified that one of the accused was using a relative’s phone to communicate, with which the police were able to identify the new phone numbers and track them with Call Data Records (CDR). 

“A gang of four was nabbed from Barshola check-post in Haryana on July 14. Meanwhile, while the second gang was on their way to Jhansi from Pune, Vikas Saud fell down while boarding a bus and injured himself. As he already had an untreated infected wound on his palm, they decided to take him back to Hyderabad for treatment and used the stolen money to treat him at a private hospital in Secunderabad,” police said.

The gang took shelter in Prakash Nagar, Begumpet and were nabbed from there by the police teams on Tuesday night.

Kotwal flags off Ghatam procession at Akkanna Madanna temple

 Upon the invitation of Sri Akkanna Madanna temple management, city police commissioner Mr. CV Anand visited the temple and flagged off the Ghatam procession.

The Bonalu celebrations started on 22nd June at Golconda temple, following which celebrations were held at the Ujjaini Mahankali temple in Secunderabad & Sri Simhavahini Mahankali temple, Laldarwaza and several other temples across the city  and culminated today with the Ghatam procession. Amidst huge crowd, The caparisoned Elephant (Ambari) procession started from Haribowli (Akkanna Madanna temple )  and passed through Gowlipura - Laldarwaza ,-Sha Ali banda-Charminar before concluding at Nayapool(Delhi Gate).

With meticulous planning, the entire force of City police toiled tirelessly through out the four weeks and all events included without any mishap. 

The state government , City police, GHMC and endowment departments coordinated efforts played crucial role to facilitate the devotees and made all arrangements, he said.

CCTVs inaugurated at KBR Park

 In a remarkable display of collaboration and collective efforts , the West Zone Police, in partnership with the proactive community members, has successfully established an extensive surveillance network securing the KBR park and other key localities in West Zone.  In an event organised by the West Zone police at KBR park, City Police Commissioner Mr.CV Anand attended as the chief guest and inaugurated the huge network of 264 CCTVs. The cost of the project was around Rs 1.40 crore and the contribution was made by good Samaritans and businesses  as part of the community CCTV project. Among the newly installed cameras, 153 have been strategically placed around the iconic KBR Park, while the remaining 111 cameras have been deployed at key hotspots in Rd.No:36, Rd.No:45, and check post areas. This comprehensive network provides extensive coverage, bolstering the surveillance capabilities of the police.

During his address, CP  Anand highlighted the crucial role played by the vast CCTV network in the swift detection and commended the public for their significant contributions and active involvement over the past decade, underscoring Hyderabad's position as the most surveilled city in the country. Furthermore, he shared that an impressive 62 percent of the total cameras in India are concentrated in Telangana.

Citing the recent sensational robberies and snatchings which were detected through CCTVs, he called upon the public and community members to continue supporting the endeavor by installing additional CCTV cameras in their respective localities. In line with this objective, he instructed his deputies to educate and enlighten citizens about the manifold benefits of having CCTV systems installed. 

With a significant number of cameras reaching their lifespan and requiring repair or replacement,  a new organisation called CAMO(Camera maintenance organisation) has been instated, he informed.

CP Anand appreciated the efforts of the West  zone police and felicitated the donors Sri Sunil Reddy Dodla, MD Rainbow hospital, Smt.Namratha MD omega hospital, Sri.B.Sambashiva Reddy MD City Nureau Hospita and others. Each one of them were complimented with a memento.

Hyderabad City Security Council organizes STREE SUMMIT 2023

 The Hyderabad City Security Council (HCSC) and Hyderabad City Police organised the first of its kind initiative for wellness and empowerment of women was organized at Telangana Police Integrated Command & Control Centre, The Chief Guest of the event was Hon’ble Minister for Home affairs Janab Mahmood Ali Sahab, Guest of Honor Dr. D Nageshwara Reddy (Chairman of Asian Institute of Gastroenterology), Ms. Raageshwari Loomba (Actor & Singer) and other dignitaries.  

The inaugural session started with the lighting of the auspicious lamp by the dignitaries on dais. Followed by welcome remarks by Shri Chaitanya Gorrepati (Secretary General HCSC). Shri C.V. Anand IPS (Chairman HCSC) in his opening remarks stated, “This is a milestone for HCSC and today this STREE Summit will have a plethora of key takeaways. HCSC brings together Programmes of spreading awareness operated through various forums such as Cyber Security Forum, Women Forum, Traffic Forum, Anti-narcotic forum, Security Forum. Today’s topic ---with the tagline Hear Her Roar is extremely relevant in today’s date. Our Bharosa center is diligently working towards women’s safety.

Dr.D Nageshwar Reddy, Chairman-AIG Hospitals mentioned in his keynote remarks, “At AIG we have 60% women and their loyalty and sincerity inspires us to do better, and achieve success. He explained how a woman and man’s brain works and there is stronger evidence that women brain works in a multi-tasking and rationale way. Today, girls are outshining boys in the many fields.  He stated that, what worries him is women’s mental health and wellness which needs attention and the fact that women are more skillful than men at work. Women should come forward and talk about their mental health to reduce the stigma attached to it. STREE can do a remarkable job to help women in issues of mental health. He also brought in focus on physical health and importance of healthy food and the connection between the gut health and mind.

The session followed with the release of the research paper on “Family Environment, Social Media usage and Well-Being of Adolescent Girls: an Analysis from Psycho- Semantic Prespective”   by Osmania University, by the dignitaries on the dais. The partners for the event FICCI Flo, Q City, AL SHIFA Foundation, Team NGOs, Kaam4U, Wishes Foundation were felicitated by the guests on dais. The volunteers of Champions of Change received certificates for their dedicated services towards societal welfare causes.

The felicitation was followed by Special Address by the Chief Guest, said, “I welcome all guest today. Today’s awareness program is most relevant for the city of Hyderabad. Our city has been flourishing under the leadership of our hon’ble Chief minister Sri KCR Garu, in all sectors. and Hyderabad police is committed to protect the citizens of Hyderabad and make it the safest place for all, especially women. We have people from varied culture, religion, language, and it stand on the principals of inclusiveness and equality. I am happy to say that our city now has seven Commissionerate for the safety of its people and our Hon’ble CM had spearheaded this mission. 

I congratulate our CM KCR Garu for relentlessly working for the development of the state. He also always stressed on the field of education as he believes that if you educate even one woman, she will be capable of creating a healthy culture and progress for the family and state. Hyderabad is one of the safest cities now kudos to our police force on how they have developed innovative ways to track any unlawful activities in the city. We have friendly police in our state but they know how and where to pull the reigns and create a haven for the citizens of Telangana State. I congratulate the entire police force for the relentless service and dedication.” 

The inaugural programmed ended with the felicitation of the Chief Guest and dignitaries on the dais, followed Chief Guest felicitating Shri. C.V. Anand, IPS (Chairman HCSC) and Shri. Coordination meeting held with Shia community ahead of Muharram

 With Muharram slated for July 29th, City Police Commissioner Mr.CV Anand held  a co-ordination meeting with Shia community members at Salarjung museum and  took their opinions on the security & traffic  and other arrangements. 

Addressing the community members, CP Anand said that a high level meeting was chaired by the Hon'ble ministers and assured that city police has been making all arrangements and sought the cooperation of the community members and other departments.

 " Along with  Taskforce force, SHE teams, crime teams will be deployed and traffic wing will scale up the deployment to maintain smooth flow of traffic and patrolling will be intensified starting from the first day of Muharram." he said. 

He apprised them about the G.O. to provide an elephant for the procession and urged them  to take measures for the rest and safety of the animal and stressed  for adherence to  procession route and to maintain strict permiter  around the elephant. "A dry run will be held  and city police will set up Joint control rooms at strategic locations" he said. 

“As this is a mourning procession to express solidarity and a  time to remember the martyrdom of Hazrat Imam Hussein let us do the maatam with our hearts and set  the differences aside." he appealed. 

Thousands of Shia Muslims will take part in the mourning procession, a 400 year old tradition mark the martyrdom of Imam Hussain, starts from Bibi-ka-alam, Dabeerpura and passes through Charminar-Gulzar house, Purani Havel, Darulshifa before ending at chaderghat. 

GHMC zonal commissioner Mr.Venkanna informed the meeting that maintenance works, electric, lifting works will be completed in-time.

The community members  applauded the arrangements being done by the state government and the city police .The MLA s and MLC s and other Muslim Clergy who  spoke on the occasion appealed the brethren to coordinate with on duty officers.

3 Nigerians held with drugs worth Rs 1 crore

 


Three Nigerian drug peddlers and a Hyderabad resident were arrested in a decoy operation in Bangalore and cocaine, MDMA worth 1 crore were seized from them. The operation followed arrest of two persons- Thrissur resident and Manikonda resident - who disclosed they bought drugs from Nigerian nationals in Bangalore, said CV Anand, director of Telangana State Anti-Narcotics Bureau.

Nigerian nationals in the net included Agbowo Maxwell Nnabuisi, Okeke Chigozie Blessing, Ikem Austin Obaka and P Sai Akesh, but they are yet to disclosed how they sourced the drugs. " The kingpin, Maxwell, came to Mumbai in 2011 on a medical visa. After few months, he moved to Bangaloe and changed his identity. In 2012, Blessing came to Mumbai on a business visa and moved to Tripur in Tamilnadu. A decade later, Blessing touched down in Bangalore and began staying with Maxwell. Austin too came to India on student visa and took shelter in Bangalore in  2021. " said CV Anand.

After reaching Bangalore, Maxwell created a fake passport in the name of Kweku Essuman Kwame. Using the fake passport as document, he rented a house in MS Nagar in Bangalore and took an internet connection and used it as a hub for peddling drugs along with his friend Mazee," police said. The African used virtual numbers to avoid detection.

"Maxwell and Mazee opened a bank account in Coimbatire, in 2020. They would ask their custimers to credit money in bank account to supply the drugs." said Mr.Anand, adding 4 crore was deposited in the account in six months. Police officials are analysing the transaction to trace other people involved in the offence.

Hyderabad CCS team nabs wanted fraudster from UP

 Hyderabad Central Crime Station (CCS) officials arrested a most wanted fraudster from Ghaziabad in Uttar Pradesh on charges of cheating investors to the tune of several crores in the guise of ponzi schemes on Friday.

The suspect Bobby Choudary alias Ijaz Ahmed was running fraudulent investment schemes through his business in the name of Mayzone E-Mart Pvt. Ltd, by conducting seminars in Uttar Pradesh and also in Hyderabad.

According to the CCS officials, he offers two schemes to the investors promising high returns. In the first scheme, the franchisor has to invest an amount of Rs.4 lakh, for which the management will give benefit of Rs.1.2 lakh per month for a certain period with commission. In the second scheme, the investor should invest a nominal amount and will receive returns for 38 months and also discount in super markets.

Officers rewarded for securing life conviction

 City Police Commissioner Mr.CV Anand rewarded  three inspectors, namely M. Narender, S. Saida Babu, and Md. Khaleel Basha, and  six constables - Md. Haseeb Ahmed, S. Shivaji, Shaik Khadeer, M. Ganesh, K. Sai Prasad, and Bhanu Chander, as well as the Assistant public prosecutor (Grade-1) Smt.Srivani, for their concerted efforts in ensuring a life conviction for a notorious psychopath murderer who killed  beggars.

 Despite limited leads,  the cops took it as a challenge and investigated the case which led to the apprehension of the accused. By liaising with the  APP,  the IO, assisted by staff officers  ,presented compelling facts to the court. Their efforts  have resulted in the conviction and the court pronounced life imprisonment.

CP Anand appreciated the team work and presented cash rewards, appreciation certificates. Mr. AR Srinivas, Addl. CP (Crimes & SIT), joined in acknowledging the commendable efforts of the rewarded individuals.

RBI imposes monetary penalty on Mahesh Bank

 In a first, Hyderabad City Police Cyber Crime Wing’s efforts leads to RBI imposing a Monetary Penalty on AP Mahesh Co-operative Urban Bank Ltd., Hyderabad for blatant non-compliance of the provisions of  Cyber Security Framework for primary(Urban) cooperative banks. 

On January 24th , 2022, a cyber-fraud incident was reported by AP Mahesh Co-operative Urban Bank Limited, wherein a sophisticated hacker breached the bank's systems and illicitly siphoned off  Rs.12.48 crores. The criminal act was carried out through a series of phishing emails that were cleverly disguised and sent to bank employees. Upon opening these malicious emails, the employees' systems were compromised, providing the fraudsters  full access to the bank's network .

In this regard a case in Cr.No.118/2022, U/Sec 66 r/w 43 66(C) 66(D) ITA Act-2000 & U/Sec 419/420 IPC was registered in Cyber Crime Police Station, Hyderabad.This sensational case necessitated a country wide, and after enormous efforts by multiple police  teams  several perpetrators, including Nigerian nationals,  were arrested. This investigation also  revealed bank's negligence which is evident from its failure to implement Cyber security measures, such as an Anti-phishing application, Intrusion prevention and detection systems, and Real-time threat defense and management systems, as mandated by the RBI.

 The aforesaid Cyber Security components are indispensable for safeguarding cyber landscape,  and found to be conspicuously absent within the bank's cyber security infrastructure. Hyderabad City Police Commissioner, Mr. CV Anand, corresponded with the RBI Governor, highlighting the critical lapses and requesting  for the suspension of the bank's license to operate.

The current legal framework did not allow for the criminal negligence charges against the bank management. Nevertheless,  the City Police pursued the matter which resulted in the RBI imposing a monetary penalty of Rs.65 lakhs on AP Mahesh Co-operative Bank Ltd.

The RBI's thorough cyber audit and the police investigation revealed the bank's significant lapses which led to the breach.  This is the first time ever that such an action has been taken against any Bank. All banks should adhere to cybersecurity practices to avoid such loss of public money and crucial data.
