Extradition of Krushi bank scam prime accused

 Mr.CV Anand had an impressive track in cracking various sensational cases. He worked in CID as SP and later promoted to the rank of D.I.G. He investigated the Krushi Bank scam and led the team that flew to Bangkok to extradite the bank chief Kosaraju Venkateswara rao, the scamster. Mr.Anand pursued the matter with the Thai Government, External Affairs and Interpol and finally managed to extradite the bank chief. 

Anand's experience in his words

A most-wanted con artist had asked me, ‘How could you trace me?’ My answer to him was, ‘There are many systems in this world which ensure that no criminal goes scotfree.’ I didn’t realise then that this unexpected and unusual experience would inspire me to pen a book on Extradition procedures and this case.

One month after I was transferred from the economic offences wing of the Crime Investigation Department (CID) in 2004, I got a call from the then additional director general of police (CID) M Ratan asking me to go to Bangkok to bring back Venkateshwara Rao. I was familiar with the nitty-gritty of the Krushi bank case as I was involved in the investigation. Venkateshwara Rao was nabbed by the Bangkok authorities based on a Red Corner noticed issued by the Indian authorities.

The next one month has been a great experience. Every day I used to call up the officials of the external affairs and the Interpol Bangkok. Our team had to prepare voluminous paper work and I had to be extremely cautious with each page and word since the Bangkok authorities were very particular. Later, we flew to Bangkok and spent nine difficult days in our last-ditch efforts to convince the Bangkok officials. ‘What if I had to go back to Hyderabad without getting the extradition of Venkateshwara Rao? What if something goes wrong while he is being taken?’ were the thoughts that used to bother me often. Luckily, the Bangkok officials agreed to hand over Venkateshwara Rao to us though there was no official extradition treaty between the two countries.

After nine days of cautious handling of the affair and convincing of the Bangkok officials, they had brought Venkateshwara Rao straight from jail to the Bangkok airport where we were waiting. The most-wanted fraudster was in shorts with his hands cuffed. The Bangkok police removed the handcuffs and handed him over to us. Immediately, our officials took Venkateshwara Rao into the custody. But this moment gave me the first taste of Rao’s ways. “You cannot shackle me since I am on a foreign soil,” Venkateshwara Rao shot back at the CID police and I immediately had to ask my officers to remove the handcuffs. It was then I realised that he was shrewd and extremely intelligent.

We had to make special arrangements in the Indian Airlines flight by booking four corner seats with one more person keeping an eye on him. On board, we had to fetter one hand of Venkateshwara Rao to that of an official. I had my first conversation with the fraudster then, when he asked me ‘How could you trace me?’ I replied to him but avoided further conversation.”

I can recall that Venkateshwara Rao was under pressure going through this unusual experience. He began to sweat profusely. I panicked and called a doctor on board. Rao is a BP and diabetes patient. The doctor gave him tablets and made him feel comfortable. We landed at the Hyderabad airport and took him straight to the magistrate. Straight from there Rao was shifted to the Chanchalguda jail. 


After seeing many depositors of Krushi Bank collecting their lost money, I was immensely satisfied since I was involved in the investigation of the case, auctioning of properties and extradition of Venkateshwara Rao.

I started writing a book on the procedures for extradition and a fictional account on Rao. But the book is not yet published.
