Kannur airport on aviation map


The Kannur international airport was inaugurated by Kerala Chief Minister and Civil Aviation Minister. Mr.C.V.Anand,IPS Inspector General/APS-II received them. 
The Chief Minister and the Civil Aviation Minister jointly lit the lamp at the departure hall to inaugurate the terminal building.

The inaugural flight Air India Express IX 715 was flagged off at 10.06 a.m. and it took off with 186 passengers. Hon'ble CM and Civil aviation Minister unveiled the plaque at the venue of the inaugural function. Various facilities such as the VIP lounge in the departure area, ATM and foreign exchange counters, transport services and the food and beverages outlets were inaugurated by the Ministers.

The massive turnout of people from early morning to see the airport and the inaugural flight created a festive ambience. A landmark project, the airport was a dream-come-true for the people in the region.With the opening of Kannur International Airport, the state of Kerala got its fourth airport.

Ministers, Civil Aviation Secretary,Chief Secretary of Kerala, Kerala DGP, KIAL Managing Director  were among those present at the inaugural function.

CISF takes over security of Shirdi International Airport

The Central Industrial Security Force (CISF) formally took over the regular security of Shirdi International Airport (Maharashtra) with the sanctioned strength of more than 180 personnel headed by a Deputy Commandant-rank officer on June 7 amidst a colourful induction ceremony.

Mr.C.V.Anand IPS, Inspector General, CISF was the chief guest on the occasion.Director of the airport, senior district administrative officers, state police officers and other dignitaries also graced the occasion.


With this induction, total airports under CISF security cover raised to 60 as on date. The administrative control of this airport will be under DIG, CISF West Zone Airport, Mumbai.

Shirdi International Airport is located at Kakadi village, around 12 km from famous Shirdi Sai Baba Temple, a prominent pilgrimage centre that attracts devotees from across the world. This Airport is owned by Maharashtra Airport Development Company (MADC) and was inaugurated on October 1 last year. The airport has a terminal building and the area of the airport is spread on approximately 1,300 acres of land with 2,500 mtrs-long runway.

In the light of the increased threat perception to the aviation sector across the country, security of Shirdi International Airport is of utmost importance as thousands of pilgrims, foreigners and VVIPs frequently visit Shirdi Sai Baba Temple through this airport.

The officials of the MADC have said that the airport will see expansion this year and that its runway extension project and night landing facility is expected to be completed within two months’ time. Furthermore, it has been said that planning of the second terminal building of the airport will also begin by this year with the actual construction set to begin by early next year. The airport officials are looking towards international flights from the airport by next year.

Given charge of being Commissioner of Civil Supplies Department of Telangana, after a fine performance as Commissioner of Police, Cyberabad, C.V. Anand, IPS, was offered a post normally given to IAS officers. But the government was keen and felt he was the right person to do the job.

Ration portability proves a huge hit


Ration Portability Scheme, which was introduced by the State Government recently, evoked huge response from the beneficiaries. Under this, beneficiaries can take ration from any ration shop, located anywhere in the state. More than 5.44 lakh transactions were witnessed within 10 days of the launch.
There are 2.75 crore ration beneficiaries in Telangana. From April 1 to 10, out of the total 17,023 ration shops in the state,  portability transactions were done in 13,082 shops and 5,44,378 people had bought ration using this facility.
Hyderabad district recorded highest number of transactions, followed by Medchal, Ranga Reddy, Nizamabad, and Warangal. For providing better and rapid services to Food Security Card holders, the Civil Supplies Department is providing ration commodities from 1st to 15th of every month.
In Hyderabad, as there are large number of card holders, portability transactions are also high. The date of getting ration is extended till 20th of every month.  In other districts, it will be as usual — from 1st to 15th of every month. After Electronic Point of Sale (ePoS) system came into force, about 12 to 15 per cent of the beneficiaries are not taking ration commodities every month.
“Ration portability has received huge response which is beyond our expectations. We are very happy that more than five lakh transactions are done in just 10 days. This policy is very helpful to the people who migrate to urban areas in search of work. The number of transactions in Hyderabad, Ranga Reddy, Medchal etc. is clear evidence of this,” said C.V.Anand, Civil Supplies Commissioner.

‘IT has reduced the scope of corruption to a great extent’

Commissioner for Consumer Affairs, Food and Civil Supplies discusses the positive changes he brought about during his stint.

From bringing in IT interventions in the civil supplies department and plugging leaks in the distribution of fair price commodities to the massive changes in the consumer affairs landscape, Consumer Affairs, Food and Civil Supplies Commissioner C.V. Anand’s initiatives have increased efficiency while saving on cost. And as his stint draws to a close, Mr. Anand, in a free-wheeling interview, talks about good governance, the age of consumer activism and what the government should do to be more consumer-friendly. 
Excerpts:
How has IT helped to plug leaks in the department?
Information Technology has helped reduce the scope of corruption to a great extent. For a long time, officers had been colluding with rice millers and Fair Price Shops owners. For example, there was delay in farmers getting paid for paddy and it even went up to 30 days to 60 days. The Minimum Support Price of around Rs 1,400 was not given fully. And when the cheques came, they had to add ‘weight’ (bribe officials) to get them. In consultation with the Centre for Good Governance, IT initiatives are firmly in place and payments are upfront. Even in remotest areas, payments are getting credited in the farmer’s bank accounts. Rs 11 lakh crore was paid so far, 80% of which was within three days.
How have you tackled the transporter-dealer-miller nexus?
There are 1,400 trucks transporting rice. We installed 1,750 CCTVs in 171 godowns, GPS systems in trucks and geo-fenced routes. Previously, about 20% of rice was not taken by the cardholders. So the equivalent was not unloaded from trucks and sold off later at ports and in other States. The command control centre here and in districts keeps a watch on every vantage point 24x7.
The gunny bags re-use seems to be an issue. What is your take on it?
Instead of the 38% depreciation charges with each use and their eventual auction, the Centre is saying that there will be charges of Rs 6.30 per use. Last rabi season, analysis revealed that the problems persisted for years and it continued this season too. Procured paddy was not being taken away. Then we found out that gunny bags from Kolkata had not arrived. There was immense cost and effort. Now, by engaging road transport, we have reduced the effort as the truck brings bags to the PPC (paddy procurement centres) directly. Per bale (500 bags) cost has been reduced from 1,600 to 1,050.
What are the efforts towards a kerosene-free State?
Approximately 65% of the ration card holders have got LPG connections in the State. For the next financial year, the Centre’s Ujwala scheme will have an allocation of 10 lakh connections for us. We have taken this seriously.
Consumer fora functioning is slow and some posts are still vacant. What should be done to bridge this gap?
It is best to have a separate Consumer Affairs Department. We made the suggestion in one of the meetings with the Centre and it is recorded in the minutes of the meeting. There has been a sea change in consumer affairs and activism over the years.

Real-time tabs on trucks helped in preventing theft of PDS rice

A tech initiative has saved Rs 19,000 crore for civil supplies department in Telangana. A nexus that existed between rice millers, fair price shop dealers and also government staff, to an extent, was busted and pilferage of food grains curtailed.

The way civil supplies department went about busting the racket, and, in the process, shattering a myth that nothing could be done to change to system that allowed for pilferage of rice, is interesting. TOI checked out the mechanism put in place by CV Anand, commissioner of civil supplies and ex-officio principal secretary, civil supplies department. The IPS officer, who had previously serviced as Cyberabad police commissioner, used his exposure to technology to introduce it even in the civil supplies department.

“The revolution that has been brought about to check pilferage of food grains is mainly due to the technology that makes it possible,” Anand said. In the civil supplies bhavan at Somajiguda, a huge screen gives out real-time specific detail about movement of stocks. Every identified route on which the trucks are transporting food grains has been geo-fenced. That is to say if a truck were to move on any other road and even stopped, the buzzer in the civil supplies bhavan will ring, prompting the monitoring personnel to call up the driver.In the earlier system when no tabs were kept on vehicles, it gave enough scope for pilferage of food grains. Similarly, cameras have been fixed at all godowns. Live CCTV footage is monitored so that there no pilferage. Anand also demonstrated the mechanism at fair price shops that prevents any pilferage. A real-time stock availability and sale is monitored. Beneficiaries also get the right quantity as technology connects both the weighing scales and the e-pos machine handled by the FPS dealer.

The e-pos machine gets activated only with the thumb impression of the FPS dealer and the beneficiary. Technology also exposed the fact that rice millers had not returned the rice that had been handed over to them for milling. Another racket of keeping the gunny bags was also busted. “The best thing that has happened is that farmers get their minimum support price within just a couple of days and directly into their bank,” Anand said.

'Ration from Anywhere'in Telangana from tomorrow



Statewide ration portability comes into effect from tomorrow; individual quota too can be bought.
Ration portability will come into force across the state from April 1. With this, beneficiaries can buy their ration from any of the shops located anywhere in the state.

The initiative was introduced in GHMC limits and in districts on a pilot basis. It is now extended to the entire state. The move is expected to benefit 2.75 crore PDS beneficiaries.According to civil supplies commissioner C.V.Anand, the portability scheme is already implemented district-wise which yielded a good response from beneficiaries and  it will now be implemented statewide from April 1.

He said the portability created competition between the ration dealers and helped beneficiaries in getting good services.Following the portability, the ration cardholder need not go to his allotted ration shop and can buy his ration from anywhere in the state.Previously, the beneficiaries were required to buy their commodities only in the ration shop allotted to them. The families migrating to other places or shifting from one place to another within the same city or towns were unable to get ration from the nearest ration shop, but had to get ration commodities from the allotted shop even if it is far away. 

In the new portability scheme, there is no limitation to get the commodities in a particular ration shop. The beneficiaries can get their essential commodities near to their house or any place irrespective of ration shop where their card is allotted. 
Apart from this, family members included in the ration card can get ration individually from anywhere in the state. For example, out of five members of a family, one can get his quota of rice or kerosene or wheat from Mahabubnagar district, two members can get rice from Medak or kerosene from Adilabad. 
An SMS message will be sent to the registered mobile number about the quota as soon as the ration is taken. Mr Anand said ration cards will not be terminated even if cardholders do not take their ration.

He said by downloading T-Ration App one can get the location of the ration shop nearer to them by one click. Every card holder should get the benefits of this App.The ration portability was implemented in 1,545 ration shops in GHMC limit on June 1, 2017. In ten months, about 29 lakh transactions were made by portability. 

The ration portability has developed healthy competition among the dealers, which resulted in a good behaviour by the dealer and reduced complaints from the cardholders. There are 85 lakh ration cards in the state and they get their ration from 17.000 ration shops.  They are all linked to Aadhaar-based biometric system which helps the cardholder to get his ration from anywhere in the state. For this, 10 to 15 per cent extra stock is supplied to every ration shop in advance.

Civil Supplies Dept prepares for Paddy purchase in Rabi season

Commissioner for Civil Supplies C.V. Anand said that all arrangements are been made for purchasing paddy from farmers in the coming Rabi season which starts from next month. He suggested officials to be very cautious in this matter as it is dealing with lakhs of farmers.

The Commissioner said all necessary actions to be taken to see that farmers should not face any difficulty in selling their paddy at Minimum Support Price.

Anand held a review meeting with Officials on Rabi Paddy Procurement at Civil Supplies Bhavan on Friday. A wall poster was released on this occasion to spread awareness among farmers on Minimum Support Price and Online transactions.

The Commissioner said that Civil Supplies Department initially decided to purchase 37 lakh metric ton paddy. In the months of April 12.74 LMT, May 18.20 LMT, June 5.46 LMT of paddy yield is expected. For this 3259 Paddy Purchase Centres (PPC’s) are been arranged, said Anand. IKP’s - 1081, PACS (Primary Agricultural Co-operative Societies) – 1987 and others - 191 will be maintained. He advised officials to arrange PPC’s in reachable distance to farmers. He directed officials to take necessary action in arranging additional purchase centres if required immediately.

Basic requirements like Humidity checking machines, Paddy cleaners, Winnowing Machines, Moisture Metres, Drinking Water, Toilets, etc., should be kept available at the centres.

Minimum Support Price should be compulsorily to be paid to farmers. MSP for Ordinary paddy is Rs. 1550, Grade ‘A’ paddy is Rs. 1590. Awareness in farmers should be made to get paddy to PPC’s according to the standards of Central government.

Joint Collectors should consult rice millers district wise and allotment of paddy be made according to the capacity of the mills.

Allotment should be made according to the capacity of the mill. Paddy allotment 32 MT mill be allotted 3000 MTs, 40 MT - 4000 MTs, 50 MT - 5000 MTs, 60 MT - 6000 MTs, more than 60 MT - 8000 MTs paddy will be allotted. In any condition not more than 8000 MTs paddy will be allotted to any mill. Commissioner ordered millers should submit Custom Milling Rice (CMR) before September 30. In any case if CMR is submitted after due date no milling charges will be paid. Millers who are black listed and booked under criminal case, 6A case from this year 1st January will not be allotted paddy.

The Commissioner ordered officials on paddy allotment to millers based on requisitions from District Rice Millers Association and guarantee from two millers who are financially strong. In any case if CMR is not submitted to government before due date it should be recovered from the two guarantee millers. If excess due is there then it should be collected from milling / transport charges paid to District Rice Millers Association.

Civil supplies departmen’s IT adoption now a case study at Indian School of Business

The adoption of Information Technology in the public distribution system (PDS) that enabled the Telangana State Civil Supplies Department (TSCDS) to plug leakages and improve operational efficiency, is now a case study for future entrepreneurial leaders at Indian School of Business (ISB). The case study looks at various Information Technology (IT) reformations undertaken by the department in 2017-18 that helped them get ranked first the country for technology adoption.

The ISB case study titled “Turnaround of Food and Civil Supplies Department in Telangana Government” chronicles the tenure of C.V.Anand, Commissioner of civil supplies since assuming office on August 15, 2017. The study pointed out the different departmental and financial issues the department faces and the steps that were taken which resulted in rice millers returning 100 per cent of the Custom Milled Rice in the Kharif season of 2016-17. The department achieved this by negotiating, withdrawing pending cases and offering support to the millers.  

Earlier the rice millers often did not return CMR to the civil supplies, the department estimates that 0.2 million metric tons of rice were pending from the millers, amounting to `4.85 billion. The study showcases how steps such as the adoption of e-PoS machines at 17,200 Fair Price Shops helped save `7.5-8 billion every year. The department claimed that `81 billion payment to 1.1 million farmers in 2017-18 kharif and rabi crop seasons were made using tablets at the PPC using the OPMS software.

A special edition of ‘Viniyoga Tarangini’ was inaugurated on the eve of International Consumers Day at Civil Supplies Bhavan by Commissioner C.V. Anand. He said that 30 years back National Consumer Rights Act was formed and after that many changes came socially, financially and politically. Especially in Digital, Marketing fields, Online Shopping and transactions substantial changes appeared. According to the present scenario there is need to make changes in Consumer Act to protect consumer rights. As in Central, states should also have separate individual wings of consumer affairs.

In this modern era technology is spreading day by day on wide range and the cyber crimes are also increasing rapidly. Everyone should be very much aware to prevent such crimes and should be very cautious, said Commissioner Anand.

Hotel, restaurants and traders are cheating consumers in the name of GST. Legal Metrology department made 1400 special raids and several booked cases. Near about Rs. 50 Crores penalty was collected.

Special Acts are made to protect consumers, compensation is given if they incur loss or if they are cheated. In government level consumer affairs machinery is established to ensure justice to consumer.

Telangana Civil Supplies Department gets another pat


Food and Civil Supplies Secretary Government of India Ravikanth was all praise for Telangana for achieving excellent progress by using modern technology to curb irregularities in Civil Supplies Department(CSD)

Terming the move as inspirational, Ravikanth who visited the CSD Office on Saturday here said CSD has become ideal to the country by giving importance to transparency, accountability, and by introducing innovative reforms in the department. He said, Online Procurement Management System (OPMS), Command Control Centre, CC Cameras in Godowns, T-Ration App will stand as guidelines to all other states.

Accompanied by FCI South Regional Executive Director, FCI Telangana Manger, Ravikanth came on a two day official visit to Telangana. They visited Command Control Centre in Telangana Civil Supplies Bhavan, reviewed live telecast of vehicle movements carrying ration commodities, functioning of CC Cameras installed in statewide Civil Supplies godowns. Commissioner for Civil Supplies C.V. Anand gave them a  presentation on the reforms taken up in Telangana Civil Supplies.

The Team members made a field visit at Musheerabad MLS Point, viewed CC Cameras performance, inspected rice quality stored in godowns. They also visited a FP shop situated in Punjagutta checked e-Pos working and had a small discussion with the beneficiaries present at the shop.


Ravikanth while appreciating the efforts said the Telangana government is giving top priority in using technology in every aspect. He praised Telangana Civil Supplies reforms, mainly paddy procurement system is very good in Telangana state, without any avoiding middlemen involvement, procuring directly from the farmers at MSP and paying to their respected bank account through online.

Lesser the burden on the State : C.V. Anand

Mr.Anand requested to lesser the burden on the states and take necessary measures in releasing the pending dues of Rs.4047 crore from Center.

He said that Center to  continue the previous policy in Gunny bags purchasing, as per the new policy introduction in 2017-18 Kharif season, state will face estimate loss of Rs. 59 crores.

Transport charges are allowed for transportation of paddy from PPC’s to Rice mills is very less as per the market price.  Rates fixed by the District Collectors or FCI rates whichever is less is paid for the transportation and in 2016-17 Kharif season we lost about Rs. 137 crores under this Head.

Local Mandi Labour charges are insufficient compared to Central and State government. Local Mandi Charges are around Rs. 30 per quintal, whereas Centre pays Rs. 5.50. This is eroding the MSP paid to the farmers. Request for enhancement of Mandi Labour Charges as per the prevailing open market rates to protect the farmers interest. For 2010-11 to 2016-17 Kharif season total amount of Rs. 363.37 crores are withheld by FCI towards Market fee, RD Cess, C&M charges, Commission, etc. It is requested to advice FCI to release the pending amounts.

Previous year in Rabi season massive grain yield was recorded, but problems were faced as FCI could not provide sufficient space to store them. Taking consideration these we request FCI to provide sufficient storage for 2017-18 Rabi season for the estimated 15 Lakh Metric tons of CMR.

Technology helps prevent irregularities: Anand

Commissioner for Civil Supplies C.V. Anand said that the introduction of technology and reforms in Civil Supplies Department yielded good results. 

“IT helped in bringing transparency, accountability and quick results in department. Telangana Civil Supplies is achieving best results by using technology in every essential aspect. We have succeeded in putting breaks irregular activities and also we have made Civil Supplies much more reachable to the common man,” he said while addressing a two day conference on 21st National e-Governance which began here on Monday. On the second day of the conference on Tuesday, a PowerPoint presentation on various measures and reforms taken for strengthening Civil Supplies in Telangana was given by Commissioner C.V. Anand.

He said that the Central Government is supplying 5 Kgs of rice for Rs. 3 to every National Food Security card holder, whereas Telangana Government is giving 6 Kgs at Rs. 1 to every individual in the family. 2.75 crores are benefitted across the state. Online Procurement Management System (OPMS) online purchase and payment was made to farmers directly without any involvement of middlemen. 2016 Khariff and 2017 Rabi and Khariff season 15 lack farmers were paid Rs. 11,000 crores directly to their accounts. This policy is been adopted by other states also, he informed. 

By computerization, every move right from supply to distribution, Epos machines in ration shops, electronic weighing machines, GPS to transport vehicles, CC cameras at godowns helped in supply of essential commodities to eligible beneficiaries and misleading of the goods is removed. This all activities are been viewed live at Command Control Centre established at Civil Supplies Bhavan, Hyderabad. In short span of time in all the district Civil Supplies officers Command Control Centers will be installed, he said. 

Anand said with the introduction of Epos system in Ration shops, 12 to 15 % of balance rice is shown every month. Ration Portability (Ration from anywhere) is successfully running. SMS is sent to the beneficiaries as soon as the stock is arrived to ration shop from godowns. 

T-Ration Mobile App helps even common man to view live transactions in PDS and Civil Supplies officials also perform their daily services with the help of 13 government services applications in T-Ration App.

e-POS deployed in all ration shops




The electronic point of sale (e-PoS) project of the Civil Supplies Department to supply rice under public distribution system at fair price shops became fully operational across Telangana on Thursday with the installation of state-of-the-art Android machines linked to weighing machines that were run by bluetooth.

Barring 212 shops in interior areas of Asifabad and Adilabad districts that had connectivity problems, the e-PoS was completed in all the 17,000 shops of the State, said Civil Supplies Commissioner C.V. Anand.

He told a press conference on Thursday that the project took off on a pilot basis in March 2016 in 1,540 shops of Greater Hyderabad Municipal Corporation limits on the standard Linux machines.

Then, the Android machines on rent of ₹ 1,499 per month per device were introduced in 800 shops in Mahbubnagar in April last year. In the next 10 months, they were extended to all other districts in a phased manner.

Explaining the features of the project, Mr. Anand said the machines greatly resolved malpractices by shop dealers.

The fingerprints of both dealers and customers were saved in the machines. The Aadhaar details of customers were also linked to the machines for Aadhaar enabled payment systems and delivery of ration to any of the member of the beneficiary families.

Great savings

The introduction of machines had saved 2.15 lakh tonnes of rice worth ₹ 578.91 crore from misuse as the dealers were forced to record closing balances. On an average, about 20,000 tonnes of rice was saved monthly. Otherwise, they used to show nil closing balance and sell the stock in black market.

Re-checking of food security card applications

The Telangana Civil Services Department will embark on a physical verification of over 1.25 lakh food security card applications it has received. The move is expected to weed out several dubious applications.
According to officials, the department received as many as 2.2 lakh applications last nine months. While about a lakh applications had been scrutinised, the deluge of applications had raised suspicion which is why a thorough re-verification will be done.
“Prima facie checks have been done. But now, we have decided to do more stringent checking of the applications as we believe several bogus applications have come. This will include a re-checking of all eligibility criteria such as income and other parameters,” Commissioner of Civil Supplies C.V. Anand said.
An on the ground physical check will be done by assistant supply officers and others. A meeting with civil supplies staff will be called to work out the details in the near future.
“A section of the card holders do not consume the goods and instead sell it off. They are encouraged by the dealers and others to indulge in these activities,” Mr. Anand said.
He maintained that pilferage had been drastically reduced after electronic point of sale machines were introduced at fair price shops. The raids by the department’s enforcement teams had seized rice after the sale was made to beneficiaries.

Civil Supplies enforcement teams prevent ₹500-cr. misuse

The enforcement wing set up in the Civil Supplies Department to check diversion of commodities in the public distribution system (PDS), mainly rice, and other irregularities has acted as a deterrent and prevented the misuse to the tune of ₹500 crore.

Commissioner of Civil Supplies C.V. Anand, who reviewed the performance of the enforcement wing here on Sunday, said the ‘experiment’ was initiated on February 1 last year with five teams comprising retired officials from the police, revenue, commercial taxes and other departments to check irregularities in processing, transportation and quality norms. The new initiative had prevented diversion of rice to the black market and saved ₹500 crore to the exchequer.

“It has also helped in curbing corruption, pilferages and malpractices to a large extent in the supply of essential commodities including rice”, Mr. Anand said adding that the expenditure on the team of officers selected “taking into consideration their employment history, honesty, commitment and hard work” was mere ₹1.25 crore for the past one year.

He explained that the enforcement teams were given the responsibility of preventing illegal movement of PDS rice, check on government and private godowns, vehicle checking in two stages, changes in transactions before and after introduction of the ePOS machines, performance of GPS and supply chain management.

The teams had conducted 843 raids and special checks on mandal-level godowns, fair price shops, custom milled rice mills, institutions getting supply of super fine (‘sanna biyyam’) quality rice, LPG godowns and others during the last one year.

Stating that the inspection had resulted in booking of 165 cases under Section 6(A) of the Essential Commodities Act and 71 criminal cases, the Civil Supplies Commissioner noted that the team had also seized 12,619 quintals of PDS rice, 2,619 quintals of custom-milled rice and paddy worth ₹3.60 crore. Further, the checks had also resulted in seizure of sugar, LPG cylinders, kerosene and other commodies worth ₹3.90 lakh.

Besides, the surprise checks and inspections, helped the department detect shortage and prevented the misappropriation of paddy, sanna biyyam and PDS rice to the extent of ₹6.39 crore. With the vigil maintained by the enforcement teams the district collectors of Khamman, Nalgonda and Suryapet had registered four preventive detention cases against traders, Mr. Anand explained.

Enter every financial transaction in FMS: Anand orders officials

Civil Supplies Commissioner C.V. Anand has directed his department officials to compulsorily enter day-to-day financial transactions in Financial Management System (FMS), which allows officials to view them online together at one place. “We introduced FMS software so that officials can view every single transaction, but some of the members were not following this and not entering the details. If this situation continues, we will not hesitate to suspend the officials concerned”, he warned.
The Commissioner held a review meeting with District Managers, Assistant Managers on Tuesday at Civil Supplies Bhavan. They discussed about finance, internal audit, MLS points, LPG, Reconciliation at Petrol Bunks, PDS, Marketing and on Rabi Action Plan. The Commissioner said the district officials should spend any amount with permission from the Head Office. It came in light that some of the officials were flouting the order. He warned that such dealings will not be tolerated and strict action would be taken against the defaulters.
The Commissioner said for purchasing furniture or any other item, appointing outsourcing employees should be done with permission from Head Office. The district offices should cut short their expenses, he clarified. Special checks, accounts, transport and godowns should be more intense, whereas it was not coming into practice. From now, every district manager should make special checks at MLS points, Buffer godowns and godown reconciliation should be immediately completed, he added.
Anand said every month similar meetings will be conducted with District Managers, Assistant Managers (Technical) and DCSOs. If necessary, funds should to taken from Head Office and taking funds unnecessarily and parking them in banks will leave financial burden on the Department and every officer should keep this in mind, he cautioned.

Diagnostic facility in Kamareddy asked to pay Rs 3.1L to couple


Commissioner for Consumer Affairs, Food and Civil Supplies CV Anand on Tuesday handed over a cheque of Rs 3.11 lakh as compensation to a couple who complained against a diagnostic facility in Kamareddy district.

Parashuram and Swapna, from Bikkanuru village of the district, alleged that the staff of Sri Venkatsai Scanning and X-ray Centre did not detect a congenital deformity in the spine of their unborn baby girl. Swapna, during her pregnancy, had undergone scanning on multiple occasions at the scanning centre and yet the specialists there were unable to detect the deformity, they alleged.

n May, 2017, Swapna gave birth to a girl at RR Hospital in Kamareddy and immediately after the delivery the doctors said the infant had spinal abnormalities and needed corrective surgeries. The couple visited several super-specialty hospitals in Hyderabad before surgeons at Star Hospitals conducted the procedure.

With the couple ending up spending close to Rs 5 lakh on the surgery, they called up the consumer toll free (1800 42500 333) number of the Civil Supplies Department and submitted a written complaint on the scanning centre.


The Consumer Redressal Forum of the Consumer Affairs, Food and Civil Department arbitrated the couple’s complaint. It sent notices to the scanning centre in December 2017 and within 20 days the facility issued a compensation cheque worth Rs 3.11 lakh. “We are grateful to the Consumer Forum because we did not have the financial resources to pursue a civil case against the diagnostic centre in court. The Consumer Forum officials managed to deliver justice to us,” the couple said.

Ration commodities to be distributed from 1st to 15th of every month

Civil Supplies Departments has taken new reforms to ensure beneficiaries must get ration supply from 1st of every month in this New Year. For this major changes are been taken in Transportation, Closing Balance (CB) and Release Order (RO) dates.

Commissioner for Civil Supplies C.V. Anand said from now onwards we will ensure that beneficiaries will get their commodities from 1st of every month by using modern technology. Immediately it will come to effect in the districts where ePos is in implementation. From 1st to 15th of every month commodities will be distributed at Ration shops. 

On 16th commodities will be provided to districts from Civil Supplies Head Office. 
For this ration dealers have to pay DD’s between 16th & 18th at Mee Seva Centres. Regional ACSO’s / MRO’s will immediately issue Release Orders of the Dealers who paid DD’s to the Mandal Level Stockist (MLS) Point. 

As soon as godown incharge receives release order commodity distribution will start. Stage-II transporters will deliver stock from MLS points to ration shops from 16th to 30th of every month. 

Stage-I transport contractors will carry commodities to Civil Supplies Mandal Level godowns from 1st to 15th of every month.

Commissioner suggested Joint Collectors to take special attention on this new policy. Joint Collectors should conduct regular meetings every month with DCSO’s, ACSO’s, Civil Supply Department District Managers, Deputy Tahasildars, Enforcement Teams, Stage-I, Stage-II Contractors, Godown incharges. As per government initiatives steps should be taken to every eligible beneficiary to avail commodities.
