C.V.Anand asks rice millers to do business honestly

Civil Supplies Commissioner C.V. Anand was paying special attention to the issue of delivery of 57781 MTs of CMR rice worth Rs 134 crore from 115 rice millers from 2010-11 to 2014-15.

After holding a series of meetings with millers, the Commissioner convened a special meeting on October 25 and put forth the following proposals before them and the final decision will be taken after discussing with Finance Minister Etela Rajender. Only on delivery of 100% CMR dues the government will consider lifting of criminal cases, 6A cases and recovery under RR Act. If the millers deliver 100% CMR dues before November 30, cases will be lifted and seized mills will be re-opened and allot paddy for custom milling as per milling capacity.

If they deliver 75% CMR dues now, paddy will be allotted for custom milling as per milling capacity provided the balance 25% CMR is delivered before January 31, 2017. Those who deliver 50% CMR dues now, the balance 50% should be delivered before March 31, 2017. No. relaxation is allowed for the millers who deliver CMR below 100 MT. Millers have to deliver CMR in their own gunnies.
Those who are not in a position to deliver CMR, they are allowed to permit cash as per the market rate. On these proposals, millers represented to exempt payment of interest delivery of 50% CMR dues in the present Kharif season and the balance 50% in the ensuing Rabi season.

Responding to the request of the millers, the Civil Supplies Commissioner informed them that due to on-delivery of CMR as per schedule, Civil Supplies Corporation was forced to pay interest running into crores on cash credit and hence there was no possibility of exempting interest. While disagreeing with the proposal of millers, he advised them to make best use of the opportunity given by the Government.

The Commissioner advised the millers to do their business honestly and rice milling industry should not get bad name in the eyes of public for the illegal activities of 10 out of 100 millers as the rice milling industry is also a part and parcel of CS department, Government will always extend its full cooperation as long as they do business honestly. The Commissioner assured them that there will not be any problems form their staff and the government will always extend full cooperation. Finally the Commissioner of Civil Supplies advised the millers to have social responsibility towards the society without looking at everything on commercial angle.

Special Drive to recover 5 cr Gunny bags worth Rs 2oo cr

Civil Supplies commissioner C.V.Anand has ordered a special drive to recover gunny bags from rice millers. Nearly 5 crore gunny bags worth Rs 200 crore have been missing for the last five years.

The Government had supplied stocks in these gunny bags for customised milling rice meant for public distribution system. The millers failed to return the bags and the government is facing severe shortage to make fresh paddy purchase from farmers.

Mr.Anand held a video conference with joint collectors and department officials of all districts on sunday.He directed to submit a mill-wise list of the gunny sack hoarders.The officials were asked to conduct special drives to collect jute bags from the millers immediately.

All time record in collecting CMR dues

The Civil Supplies Corporation has set an all-time record by collecting 98 per cent of the dues of Custom Milling Rice (CMR), a press release from the department informed on Saturday. A total of 1.58 lakh metric tonnes of rice worth Rs. 421 crore has been collected from millers within a month’s time during the special drive launched by the commissioner C.V. Anand, the note informed. This is part of the 15.65 lakh metric tonnes of total custom milled rice collected by September 30 for this year, out of 15.88 lakh metric tonnes due.

The State government had purchased 23 lakh MT of paddy grain from various purchase centres, and gave them to the millers subject to the central government’s guidelines of 68 kilograms of boiled or 67 kgs of raw rice for every quintal of paddy. The delivery has to be done on 15 days, but the rice millers delayed it, the note said. Total dues were recovered in Karimnagar, Medak, Nizamabad, Khammam and Ranga Reddy districts, the note said, and praised the role of Joint Collectors in achieving the result.

Instructions were also issued to prepare an action plan for recovery of dues worth Rs.133.99 crore for non-delivery of 57,781 MT of paddy by 115 rice millers between 2010-11 and 2014-15. The commissioner has directed for stringent action against the defaulting millers, it said. Furnishing of bank guarantees by millers to avoid delays is being mulled over, the note warned.

Proactive Administration

In tune with the formation of new districts, the Civil Supplies Department saw a churning of its employees with the long standing officials in Hyderabad and Ranga Reddy districts shifted to the newly created districts through counselling that was personally monitored by head of the department C.V. Anand till late on Saturday night.

After completing the process, Mr. Anand, who is the Commissioner, ordered all those who were allotted to the new districts to collect their orders by Monday and asked them to report at their designated places on Tuesday, positively at 10.41 a.m., the time fixed for issue of final notification on new districts.

Mr. Anand in a statement said that counselling was taken up for three wings - Civil Supplies Department, Civil Supplies Corporation and Legal Metrology. Seniority, past performance, reputation and long standing at a particular position were taken into consideration for shifting the officials.

As the process was conducted openly, several issues like deputations and long pending transfers were solved to the maximum satisfaction of the employees.

Mr. Anand said that the existing employees of the department have been adjusted among all the 31 districts. The designation and the status of officers have also been altered at the district level of the three wings. The District Supply Officer (DSO) at the district level here after would be called DCSO, and Assistant Supply Officer (ASO) would be changed as ACSO.

Similarly, all the inspectors of Legal Metrology at the district-level would hereafter be called District Legal Metrology Officers (DLMO).

Deleted ration cards to be re-issued

Commissioner of Civil Supplies C.V. Anand has directed the officials concerned to stop the exercise of deleting ‘ineligible’ food security cards (ration cards) from the database as it has been found that certain eligible ration cards are also being deleted in the process.

He assured that all the eligible households whose ration cards have been deleted from the database would be re-issued fresh cards and the related database re-activated. In a statement, Mr. Anand said on Sunday that it had come to his notice that certain genuine cards were deleted on the grounds that the beneficiaries did not draw ration for three months or were owning four-wheelers or for being property tax payers for their 50 to 70 square yards houses.

The Commissioner made it clear to the authorities that detailed inquiry had to be carried out if any card had to be eliminated based on reasons amounting to the action. He also asked the households whose genuine cards were eliminated to apply for fresh cards in the circle offices concerned so that necessary action is initiated. About 3,800 cards eliminated in spite of being eligible were re-activated during the last few days, he explained.

The exercise of eliminating bogus/ineligible cards after March this year, since when the distribution of essential commodities had been started through e-PoS machine, had revealed that some households had taken ration/food security cards for the purpose of availing benefits under Aarogyasri and fee reimbursement schemes.
