Comprehensive Reforms Needed in the State Police Department: DGP CV Anand

 




Director General of Police (DGP) Sri CV Anand has called for comprehensive reforms in the Telangana Police Department with the objective of ensuring effective maintenance of law and order and delivering the highest standards of accountable public service to the people of the State.

Addressing a high-level video conference on Saturday with all Commissioners of Police, Superintendents of Police, Deputy Superintendents of Police, Assistant Commissioners of Police, Circle Inspectors, Sub-Inspectors, and Commandants across Telangana on the theme “Adoption of Effective Policing Standards,” the DGP stated that the State Government and the Hon’ble Chief Minister have issued clear directions regarding the functioning of the Police Department.

The DGP observed that the Government expects the Police Department to adapt its functioning to changing social circumstances and emerging challenges. He stated that negative trends such as negligence in duties, violations of established procedures, lack of respect for the hierarchical system, and instances of corruption must be checked. He stressed the need to abandon outdated practices and bring about a significant transformation in service delivery. He further emphasized that strict discipline must be maintained by personnel at all levels, from senior officers to the rank and file.

Sri CV Anand noted that for the past three decades, the State Police had primarily focused its strategies on combating Maoism and Naxalism. However, as Naxal influence has largely disappeared over the last fifteen years, he said the time has come to reassess the present relevance of specialized units such as the Greyhounds and SID and to consider their restructuring in line with current policing requirements.

The DGP directed all officers to actively participate in the fight against the growing menace of narcotic drugs, which threaten the future of the youth, and to strengthen efforts to effectively curb cybercrime, which has witnessed a significant increase in recent years. He announced that a Traffic Management and Road Safety Bureau would soon be established to streamline traffic management and standardize road safety measures across the State. He also revealed that a dedicated Food Adulteration Wing would be created to tackle food adulteration and protect public health, while a Vigilance and Enforcement Wing would be established to check pilferage of Government revenue.

Emphasizing the importance of women’s safety and prevention of child trafficking, the DGP instructed officers not to compromise on these critical issues and called for further strengthening of the existing Bharosa Centres and She Teams.

Expressing dissatisfaction over the ineffective implementation of the CCTNS 2.0 software and other State-level technologies in police stations, he announced the formation of a special “DGP Tech Team” comprising young IPS officers under the supervision of the DG, CID and DG, Technical Services. The team will continuously monitor police technology systems and facilitate the introduction of advanced applications such as “Hawk Eye Ultra” and “TG-COP Ultra” to enhance data analysis and public service delivery.

The DGP underscored that internal discipline is of paramount importance in the Police Department. As part of basic policing principles, junior officers must always show due respect to their seniors and maintain proper coordination with fellow officers. He instructed all personnel to discharge their duties with utmost responsibility and urged Unit Officers to function not merely as supervisors but as true leaders. He emphasized that Unit Officers must uphold the highest standards of integrity while maintaining law and order and extend due respect to public representatives in accordance with the law.

Sri CV Anand directed all Commissioners of Police and Superintendents of Police that crime review meetings must be conducted every month before the 15th, and the minutes of such meetings should be submitted to the DGP’s Office and the CID by the 20th of the same month. To continuously monitor and guide the performance of Unit Officers across districts, he announced the appointment of four Special DIGs. He further mandated that every Unit Officer conduct at least two surprise inspections every month and personally record inspection notes in their own handwriting. Officers were also directed to carry out annual inspections as per the prescribed calendar, undertake field visits, and develop stronger engagement with the community.

To facilitate direct interaction with the public and address grievances promptly, the DGP instructed all police units to mandatorily reserve time for petitioners every day from 3:00 PM to 5:00 PM and ensure timely resolution of their issues.

Assuring the police force of the Government’s commitment to employee welfare, the DGP stated that a positive decision had been taken during a recent meeting with the Hon’ble Chief Minister regarding approximately ₹6,000 crore in pending dues and retirement benefits across various Government departments. He informed that ₹2,000 crore had already been released and that the remaining ₹4,000 crore would be released in phases over the next 100 days. He urged personnel not to be concerned about pending dues, assuring them that all benefits would be extended shortly.

During the high-level meeting, DGs Sri Mahesh M. Bhagwat, Sri V.V. Srinivasa Rao, and Smt. Charu Sinha briefed the participants on the activities of their respective departments. DG (SPF) Smt. Swati Lakra, IGPs Sri Chandra Sekhar Reddy, Sri Ramesh Naidu, and Sri Gajarao Bhupal, along with Commissioners of Police, Superintendents of Police, Station House Officers, and senior officers from all units across the State, participated in the conference.

New plans afoot: DGP

 CV Anand held a series of meetings today regarding the formation of the new TTMARS (Telangana Traffic Management and Road Safety Bureau), the Telangana Anti-Drug and Safety Clubs (TADASC), and the Vigilance and Enforcement Wing (VEEW). Discussions focused on various aspects of the Government Orders (GOs) to be issued for these initiatives and the manpower to be allocated for their operationalization, including the redeployment of personnel from the Greyhounds, OCTOPUS, SIB, and Security Wing.



The meetings involved extensive brainstorming with officers and resulted in several fruitful deliberations. Discussions were also held on the possible creation of a dedicated Anti-Food Adulteration Wing in view of the increasing number of cancer cases being reported in the State.

Senior Maoist leaders surrender before Telangana police

A senior Maoist underground leader Pasunoori Narahari alias Vishwanath alias Salai Da, a Central Committee Member and secretary of the Bihar-Jharkhand Special Area Committee, surrendered before Telangana Director General of Police C.V. Anand on Tuesday (May 26, 2026) along with his wife and senior Maoist leader Medara Danamma alias Latha alias Poonam alias Joba. 

Police described the surrender as a significant blow to the organisation’s Eastern Regional Bureau, which they said was now on the verge of collapse.

Narahari, 64, is a native of Somidi village in Kazipet mandal of Hanumakonda district. He joined the movement in 1982 after being associated with the Radical Students Union during his student days. Over the decades, he rose through the ranks from a dalam member to commander, Regional Committee Member, State Committee Member and eventually Central Committee Member in 2017.

According to police, he handled technical operations for the Maoist organisation across several States, including Chhattisgarh, Maharashtra, Bihar and Jharkhand, and possessed expertise in manufacturing and maintenance of firearms, mortars, rockets, rocket-propelled grenades, grenades and booby traps. He also trained cadres in weapons production and repair. 


Danamma, 55, originally from Guntur district of Andhra Pradesh, joined the movement in the late 1980s and later became a State Committee Member in the Bihar-Jharkhand Special Area Committee. She was arrested in Nagpur in 2004 and remained in jail till 2011 before rejoining the organisation after securing bail. 

The couple married in 1988 and subsequently worked in various Maoist organisational and technical wings in different States. 

As part of the Telangana government’s rehabilitation policy, police handed over demand drafts of ₹25 lakh to Narahari and ₹20 lakh to Danamma. Police officials said they would also receive additional rehabilitation benefits under the State policy.

According to data released by Telangana police, 264 underground CPI (Maoist) cadres have surrendered in the State so far in 2026. These include three Central Committee Members, 11 State Committee Members, one Regional Committee Member, 24 Divisional Committee members and 131 party members. Police also said 238 firearms were recovered from Maoist cadres in Telangana this year alone. The recovered weapons include AK-47 rifles, INSAS rifles, SLRs, carbines, revolvers and other firearms.

The Telangana police said that only three active underground cadres native to Telangana are presently operating outside the State, including Central Committee Member Muppala Laxman Rao alias Ganapathi and State Committee Members Jade Ratna Bai alias Sujatha and Vartha Shekhar alias Mangthu. The DGP appealed to the remaining cadres to surrender and join the mainstream.

Telangana DGP CV Anand inspects DGP Office, orders revamp

 The Director General of Police, CV Anand, inspected various floors and all sections of the DGP Office on Monday.



During the inspection stretching for around three hours, DGP visited different sections in the building and instructed officers and staff to maintain cleanliness in their respective sections and ensure efficient functioning of all departments. He ordered repainting of walls, almirahs, and tables to give a neat and standardised look, and that all files lying around should be sent to the record room. The DGP discussed the redesigning of the conference hall, the training hall and other rooms to make them more spacious.

Tech team formed in DGP’s office to drive AI-based policing initiatives in Telangana

 Director General of Police Sri C.V. Anand has directed police officers to extensively adopt cutting-edge technologies and Artificial Intelligence (AI) in policing to strengthen crime investigation, law and order management, and overall policing efficiency in the State.

A review meeting was held on the occasion of the formation of a dedicated Tech Team in the DGP’s Office. DGP, Technical Services, Sri V.V. Srinivasa Rao, along with senior officers and technical staff, participated in the meeting.


Addressing the officers, DGP Sri C.V. Anand emphasized the need to bring all major police technology platforms, including the Telangana Police official website, Hawkeye, CCTNS, and HRMS, under a unified framework and streamline their functioning through the DGP’s Office.

DGP stated that a permanent technical team (Tech Team) is being established in the DGP’s Office to ensure continuity of such initiatives irrespective of transfers or changes in officers. He further stated that enthusiastic young personnel willing to contribute voluntarily would be included in the team, enabling them to learn emerging AI systems and actively participate in their development.

During the review meeting, the DGP issued several important directions to officers. He instructed that a centralized, high-speed platform be developed to facilitate quick integration of additional data layers. He also proposed the establishment of a dedicated AI Task Force in the DGP’s Office, on the lines of "Marvel," to monitor and oversee all AI-related initiatives undertaken by the department.

DGP further suggested the development of a unified mobile platform named "TS-COPS" by integrating various existing systems such as CCTNS and HRMS, enabling police personnel to access multiple applications through a single mobile interface.

The DGP directed officers to prepare a joint action plan for the effective implementation of AI-based platforms such as CCTNS 2.0 and for developing data-driven dashboards. He also instructed that all offices under the DGP establishment should be integrated with the e-Office system to facilitate seamless monitoring and tracking of file movement.

Emphasizing effective field-level implementation, the DGP stressed that technology initiatives should translate into practical outcomes for policing.

To ensure timely completion of AI-driven initiatives, the DGP constituted a special five-member IPS officers’ Core Team with a target of completing key AI-based platforms within six months. Hyderabad Joint CP Smt. N. Shweta has been entrusted with responsibilities relating to the development of CCTNS 2.0, monitoring of HRMS, and coordination with CID. DIG Sri R. Bhaskaran has been assigned the responsibility of integrating AI technology into the CCTNS project. DCP Sri Chennuri Rupesh will oversee initiatives related to social media, video analytics, and AI-based drone technologies. SP Smt. K. Apoorva Rao has been entrusted with responsibilities concerning data intelligence, training programmes, and system design, while IPS officer Sri Avinash Mohanty will monitor traffic and road safety modules.

Hyderabad Joint CP Smt. N. Shweta, DIG CI Cell Sri Bhaskaran, SPs Smt. Apoorva Rao and Sri Rupesh, along with technical staff, attended the review meeting.

 There was a five-hour-long meeting of the Hon’ble Chief Minister Sri Revanth Reddy with all IPS officers of the rank of Inspector General, Additional Director General and Director General working in various departments across the State.

Following the opening remarks by Chief Secretary Sri Ramakrishna Rao, who emphasized the importance of the meeting, DGP Sri CV Anand spoke about the strong brand image of the Telangana Police and the need to strengthen it further. He highlighted how safety and security contribute directly to economic growth and development. Referring to the Hon’ble Chief Minister’s repeated emphasis on the subject, he stated that the Police Department must transition from its traditional anti-Maoist policing orientation and adapt to emerging challenges through the effective use of Artificial Intelligence and technology to help achieve the State’s Vision 2047 objectives.



Sri CV Anand outlined the key focus areas for the Police Department in the coming years:

  1. Narcotics control

  2. Cybercrime prevention and investigation

  3. Traffic Management and Road Safety, for which a new bureau, TTMARS (Telangana Traffic Management and Road Safety Bureau), is being created

  4. Creation of a Vigilance and Enforcement Directorate (VED) to prevent revenue losses in sectors such as mining, civil supplies, GST and excise

  5. Establishment of a dedicated Food Adulteration Wing to combat food adulteration, which is contributing to increasing cancer cases

  6. Women’s safety

  7. Disaster management

  8. Prevention and management of communal issues

  9. General law and order, crime prevention and crime detection

  10. Downsizing and redesigning of specialized units such as Greyhounds, OCTOPUS, SIB and ISW

  11. Creation of a Technology Wing in the DGP Office to harness the latest technological advancements for policing

The DGP also spoke about the need to improve discipline and integrity within the department, address gaps in protocol and official courtesies, and strengthen institutional systems. He expressed concern over the weakening of the DGP Office due to the creation of multiple Heads of Department and stressed the need to restore proper protocols and reporting mechanisms. He emphasized the revival of basic policing practices such as field visits and regular crime review meetings, the need to empower Superintendents and Commissioners of Police, the posting of DIG-rank officers to mentor and guide Unit Officers, and the importance of curbing corrupt practices.

Sri CV Anand also requested the Government to clear certain pending bills, fill vacant posts, and address long-pending seniority disputes from the rank of Sub-Inspector to Deputy Superintendent of Police. He assured the Hon’ble Chief Minister that the Telangana Police would work collectively and diligently to bring further recognition and goodwill to the Government through professional and people-centric policing.

The Hon’ble Chief Minister, in his address, spoke at length about the importance of maintaining hierarchy and discipline from Home Guard to DGP level, enhancing coordination and cooperation within the force, reviving the fundamentals of policing while integrating modern technology, and conducting comprehensive audits of manpower, vehicles and weapons. He also emphasized the need to introduce drone-based policing, strengthen social media monitoring capabilities, improve coordination with other departments at the district level, revive and effectively utilize CCTV infrastructure, maximize the use of Integrated Command and Control Centres (iCCC), and strengthen police stations as the foundation of effective policing.

All Heads of Department subsequently made brief presentations on the activities of their respective departments and outlined their future plans.

The meeting was intense, comprehensive and highly significant, providing an important platform for senior IPS officers to discuss key challenges, clarify issues relating to coordination, responsibility and accountability, and align themselves with the Government’s vision for the future of policing in Telangana.

DGP, Principal Secretary (Home) and DG Prisons Brief Governor on Remission Process for 92 Life Convicts

 Along with Principal Secretary (Home) Smt. Shikha Goel and Director General of Prisons Smt. Soumya Mishra, DGP Sri CV Anand called on the Hon’ble Governor of Telangana and explained the basis on which the proposal for the release of 92 life convicts had been processed by the Home Department, approved by the State Cabinet, and forwarded to the Governor for final approval.


The delegation explained that the exercise was undertaken in accordance with the Supreme Court’s 2021 judgment, which laid down detailed guidelines regarding the eligibility criteria, procedures and methodology for identifying life convicts suitable for remission. Based on these guidelines, the Government of Telangana had issued a Government Order last year, following which the process of examining eligible cases was undertaken.

It was also informed that the previous such remission exercise had taken place in July 2024, during which nearly 200 convicts were released.

As part of the State Formation Day celebrations on June 2, a total of 92 life convicts will be released in recognition of their consistently good conduct over nearly a decade of incarceration. The remission has been granted as an opportunity for them to reform themselves, reintegrate into society, and lead responsible lives as productive citizens.

The proposal submitted by the Government was approved by the Hon’ble Governor.

SIB Must Reorient to Address Emerging Internal Security and Public Order Challenges: DGP

 Continuing his departmental review meetings, DGP Sri CV Anand visited the Special Intelligence Branch (SIB), where he was given a detailed presentation on the various verticals in which the organization operates to monitor Maoist and Naxalite activities, its achievements over the years, and its role in several successful operations. The presentation also highlighted the recent surrender of 820 Maoist cadres along with 334 firearms.

Mr.Anand observed that the SIB and Greyhounds have been two outstanding organizations that he has closely witnessed since 1991. He noted that both institutions served as the backbone of the State’s anti-Maoist efforts while district police units worked relentlessly to establish the Andhra Pradesh and Telangana model of tackling Maoism, which came to be recognized across the country.

The DGP stated that with Maoism having been effectively brought under control, it is important for the SIB to remain relevant by reorienting its focus towards emerging challenges. He emphasized the need for the organization to strengthen its capabilities in analyzing new areas of social unrest, trends affecting youth, and broader societal developments that have the potential to impact public order and internal security in the State.

DGP Outlines Vision for Telangana Police at Way2News Conclave 2026

 DGP CV Anand participated in the Way2News Conclave 2026 and addressed a fireside chat session titled “DGP’s Blueprint for Telangana a Decade from Now.” During the interaction, he shared the vision and mission of the Telangana Police and highlighted the strategic initiatives being undertaken to effectively address contemporary challenges such as substance abuse and illicit drug trafficking, cybercrime, disaster management and traffic regulation.

CV Anand also spoke about the proposed Traffic Management and Road Safety Bureau and explained how it would help standardize traffic management and enforcement practices across the State, thereby enhancing road safety and improving traffic discipline. He further emphasized the importance of strengthening Anti-Drug Committees and Anti-Drug Clubs (ADCs) in educational institutions as part of a broader preventive strategy against substance abuse among youth.

The DGP informed the audience that plans are underway to replicate the FitCop application, which was launched during his tenure as Commissioner of Police, Hyderabad City, to monitor and improve the health and fitness of approximately 74,000 Telangana Police personnel across the State. He stressed the importance of physical fitness in ensuring effective policing, boosting morale, providing institutional support to personnel, and improving gender parity within the department.

He underscored the need for empathy and understanding in dealing with generational changes within the police force and emphasized the importance of mentoring and guiding young officers in the right direction.Addressing civil services aspirants and young attendees, he advised that public service, particularly policing, should be pursued only by those who possess integrity, passion, and an unwavering commitment to remain free from corruption throughout their careers.

DGP Reviews Operational Preparedness and Future Roadmap of Greyhounds and OCTOPUS

 DGP CV Anand reviewed the operational preparedness and future readiness of the Greyhounds force during his visit to the Greyhounds Headquarters today. In view of the fact that Maoist activities have largely come to an end, discussions were held on the downsizing and restructuring of the Greyhounds and on determining the optimum strength required to effectively respond to any future internal security challenges.

The review also covered advanced training, capability building, modernization, infrastructure development, administrative support, and welfare initiatives aimed at further enhancing the efficiency and effectiveness of the elite force.

Deliberations were held on future requirements and a strategic vision for the next five years to ensure that the Greyhounds remain agile, technologically empowered, and mission-ready at all times.

Following the review at the Greyhounds Headquarters, Sri CV Anand, along with DG Operations, visited the OCTOPUS campus at Ibrahimpatnam. During the visit, he interacted with officers and personnel, reviewed their operational functioning, training standards, and preparedness to respond to terrorism-related incidents and high-risk intervention operations.

The DGP also inspected various facilities and newly constructed buildings within the campus and reviewed the infrastructure available to the force.

DGP observed that Greyhounds and OCTOPUS are among Telangana’s most prestigious specialized forces and have earned recognition and respect across the country for their professionalism and operational excellence. He assured that both organizations would continue to receive the highest levels of support to further strengthen their capabilities and preparedness for future challenges.

DGP Reviews Bakrid Preparedness; Directs Enhanced Vigilance and Inter-Departmental Coordination

 With the Bakrid festival approaching, DGP CV Anand conducted a video conference with all Commissioners of Police and Superintendents of Police, along with senior officials from the Municipal Administration & Urban Development Department, Animal Husbandry Department, and other concerned departments, to review preparedness and coordination measures.

During the meeting, Mr. Anand directed all officers to maintain close coordination with inter-departmental teams, hold regular interactions with community representatives and other stakeholder groups to prevent misunderstandings, ensure strict adherence to Standard Operating Procedures (SOPs), and take concerted action against illegal cattle transportation.

Officers were also instructed to closely monitor the 52 inter-state check posts located along the State borders and the 203 check posts established across Telangana to ensure effective enforcement and prevent any violations during the festival period.


Several operational issues, including the availability and management of cattle shelters, monitoring of provocative and inflammatory content on social media platforms, and other preventive measures, were reviewed in detail and necessary directions were issued to ensure seamless coordination among all departments.

Observing that the period leading up to the festival is often sensitive, DGP CV Anand emphasized the need for the police machinery to remain especially vigilant and proactive in order to maintain peace, public order, and communal harmony across the State.

 Congratulated Ms. Challa Yamini, daughter of Head Constable Challa Yadagiri of Suryapet district, on her selection to the Indian Forest Service with an impressive All India Rank of 119.

Securing a rank in one of the country’s toughest competitive examinations reflects her hard work, perseverance and dedication and a matter of immense pride for the Telangana Police fraternity.

DGP Reviews Anti-Narcotics Efforts at EAGLE Headquarters

 DGP CV Anand visited the EAGLE Force Headquarters at the Integrated Command and Control Centre (iCCC), Banjara Hills, to review the State’s anti-narcotics efforts and the functioning of the specialized unit.

During the review, EAGLE Director Sri Sandeep Shandilya made a detailed presentation spanning nearly three hours on various aspects of the force’s operations, including cases registered, enforcement actions undertaken, arrests made, narcotics seized, awareness campaigns conducted, and measures initiated to improve the quality of investigations. The presentation also highlighted certain operational challenges, including manpower shortages and other requirements for strengthening anti-drug enforcement efforts.

Following the review, DGP CV Anand observed that combating the narcotics menace requires greater involvement and sustained efforts from district SP s and CPs , while emphasizing the need for EAGLE to further strengthen coordination with field units across the State.

Mr. Anand stressed that educational institutions must also shoulder greater responsibility in addressing the problem of substance abuse among students. He observed that institutions should promptly report narcotics-related incidents to the police and other competent authorities and should not suppress such cases in the name of protecting the reputation or prestige of their institutions. He indicated that the Government is examining legal and policy measures to strengthen institutional accountability in this regard.

The DGP noted that the narcotics menace poses a serious threat to society and has the potential to damage the social fabric of the State if not addressed firmly and comprehensively. He reiterated that the fight against drugs remains one of the highest priorities of the Telangana Police and the State Government and assured full support for all initiatives aimed at preventing drug abuse, dismantling trafficking networks, and protecting the youth of the State.

Strengthening Welfare for Ex-Servicemen: Visit to Sainik Welfare Department

Mr.Anand visited the Sainik Welfare Department Head Office in Panjagutta, where he conducted a comprehensive inspection of the premises and office facilities. During the visit, he emphasized the need for improved cleanliness and overall upkeep of the workspace.

Subsequently, the newly appointed Director, Brig. A.R. Rao, along with his team, delivered a detailed presentation outlining the department’s ongoing initiatives, key challenges, and future plans. The briefing highlighted both the scope of work being undertaken and the areas requiring urgent attention.

It was noted that approximately 40,000 ex-servicemen and their families are currently registered on the Mana Sainikulu platform. While multiple welfare measures are in place - including cash grants and allowances from both the State and Central governments- several schemes related to housing, education, and employment have not been fully implemented. A significant factor contributing to this gap is the lack of effective liaison with  State government.

The Flag Day Fund and the annual budget allocated by the State government continue to serve as the primary sources of funding for ex-servicemen welfare. In addition, a proposal for the establishment of a Telangana Ex-Servicemen Corporation (TESCO), similar to models in other states such as Maharashtra, is currently pending with the government. This initiative has the potential to generate large-scale employment opportunities for ex-servicemen in roles such as security personnel, escorts, and related services.

Prisons Department Retreat Highlights Focus on Reform, Technology, and Welfare

Mr.CV Anand, Telangana Home Secretary,  attended the Retreat 26’ programme of the Prisons Department as the Chief Guest, where he was briefed on six presentations delivered by various groups of officers. The presentations covered key areas including security, rehabilitation, de-addiction, welfare of inmates, women prisoners, and the adoption of latest technologies.

The annual retreat was highlighted as a valuable platform for brainstorming, enabling officers to express their thoughts freely, ideas that might otherwise remain unspoken, and to work towards practical solutions while shaping the future direction of the organisation.

While congratulating the officers for their efforts, Mr.Anand stressed the need to adopt modern systems of prison management and to leverage artificial intelligence for this purpose. He emphasised the use of drones for enhanced surveillance and the establishment of videoconferencing facilities in every jail to reduce the need for escorts.

He further underscored the importance of prisons functioning as correctional and reform centres, where inmates can develop hope for the future through reform. Focus was laid on improving their education, health, and skills in trades and goods manufacturing.

CV Anand Wins Net Winner Award at Hyderabad Golf Association Monthly Tournament

Mr.Anand participated in the monthly tournament of the Hyderabad Golf Association, in which around 250 golfers took part. He was reported to have delivered one of his best performances to date, finishing 11 over the course and 5 under his handicap of 16.


The game featured several notable strokes, including a few risky attempts that paid off, along with very few mishits. His performance also included three to four long putts and effective course management.

As a result, he secured the Net Winner Award, marking the first such achievement in his four-year golfing journey. Having been playing golf once a fortnight, he expressed satisfaction with the outcome.

Paid visit to DG Prisons Office, Reviews Functioning and Printing Unit

Mr.CV Anand, Home Secretary,  visited the main office of the Director General of Prisons at Chanchalguda, along with the adjacent Printing & Stationery office, as part of his field visits. He met with officers and was briefed through a presentation on various aspects of the functioning of the Prisons Department, including the number and categories of prisoners, the reformation and correctional services in place and their outcomes, proposals pending with the government, and the impact of budget shortages.

Subsequently, he toured the printing department, where he observed outdated printing machinery and equipment, dilapidated buildings and furniture, and leaking roofs. 


It was noted that the unit currently undertakes limited work, primarily printing annual government diaries, calendars, and electoral ballot papers. The printing press functioning in the legislative assembly was reported to be handling work related to budget documents, books, questions, and bills.

He also heard the concerns of officers through a presentation. The unit was described as a declining organisation, with indications that it may be wound up in due course, with employees retiring over time and no fresh recruitment being undertaken.

New Director of Sainik Welfare calls on Home Secretary

 Brigadier N. R. Babu called on the Home Secretary following his appointment as the new Director of Sainik Welfare. He has been appointed by the Hon’ble Chief Minister after an interview process conducted by a committee of secretaries and the Ministry of Defence India. A total of 29 retired officers had appeared for the interview. This marks the first regular appointment to the post since 2008.

Brigadier Babu is an alumnus of Sainik School Korukonda, after which he proceeded to the National Defence Academy and was commissioned from the Indian Military Academy.

He has rendered 40 years of unblemished service in the Army and the Border Security Force. A marathon runner and athlete, he is expected to contribute significantly to the welfare of around 35,000 retired ex-servicemen in Telangana and to introduce innovative schemes for their benefit.

Shares Experience on Conclusion of Budget Session

Mr.Anand shared his experience following the conclusion of the budget session of the Telangana Legislative Assembly, describing it as a particularly hectic period for the Home Department.

He noted that preparations began well in advance, with budget meetings held prior to the session from 16th March. During the discussion on grants to the Home Department, the concerned Secretary and other officers were required to be present inside the Assembly hall, where they listened to discussions and questions raised, and assisted ministers by providing brief notes, facts, and figures while the budget was being presented.

He further shared that several important bills, including the Hate Speech and Hate Crimes Bill and the Advocates Protection Bill, required extensive work. These involved preparation, discussions, presentation before the Cabinet, incorporation of suggestions, and subsequent introduction in the Assembly by the concerned minister. Officers were also required to remain present during debates and replies until the bills were passed.

Reflecting on his earlier roles, he mentioned having spent three years as DCP Central Zone handling bandobust and security arrangements during Assembly sessions between 2001–04, and later serving for over six years as Additional Commissioner of Police and Commissioner of Police, Hyderabad City. However, he described his current role as Special Chief Secretary, Home Department, as a completely different and enriching administrative experience.

Anand Pays Tribute to Former DGP H.J. Dora

 "Attended the shraddhanjali programme of former DGP HJ Dora organised by family members and was very well attended by many retired DGPs and senior police officers and friends and family members. I had volunteered to speak and spoke in detail about his leadership qualities where he led the war against Maoists from the front amidst grave threat to his own life , his excellent communication skills with the lowest ranks of the force, his teamsmanship and welfare orientation , the inner dynamics of the famous AP model of tackling Maoism created by him and how as an ASP, Addl SP and SP Nizamabad for the first decade of my career, we all executed that strategy to rid the state of this menace.

Review of Special Protection Force

Mr.Anand, visited the headquarters of the Telangana Special Protection Force at Buddha Bhavan as part of his field visits to gain a better understanding of the organisation and its requirements.

During the visit, he toured the office premises, following which Director General Swati Lakra and her team made a presentation detailing the force’s functioning, resources, deployment, and the issues being faced, including matters pending with the government.


It was noted that the Special Protection Force operates on the model of the Central Industrial Security Force, where tMr.Anand had earlier served on central deputation for four years, overseeing the airport sector as well as the west and south sectors, in addition to the National Industrial Security Academy.

Drawing on his experience, he shared suggestions with the officers on enhancing the effectiveness of the Special Protection Force and strengthening its role.
